Job Title: Grants Officer

Summary:
The Grants Officer will collaborate with relevant parties to gain a comprehensive understanding of the project's requirements, objectives, and limitations. They will create an elaborate project plan that includes specific timelines, milestones, and deliverables. Furthermore, one of the Grants Officer's responsibilities will involve managing the grant-making process for the program. This includes identifying potential grantees, assessing and mitigating risks, and offering proactive solutions when necessary. They will also conduct regular progress meetings, report on the project's status, identify any bottlenecks, and propose suitable remedies. The Grants Officer will prioritize adherence to industry best practices, security standards, and regulatory requirements. Moreover, they will supervise the testing and quality assurance procedures to guarantee platforms are free from errors.

Key Responsibilities:

  • Manage all grant project activities and implementation mechanisms including organizing a competitive, streamlined solicitation-to-award grants process target groups. This role requires a strong focus on project planning, execution, and delivery to ensure the successful achievement of project goals. Roles in this position will include but not limited to the following:
    • Development of calls for proposals, other documents and forms, setting up proposals’ evaluation criteria, organizing the work of selection panels, preparation of grant lists, review and evaluation of grant project proposals, analyzing project work plans and budgets; preparation of the grant agreements, grant modifications, review grantees’ programmatic reports; schedule meetings/workshops, develop agenda for workshops, participate in identification of consultants, are some of the key duties expected under this position.
  • Assist Project Manager in the day-to-day management of the project to ensure effective, efficient and cost-sensitive management by partners. Duties include support to short-term planning, implementation of activities, monitoring/reviewing of activities, reporting through coordination with stakeholders and grantees.
  • Prepare and support implementation of training and technical assistance as needed to address capacity needs and reinforce grant management as needed.
  • Conduct site visits to sub grantees to assess adequacy of internal controls, compliance with applicable laws and regulations, and partner policies and procedures. Detail site findings and ensure implementation of recommendations/corrective action plan and follow-up requirements.
  • Maintain regular communication with external experts and consultants, including carrying out developing the job description, coordination meetings and tracking progress of assigned tasks in regard to grants activities.
  • Ensure the timely implementation of project grant activities; target outputs and outcomes being achieved strictly in accordance with RRD's and donor's rules, regulations, and policies.
  • Ensure timely receipt and review of monthly expenditure reports from relevant stakeholders as needed.
  • Assist in the review of Grantee/Contractor work plans, reports, and other deliverables to ensure that they meet Grant/Contract award requirements and work with Grantees/Contractors to improve reporting and performance as needed.
  • Assist in identifying issues in grants scopes of work and/or budgets necessitating award modifications throughout the life of the grant/contract awards, and draft necessary modifications, justifications, and other supporting materials.
  • Maintain up to date file management system, ensure all the required documentation is saved physically and electronically.
  • Contribute to preparation of the annual and quarterly project work-plans and up-dates; Perform other duties as required.
  • Any other duties as may be assigned by the supervisor.

Qualifications and Experience:

  • Bachelor's degree in finance, economics, business administration, or a related field. Master's degree is preferred.
  • Minimum 5-7 years of grant management, preferably in the development or microfinance sector.
  • Strong knowledge of grant and funding mechanisms, financial operations, and policies.
  • Familiarity with economic feasibility studies and evaluation processes.
  • Excellent communication and interpersonal skills.
  • Ability to work in a team and coordinate with multiple stakeholders.
  • Proficiency in MS Office applications.
  • Fluency in written and spoken English and Arabic is a high advantage.
