1- Identification
Job Title: Field Assistant - Engineer
Location: Taizz governorate , Maqbanah district
Reports to/Position Title: Civil Engineer Officer
2- Overall Purpose :
The Field Assistant will provide support in implementing and coordinating Food Security and Livelihoods (FSL) project activities. He \ She will work under direct supervision of the Civil engineer officer to whom regular reports and certain data should be submitted. She/He will work closely with the FSL Supervisor and other team members to ensure the smooth implementation of project activities. To achieve this purpose, the field assistant will work as a “resident engineer” in the locations of community assets subjected by rehabilitation/construction.
3- Key Duties and Responsibilities:
- Oversee all aspects of the community assets rehabilitation projects as the on-site resident engineer.
- Directly supervise and coordinate the activities of Cash for Work participants and other on-site workers.
- Ensure adherence to rehabilitation and restoration plans, specifications, and quality standards.
- Provide technical guidance and support to the beneficiaries (Cash for Work workers) and skilled labor regarding construction methods, materials usage, and techniques.
- Interpret engineering drawings, specifications, and design plans to facilitate accurate execution of rehabilitation works.
- Troubleshoot technical issues and propose effective solutions to address challenges encountered during construction/rehabilitation works.
- Jointly with Community Committees members, check the items, materials and tools delivered by supplier(s) to the site warehouse(s), and verify its quantity , quality and specifications are matched to the supplier contract and Purchase Order.
- Implement quality assurance measures and daily checks to verify the quality of works and materials used in the rehabilitation projects.
- Conduct regular inspections and assessments to identify and rectify any deviations from defined requirements.
- Document quality control findings and ensure corrective actions are promptly implemented.
- Ensuring that no harm is caused to the environment during the implementation of construction and rehabilitation works.
- Assure (CfW) workers' and skilled labor's compliance with the defined rules for protecting the environment adjacent to the work site.
- Optimize resource utilization, including labor, materials, and equipment, to maximize project efficiency and productivity.
- Overall overseen on (Cash for Workers) and contracted skilled labor in the community assets locations and make sure the actual implemented works are aligned with plan.
- Maintain records of rehabilitation/construction activities, including daily progress reports, work logs, and material usage.
- Prepare accurate and timely reports for submission to the Civil Engineer Officer, highlighting rehabilitation milestones, challenges, and achievements.
- Provide improvement recommendations and modification suggestions to the Civil engineer officer when and where needed.
4- Job Requirements :
- University degree in Civil Engineering is necessary.
- At least two years of experience in implementing and supervising humanitarian and FSL interventions especially specially cash-based and community-based activities.
- Native Arabic with good English, both written and spoken.
- Demonstrated ability to reporting using online forms or MS Office application files.
- Good computer skills particularly in Microsoft Applications.
- Ability to be present at specific work sites (Community assets' locations) in the targeted areas.
- Knowledge of the humanitarian situation in the project targeted governorates.
- Strong knowledge of the assigned district and rural communities
- Excellent communication, interpersonal and negotiation skills.
- Ability to perform under pressure.
