The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. It opened its office in Sana’a in 1983. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen.  Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time we support measures to rehabilitate basic services for and enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people. Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones. 

With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni nationals for the following position: 

  • Position: Procurement Specialist
  • End of contract: 31.03.2025
  • Duty station: Sana’a or other duty station as assigned by the management.

Responsibilities

The procurement specialist is responsible for

  • the procurement of services provided by consulting firms and local individual consultants, for the GIZ, and particular in the field of construction in compliance with the Code of Conduct and rules and regulation of GIZ and the country.
  • responsible for handling overall procurement process for Goods, services, Architectural Contract Services and Construction Works
  • preparation and processing construction contracts according to GIZ P+R.
  • processing consulting contracts with firms and individuals according to GIZ P+R.
  • preparation of Purchase Orders with suppliers according to GIZ P+R.
  • preparation of contracts for local subsidies and financial contracts using Cosoft.
  • preparation of PO using Prosoft.
  • for tender announcements (EoI) related to tenders.
  • customs declarations.
  • informing projects and programmes on time about the status of contracts.
  • coordinating effectively with colleagues in the administrative department and Finance department.
  • supervisor and supportive of some of the administrative work in the office.

 Main Tasks  
                                                          
The procurement specialist

  • prepares contracts and maintain data relevant for contracting and tenders in CoSoft.
  • handling overall procurement process for Contract Services and Work contracts.
  • managing the bidding process in accordance with established guidelines for GIZ
  • overseeing and preparing tender documents, bid tabulations and selection recommendations
  • lead contract negotiations and preparation, including issuing approval of contract documents.
  • overseeing and maintaining contract files in a manner that supports accounting and close-out.
  • Monitoring of contracts (to follow up the deadline of contracts and close in SAP).
  • Preparation of contracts for consultants and consulting companies using Cosoft.
  • Preparation of contracts for local subsidies and financial contracts using Cosoft.
  • Participates in tender clarification sessions and evaluations as an observer.
  • Assisting the Head of Unit in framework contracts related procedures and processing it.
  • Honorary raster (Preparation of data base consultants fee scheme in coordination with the superior).
  • reports all problems for contractual matters without delay.
  • responsible for filing in accordance with GIZ rules.
  • gives training and advice to programmes and projects in terms of contracts with consultants, companies, local subsidies, construction, and financial contracts.  
  • Maintaining of files and data of service provider.
  • Contract management for office contracts.

  • overseeing and maintaining contract files in a manner that supports accounting and close-out.
  • Monitoring of Purchase orders (to follow up the deadline of PO and close in SAP).
  • Preparation of PO using Prosoft.
  • Participates in tender clarification sessions and evaluations as an observer.
  • Assisting the Head of Unit in framework contracts related procedures and processing it.

  • gives training and advice to programmes and projects in terms of procurement process, 
  • Maintaining of files and data of service provider.
  • prepares and submits all necessary papers for duty-free import of goods via port.
  • monitors and controls deliveries by ship.
  • monitors release of goods and further processing via port.
  • organises and coordinates the collection of goods
  • enters information in the customs declaration database, prepares statistics if needed.
  • performs other duties and tasks at the request of management 

Required qualifications, competences, and experience

  • BA in business administration, recognised commercial diploma in business administration
  • At least 5 years’ professional experience in a comparable position
  • outstanding knowledge of purchasing.
  • very good working knowledge of IT and digital applications (MS Teams, Office 365, Excel, Power Point) 
  • digital literacy
  • service oriented and ability to solve problems
  • very good knowledge of Arabic and English language, ideally knowledge of German.
  • willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management.
