The Opportunity:  


The WASH Officer [Software/Hygiene] will ensure the coordination and successful completion of WASH software activities in the area of intervention. He/she will be overseeing the implementation of the WASH software parts “hygiene and environmental health” with a special focus on community-based activities (e.g. children's club, awareness sessions & establishment of HP corners/committees and/or SCIhools). Responsibilities shall include ensuring the implementation of WASH project activities towards achieving the expected project results, staff supervision and mentoring, reporting and documentation, identification of unmet WASH needs, and participation in coordination meetings in the office. The WASH Officer [Software/Hygiene] will be working within the framework of Save the Children’s programming principles and approaches drawn on relevant best practices and lessons learned, working towards enabling children to attain their rights, while compliant with donor regulations.


He/she will provide regular reports on the progress (including monitoring and evaluation follow-up) of all SCII WASH Software activities to the WASH Manager. As part of Save the Children’s dual mandate, the WASH Officer [Software/Hygiene] will participate in emergency preparedness activities and be ready to respond in the event of an emergency, as required.   


 KEY AREAS OF ACCOUNTABILITY:


 Program Support: 


•   Working closely in particular with engineering colleagues design, implement, and monitor the hygiene promotion and environmental health component of SCII’s WASH interventions ensuring that despite the rapid onset and sometimes very short interventions, the community is involved in all decisions. 


•   Identify Hygiene Promotion and environmental health staff training needs and provide training to selected staff and local partners on key PHP approaches and methodologies. This includes CLTS, PHAST, CHAST, and WASH’Em approaches or similar, appropriate IEC methods, etc. 


•   Carry out WASH assessments in coordination with other SCI thematic areas and/or other external sector agencies; ensure assessment findings are documented and that all assessments include a specific analysis of children’s needs.


 •   Participate in the development and completion of a knowledge attitudes and practices survey (KAP) at the start and end of the project to enable accurate measurement of the anticipated positive project impact. With support from WASH  PM, develop, implement, and monitor monthly activity plans toward achieving expected results. This includes planning activities, budgets and procurement  QUALIFICATIONS AND EXPERIENCE


 •   At last 2-3 years experience in health management or supervisory position. 


•   Excellent computer skills including Word, Excel, and PowerPoint 


•   Good in written and spoken English and Arabic languages


 •   Proven ability to manage a program including management of human and material resources.  


•   Experience in staff training and capacity building  


•   Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. 


•   Training on CMAM and IYCF is required 


•   Ability to work cooperatively and strategically in a team environment with all levels of professional, technical and administrative staff and to integrate resources on a timely and organized basis. 


•   Demonstrated experience in conducting monitoring and evaluation activities.   Flexible, adaptable, able to improvise and work in a stressful, volatile environment. 


•   Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to the WASH Manager and addressed in an appropriate way.  •   In coordination with the local authority of water, train and technically support the community mobilizer volunteers and agree on an activity plan and key messages. 


•   Identify project supplies needs and coordinate with the logistics team to ensure materials arrive in good time. •   With the support of the WASH Manager, lead the preparation of procurement and administrative documents required (specification of materials, etc) for procurement of WASH materials and services.  


•   In coordination with the WASH engineer and relevant stakeholders, integrate the hardware part of WASH (water and sanitation at facilities) with the soft component of WASH (hygiene promotion and environmental health activities). 


•   Build strong relationships with local and government partners, Local Water and Sanitation Company, GARWSP (the General Authority for Rural Water Supply Projects and local Water Cooperation. 


•   Carry out monitoring and evaluation of project activities as agreed in a monitoring and evaluation framework. 


•   Ensure that projects are carried out with participation from all relevant stakeholders, children, and their families. 


•   Implement projects as set out in WASH project planning documents, flagging up both successes and risks to senior management in a timely manner. 


•   Input into the WASH program strategy and donor reports on project activities.  


•   Coordinate among other sectors within SCII towards maximizing the positive impact of the project through an integrated approach. 


•   Participate in Interagency Coordination forums at field office level, sharing information from Save the Children programmes. •   Participate in the quality check for items related to hygiene promotion.  Emergency Preparedness and Response  


•   Actively participate in the Country Office’s emergency preparedness and planning processes with regard to hygiene promotion within the WASH program  


•   In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response to WASH needs  General: •   Comply with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures. 


•   Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct. Perform such other responsibilities as agreed with line management.  BEHAVIOURS (Values in Practice) Accountability:

  QUALIFICATIONS  


 •   Education to BSCI level in a related subject,  or equivalent field experience Required: 


•   Minimum 2 years of working experience, including a minimum of a year working in WASH-related humanitarian programs. •   Previous experience working effectively as part of a WASH project team. 


•   Oral and written reporting Language skills in English.  


•   Commitment to working through systems of community participation and accountability. 


•   Knowledge of monitoring and evaluation. 


 •   Commitment to capacity building and developing others. 


•   Ability to write clear and well-argued assessments and project reports. 


•   Excellent communication skills 


•   Strong influencing skills

•   Experience or knowledge of working and living in relevant regions/contexts Humanitarian programming experience. 


Experience AND Skills  


•   Strong organizational and communication skills, with the ability to effectively present information and respond appropriately to questions from line managers. 


•   Ability and willingness to travel to project sites as needed. 


•   Strong English and Arabic language skills, both written and spoken.
