Relief and Development Peer Foundation (RDP) is Non-governmental Organization aims to mitigate the suffering of communities affected by the conflict and disasters, enhance more equitable socio economic development and Increase social responsibility to contribute effectively and positively on the development process. RDP advocates for the rights of affected populations and work in many field areas, food security, nutrition and health and water, sanitation and hygiene, good governance and peace.

RDP has a policy of zero tolerance towards SEA. AII RDP employees and related personnel are expected to uphold the highest standards of personal and professional conduct at all times, and to provide assistance and services in a manner that respects and fosters the rights of beneficiaries and other vulnerable members of the local communities.

Job Description 

Under the direct management of the WASH Program Coordinator, WASH program officer will supervise the WASH projects implemented by RDP. The main objective of the position is to support the Program Coordinator in the design, implementation, monitoring, and capitalization of WASH activities, ensuring that Relief and Development Peer Foundation rules, standards, and policies are followed.

Duties and responsibilities:

  • Under the supervision of the Program Coordinator, participate in the identification of new areas for intervention.
  • Participate in developing WASH Program strategic plan and support fundraising for WASH Program, including contributing to the development of high-quality concept notes and proposals.
  • Participate in the drafting of administrative documents to be signed jointly with governmental authorities, communities, or partners.
  • Participate in producing regularly updated project management tools, including work plans, implementation plans, procurement plans, and accurate financial forecasts.
  • Oversee timely, relevant, and responsible management of WASH project budget.
  • Coordinate closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) department to develop effective monitoring tools and collect relevant data.
  • Participate in the preparation and implementation of WASH program assessments.
  • Assist the Program Coordinator in supervising and managing the implementation of the WASH activities based on the logical framework of the program(s), budget, and logistical and administrative procedures of RDP. 
  • Regularly review MEAL data and apply indicator findings to improve program quality.
  • Responsible for compilation of information about the progress of projects/activities from the field.
  • Participate in preparing timely WASH Programs and donor reports on project activities in compliance with internal RDP requirements and any relevant donor requirements.
  • Prepare and submit regular internal reports (Weekly, monthly, Final) on all WASH activities to the Program Coordinator.
  • Ensure all WASH projects are implemented in accordance with RDP’s guidelines, and global technical and quality standards.
  • Regularly visit the activities’ sites.
  • Represent RDP in collaboration with the Program Coordinator in National and Sub-National Yemen WASH Cluster (YWC) meetings, and any other meetings for WASH projects.
  • Identify WASH Program supplies needs and coordinate with the logistics team to put in place the procurement plan.
  • Ensure the respect of the principle of confidentiality and not disclose any information acquired by performing his duties. 
  • Comply with RDP policies and practices with respect to child protection, code of conduct, child safeguarding, health and safety, equal opportunity, and other relevant policies and procedures.
  • Other relevant duties as assigned by the line manager.

Qualifications/Requirements

  • Bachelor’s degree in civil engineering. 
  • Four years of experience working with humanitarian agencies in WASH sector. 
  • Good proposal writing skills.
  • Good Organizational Skills.
  • Knowledge of designing water and sanitation systems.
  • Knowledge of designing Solar water Pump systems.
  • Knowledge of water desalination systems.
  • Good conceptual understanding of gender, protection, and human rights
  • Excellent representation, negotiation, interpersonal, and communication skills
  • Excellent writing skills in English.
  • Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.
  • Good skills with basic software, such as MS Word, Excel, and PowerPoint 
  • Knowledge of field-specific software, such as AutoCAD, Civil 3D
  • Fluent in oral and written Arabic and English
  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines.
