Job Description

“MEAL Advisor – Sana’a”

For our program in Yemen, we are looking for a MEAL Advisor, the position will be based in Sana’a with field visits.

Job Purpose

The MEAL Advisor is responsible for the management of MEAL officers/Assistants. H/She will be working under the supervision of the Deputy General Coordinator with the following main activities:  

Main activities

  • - Guarantees the technical means to overlook the quality of the implemented activities, to monitor the achievement of the pre-set goals, and, if applicable, to suggest adjustments or development to ensure its relevance
  • - Ensures that not only accountability to donors is complied with, but also to the different users of MdM’s activities 
  • - Works in close collaboration with program teams at coordination    and base level to ensure the success of those goals
  • - Influences the adoption by the team of a learning and evidence-based approach to enhance the quality of the activities that MdM carries out 

Roles 

A.    Monitoring and Evaluation of programs: 

The MEAL advisor proposes and influences the monitoring and evaluation system of the mission, and overviews its right application and suggests adaptations throughout the project life-cycle:

  • - Lead the Set up of indicators at project conception stage and develop the right M&E system to follow them up
  • - S/He lead the consolidation of the ToR of evaluations in collaboration with relevant program team
  • - Ensures that the Monitool (MdM monitoring tool) is set up, filled and modified upon needs; and that the roles and responsibilities pre-defined are respected  
  • - Follows the advancement of the different indicators in the Monitool and coordinate with project managers and technical coordinators to ensure the analysis of the data
  • - Overlooks the quality of data collected

B. Accountability:

  • - In charge of developing activities seeking for community consultation at different times of the project life-cycle
  • - Ensures that the Standard Operating Procedure of the FCRM system is in line with the context and adapted if needed, and that all the different tasks in the SoP are complied with (different channels are working, complaints are logged in, followed-up and responded to, mechanisms are known by the community, etc)
  • - In charge of the consolidation of the FCRM monthly reports, to come up with an analysis and produce recommendations in cooperation with program managers and technical coordinators

C. Learning:

  • - Supports the teams in conducting learning activities (after action review/learning workshops/etc): developing learning tools/methodologies
  • - Overviews the follow-up of recommendations produced by the different MEAL activities, with project managers and technical coordinators

D. Grant/reporting/communication:

  • - S/He is included in proposal writing: writing MEAL annexes and sections, participation to the consolidation of the logframe by suggesting indicators in line with proposed project strategy and activities
  • - S/He overviews that the contractual indicators are calculated following the right methodology as per donor guidelines
  • - S/He is included in reporting: 
    • In charge of consolidating the data to report on pre-set indicators, writing of the MEAL parts as per donor guidelines 
    • Is responsible of the quality of the reports produced before dissemination to relevant persons/donors: the analysis, the conclusions and recommendations are comprehensively developed by the MEAL team, in close collaboration with and with the active participation of the program team.
    • In charge of consolidating the data and the quality of the assessment report and analysis. 
    • In charge of performance reports required by local authorities, and quality of pre implementation data, analysis and reports. 
  • Ensures that the communication activities are compliant with donor rules, on the absent of Grant personal. 

E. Management and planning:

  • - Ensure the technical supervision, capacity building, training and coaching of the MEAL team
  • - Participate in the recruitment and performance evaluation of the relevant staff
  • - Work in coordination with and provide methodological support to program teams to develop MEAL activities 
  • - Organization of workshops and trainings to program teams to sensitize them on MEAL topics
  • - Coordinate with the MEAL team to allocate the resources upon the needs and plans.
  • - Conduct quarter visits to the bases to support MEAL team and program team.

PROFILE REQUIRED

  • Education: bachelor in statistics, social sciences i.e. development studies, project management
  • Minimum 3 years’ experience in monitoring and evaluation work with previous experience in management positions.
  • Strong knowledge in pack Office 365 and more especially of Excel. 
  • Knowledge of data collection tools (e.g. Kobo, ODK, Survey CTO, etc), data quality check, cleaning and analysis.
  • Fluency in English (written and spoken).
  • Good communication skills.
