ACTED has been present in Yemen since early 2012 and has been anchored to the governorates of Ibb, Hudaydah, Raymah, AlDhalee, Saadah, AlJawf, Aden, Dhamar and Marib.

Through its comprehensive programming, ACTED has been covering the full continuum of emergency, rehabilitation, and development in Yemen. Emergency activities have focused on the sectors of Agriculture & Food Security (e.g. distribution of crop seeds, and livestock), Economic Recovery and Market Systems (e.g. income-generating activities such as cash for work), and WASH (e.g. rehabilitation of water supply facilities, hygiene promotion). ACTED’s food security activities include the distribution of food vouchers, which are a key component of ACTED’s interventions in the country.

Responsibilities

Program Implementation 

Objective 1.1: Implementation of Program WASH & SNFI

Objective 1.1.1: Implementation of Water and Sanitation Program 

Objective 1.1.2: Implementation of Shelter Program 

The WASH/Shelter PM is responsible for: 

  • Directly Managing all WASH infrastructure, WASH Services, Soft WASH, and other WASH-related projects being implemented;
  • Directly Managing all shelter and other SNFI-related projects being implemented;
  • Manage the shelter and infrastructure projects to be implemented;
  • Managing all project-related staff for each of the projects that contribute to program field teams and ensuring that they are wholly involved in program planning, direction, and implementation thereof;
  • Regularly following up with the IPs and ACTED projects engineers and others as required to ensure high quality, timely, budget efficient, and effective project cycle implementation;
  • Provide technical inputs and guidance and ensure that technical quality and standards are considered during project implementation;
  • Ensure required inputs from Technical Coordinators are taken into consideration when a request for support is triggered from Area or Country Coordination;
  • Direct responsibility and oversight for ensuring that all financial, logistics, and administrative requirements are in place in accordance with ACTED FLAT procedures, including IPs procurement processes and contract management of private contractors and suppliers;
  • Prepare and regularly update the work plan, inform the line manager on constraints in project implementation and potential delays;
  • Collect technical information and analyze associated opportunities and risks on project implementation and development;
  • Identify and collaborate with relevant technical authorities and partners;  
  • Draft memos detailing lessons learned and best practices identified during the projects – memos will be developed for internal and external partners;
  • Liaising externally with partners, and working groups to highlight successes, learn lessons and coordinate ACTEDs programs with other humanitarian organizations;
  • Represent, Coordinate, and Liaise with project partners and key stakeholders such as local administrations, ministries, NGOs, communities, and others where required;
  • Develop team capacity at both the individual and group levels by organizing/ facilitating training internally or through specialist agencies/individuals;
  • Develop the capacity of the Implementing Partners.

Objective 1.2: Projects Cycle Management Framework 

The WASH/Shelter PM will ensure that project cycle management tools, including the PMF, weekly reports, and activity are developed and regularly updated. He/she will ensure that the project’s implementation is conducted within the parameters of the PMF and that this reflects the proposal objectives. He/she will ensure that PMF is updated, including the financial forecast. 

The WASH/Shelter PM will be based in Aden. He/she shall undertake field visits depending on the security situation to ensure that: 

  • Activities are correctly completed and expected standards are met; 
  • Targeted indicators as stated in the Projects Management Framework (PMF) and/or Log frame are met in a satisfactory manner; the WASH/Shelter PM shall also ensure that all recommendations issued from the monitoring and evaluation findings of the MEAL teams are also enforced and progressively integrated. 

Objective 1.3: Management of Projects Staff 

The WASH/Shelter PM shall be responsible for the management of project staff and for ensuring that all are comprehensively briefed on the objective, expected output, and overall implementation strategy of any given activity. The WASH/Shelter PM shall ensure that Project staff are given training and complete all the necessary documentation in line with program requirements.

Objective 1.4: Coordination 

The WASH/Shelter PM shall regularly meet with the WASH/Shelter coordinator, the Area Coordinator, Technical Coordinators, HR, Finance, and Logistics Departments to ensure that support mechanisms such as the Budget Follow-up, Procurement plan, and recruitment are completed on time and reflect operational realities/needs. 

Objective 1.5: Reporting 

The WASH/Shelter PM shall support the reporting team in the preparation of reports to be submitted to Donors / Authorities / Coordination bodies (WASH working group, Shelter working group / Internal Coordination). He/she will be expected to provide reports covering activity implementation, achievement of objectives, successes/challenges, beneficiary feedback, etc.

- Objective 1.5: External Relations

  • Support, facilitate or undertake communication and liaison activities to actively consult and involve authorities, beneficiaries, key informants, actors, partners, and stakeholders in all stages of project design and implementation;
  • Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings;
  • Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner Where relevant, liaise with donors and work closely with partners on project updates, site visits, and other communication;
  • Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others.

 General Functions

Objective 2.1: Completion of Program Filing for Completed Projects components; 

  • The WASH/Shelter PM shall ensure all relevant filing is properly organized, up-to-date, and complete for all projects in relation to the WASH and Shelter components. He/she shall, also work closely with the FLAT teams to support project reconciliation / general monthly follow-up exercises. 

Objective 2.2: Commitment to Accountability to Communities 

  • The WASH/Shelter PM shall take the lead in the development and implementation of a program-specific accountability framework to act as a guideline for all program activities. 

Objective 2.3: Facilitation 

The WASH/Shelter PM is expected to contribute to training or program coordination meetings. Moreover, he/she shall be able to present ACTED’s global and programmatic strategies and activities in meetings or for Local Authorities.

QUALIFICATIONS

  • BSc or MSc in Civil Engineering or related field;
  • Minimum 3 years of experience in project management in an international relief or development setting including team management and liaison with various stakeholders (local communities, other NGOs, UN agencies);
  • Minimum 5 years of experience in WASH/Shelter Program Management (infrastructure programs, technical designs, BoQ development, construction, contractor management, preferably of water and sanitation infrastructure);
  • Proven know-how in managing WASH and Shelter-related activities;
  • Advanced proficiency in written and spoken English;
  • Demonstrated communication and organizational skills;
  • Ability to train, mobilize, and manage both international and national staff; 
  • Flexibility and ability to multi-task under pressure;
  • Proven ability to work creatively and independently both in the field and in the office;
  • Ability to travel locally and regionally, if necessary.
