INTERSOS is an independent non-profit humanitarian organization committed to assisting the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.
INTERSOS has been operating in Yemen since 2008 and is currently operational in 9 governorates (Aden, Lahj, Abyan, Hadramout, Taiz, Ibb, Hajja, Sana’a, Shabwa) with outreach to other governorates through local partners.  The population groups targeted by INTERSOS’ include all conflict affected populations (IDPs, returnees and host communities), in both rural and urban areas, and refugees and asylum seekers and migrants, with specific focus on women/girls and children (including unaccompanied and separated minors) and PwSN. The main sectors of programs and operations are protection and integrated health & nutrition. 

Projects objectives: 

The Yemen Joint Response (YJR) 2024-2026 has been developed in line with the priority locations, sectors, activities and approaches defined in the YJR Protracted Crisis Mechanism (PCM) guidelines, a collaborative effort with partner organizations. It was shaped by the discerned needs and gaps, ascertained through individual needs assessments, secondary data sources, and cluster consultations. This comprehensive three-year YJR initiative is primarily focused on the governorates of Sa’ada, Hajjah, Marib, Taiz, Lahj, Aden, and Al Dhale’e. These areas represent the highest concentration of individuals in need of humanitarian assistance, where the most severe needs and gaps persist.
The response proposes an integrated Health, Food Security and Livelihood (FSL), Water Sanitation and Hygiene (WASH), Protection, Protection cash assistance, and protection mainstreaming programme.
The objective is to provide multifaceted, life-saving humanitarian support to those in need, prioritising the most vulnerable population. Simultaneously, it aims to facilitate early recovery and enhance the resilience of communities affected by the conflict in Yemen. It is essential that all activities are designed to ensure equitable access to assistance for women, girls, boys, men, and people with disabilities (PWD).
These activities are built upon existing initiatives, allowing partners to fine-tune their programs based on lessons learned and align with the specific needs outlined in the assessments for each sector. The YJR has set a goal to extend its reach to a total of 412,684 individuals.

Purpose: 

The Consortium Coordinator will be responsible for overseeing the collaborative efforts of INTERSOS, Yemeni Scouts and Mawada Foundation and liaise with DRA Task Force, ensuring effective project implementation by coordinating activities, communication, and resource allocation among partners while aligning project goals with the DRA consortium's objectives. This position will play a crucial role in following-up with the Bilateral Capacity Strengthening Plan of INTERSOS with Yemeni Scouts and Mawada Foundation. 
The Consortium Coordinator's primary purpose is to facilitate effective collaboration among the three organisations in the consortium: INTERSOS, Mawadah, and Yemeni Scouts. This role is crucial in coordinating the comprehensive three-year Yemen Joint Response (YJR) 2024-2026, focusing on governorates with the highest need for humanitarian assistance. The coordinator will ensure the integrated approach of Food Security and Livelihood (FSL), Water Sanitation and Hygiene (WASH), Protection, Multi-Purpose Cash (MPC), and protection mainstreaming programmes are implemented effectively, prioritizing the most vulnerable populations, including women, girls, boys, men, and people with disabilities (PWD). 

Responsibilities/duties:

Representation, Communication, and Coordination:

a.    Serve as a key member of the Consortium Committee, offering strategic insights and recommendations.
b.    Coordinate consortium projects to ensure cohesive programming across joint operational areas.
c.    Facilitate information sharing and cooperation among consortium partners.
d.    Represent the consortium in meetings with donors, technical working groups, UN agencies, and government authorities.
Consortium Management and Leadership:
e.    Provide guidance on program start-up, management, and administration.
f.    Oversee consortium program development, ensuring compliance with the donor and organizational standards.
g.    Work collaboratively with the consortium lead organization and  partners and INTERSOS staff to constructively resolve any issues that may arise.

Team Management and Capacity Building:

h.    Collaborate with INTERSOS and partners’ focal points to develop appropriate Implementation and management protocols for team members.
i.    Oversee the design and implementation of capacity building initiatives for consortium partners and their staff.
j.    Develop materials and processes consistent with best practice to address local partners technical and organizational priorities, including: designing and facilitating learning events, providing mentoring and coaching, facilitating peer learning, developing e-learning modules and using other learning methodologies as appropriate
k.    Identify opportunities for INTERSOS to facilitate and promote learning among and between local partners.
l.    Collaborate with INTERSOS technical coordinators and specialists to integrate technical capacity sharing approaches, including how we learn from local partners.

Monitoring & Evaluation:

m.    Ensure effective monitoring and evaluation of program activities, focusing on outcomes and community impact.
n.    Work with the MEAL department to establish robust monitoring systems.
o.    Ensure effective participation in the preparation and attendance of the  annual project review meetings/workshop
p.    Coordinate with the MEAL and programme’s relevant technical teams to ensure timely and quality reporting to donors.
q.    Compile and analyze reports to the Head of Programmes, ensuring they reflect the consortium's achievements and challenges.
r.    Where appropriate, facilitate and lead an Organizational Development plan process to strengthen local partners capacity through a participatory process and in close collaboration with the organization’s leadership (process includes preliminary discussions, participatory self-assessment, action planning, implementation, tracking and documenting progress).
s.    Collecting and consolidating progress, intermediate and final reports, disseminate these to consortium partners and to assist in the submission of intermediate and final reports (narrative) to the donor

Qualification and requirements: 

a.    Bachelor's Degree in social sciences, Business Management, law, or related field.
b.    Minimum 2 years relevant working experience in humanitarian project management with an INGO.
c.    Experience in implementing projects within partner networks or consortia.
d.    Strong experience in budget management of complex humanitarian projects.
e.    Experience in organizational representation, coordination, and liaison.
f.    Experience in narrative and financial reporting on complex projects to international donors.
g.    Demonstrated experience in staff supervision and remote management.
h.    Experience in the management of a large and complicated portfolio through consortium efforts.
i.    Excellent conceptual, planning, organizational, and leadership skills.
j.    Excellent communication, negotiation, and problem-solving capacities.
k.    Strong experience with monitoring and accountability tools and systems.
l.    Prior experience in complex emergency settings, involving displacement and armed conflict.
