BACKGROUND


The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Yemen facilitates humanitarian action across the country. OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response, and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disasters. OCHA supports the work of the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Mechanism (ICCM) national authorities, and other humanitarian partners including NGOs in Yemen.


Under the direct supervision of the Head of the Sub-Office, the national Humanitarian Affairs Officer will be based in Hajjah.


Building evidence bases of access-related issues, s/he will analyze access-related data, identify trends, and recommend solutions. S/he will draft daily and weekly inputs to OCHA Yemen access reporting, analysis, and briefings. S/he will also lead frequent field missions to areas of concern such as ‘hard to reach’ geographies. S/he will be expected to provide support across the wider workstreams of the OCHA Yemen Hajjah team.

Position Purpose: 


Deputizing for the Head of the OCHA Hajjah Humanitarian Access, Civil-Military Coordination Unit, s/he will facilitate humanitarian aid throughout Government of Yemen controlled areas; advocate for the centrality of IHL and for a principled humanitarian response; conduct trend analysis; represent OHCA and humanitarian partners with security, political and military interlocutors and at UN Security Management System fora; and trouble-shoot humanitarian access (physical, bureaucratical and logistical) and civil-military challenges.


Key Duties and Responsibilities:


Under the supervision of the Head of Hajjah Sub-Office, the National Humanitarian Affairs Officer will be responsible for the following duties:


1.) Monitoring, analysis and report


  • Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country/area.

2.) Organizes and prepares studies


  • prepares studies on humanitarian, emergency relief, and related issues; organizes follow-up work, including interagency technical review meetings to support policy development work and decision- making on important issues.
  • Prepares or contributes to the preparation of various written reports, documents, and communications, e.g., drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc .

3.) Participates in large, complex projects


  • Include regular assessment and monitoring field missions; assist in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support (e.g., staff, funding, specialized equipment, supplies, etc.); draft situation reports and other written documents.
  • Undertakes and provides support to technical assistance and other field missions, e.g., participates in field trips to undertake in-depth reviews of specific country coordination mechanisms.
  • Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.

4.) Organizing and participating in group events


  • Organizes and participates in work groups, meetings, conferences, and consultations with other agencies and partners on humanitarian and emergency relief-related matters.

5.) Perform other duties as required.


  • Perform other duties as required commensurate with the position.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Qualifications:


Education:  


  • An advanced university degree (master's degree or equivalent) in Humanitarian Affairs, Political or Social Science, Law, International Studies, Public Administration, Security, Military, or any other relevant area is required. 

OR 


  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree in the field of Political or Social Science, Law, International Studies, Public Administration, Security, Military, or another other related field will be given due consideration but not a requirement.

Experience:


  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level progressively professional responsible experience in humanitarian or international affairs, project emergency preparedness, crisis/emergency relief management, humanitarian response, development, security, military or field coordination in a complex humanitarian emergency, conflict or post-conflict settings, or any other related areas is required,
  • Experience preferably (but not exclusively) with a UN organization, NGO or civil society organization is desired.
  • Familiarity and good knowledge/experience of social, political, and economic conditions in the region is desired.
  • Proven abilities/experience in data collection, compilation, analysis, and reporting with the ability to write in a clear and concise manner and effective oral communication.
  • Knowledge/experience of Humanitarian civil-military coordination and humanitarian access is desired.
  • Proven skills/experience in facilitating meetings and reporting is desired.
  • Proven skills/experience in engagement with local authorities is desired.
  • Proven skills in drafting reports, concept notes, and background papers are desired.

Language requirements


  • Fluency in English and Arabic Languages (Oral and Written) is required.
