Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

  • Job Title:  Finance Manager
  • Location:  Aden.
  • Contract duration: until 31 December 2024 with possibility of extension 
  • Basic monthly salary (taxable): 2303$ to 2753$ based on experience salary calculation (excluding other benefits offered by the organization)
  • Direct Line Manager: Field Coordinator
  • Technical Manager: Finance Head of Department 

Position Summary

Ensure sound accounting and financial management of the base according to the procedures defined for the mission and within the ACF financial management framework.

Tasks and Responsibilities

Objective 1: Provide accounting services for the base

  • Disseminating information about the accounting procedures of the base and ensuring that these procedures are respected
  • Checking entries and ensuring the comprehensiveness and precision of entries and the correct budgetary charging of expenses
  • Ensuring the correctness of cash stocks and bank accounts
  • Timely forwarding of accounting information to the capital
  • Providing pertinent information to the correct budgetary charging of expenses and monitoring budget entries
  • Verifying physical cash count
  • Review the monthly bank reconciliation, liaise with the bank and act as the banks focal point
  • Archiving accounting documentation in accordance with ACF procedures

Objective 2: Managing cash

  • Implementing the Cash Management procedures on the base and ensuring they are respected
  • Ensuring the availability and safe keeping of the necessary cash
  • Authorising and making payment for purchases falling within the monthly forecast of his base
  • Providing the Head of Finance Department with information concerning the circumstances of the base which may impact on the process of cash management
  • Collecting and compiling monthly forecast of each department
  • Approving the methods of payment of on-going contracts for the base and ensuring payment by the due date
  • Informing the Head of Finance Department of any discrepancy between procurement requests and the monthly forecast

Objective 3: Leading financial management of the base

  • Providing all requested components for the establishment of the annual budget, for proposals and for feedback to funding bodies (audits, financial reports)
  • Warning the Head of Finance Department and Field Coordinator of financial risks
  • At the request of the Head of Finance Department, working on the annual budget and proposals with the base's Field Coordinators and Program Managers and providing the Head of Finance Department with information relevant to the structural costs of the base
  • Analysing the consistency of cash forecast with the BFU and keeping the Head of Finance Department and Program Managers informed
  • In accordance with the structure of the financing plan, taking part in the process of allocating costs to certain donor contracts
  • Participating in the preparation of reports to funding bodies and in audits
  • Anticipating and monitoring financial risks (budget overspends, increased costs, lost invoices, lost deposits etc.) and keeping the Head of Finance Department and Field Coordinator informed of these
  • Provide timely support to the program and support teams on appropriate budget and allocation basis

Objective 4: Manage the Finance team in the base

  • Day-to-day management of his the finance team (guidance, follow-up, motivation…)
  • Evaluating the performance and developing the skills of his team members 
  • Defining the Human Resource needs of his area of activity and establishing the organisational chart of his team 
  • Taking part in the recruitment of team members
  • Organising and leading team meetings on a minimum of weekly basis
  • Working out and monitoring individual action plans for team members (if need)
  • Managing the planning process, the sharing and coordination of tasks
  • Providing for appraisal interviews for team members
  • Providing technical support to the team 
  • Identifying the training needs of team members
  • Creating, organising and leading training sessions
  • Managing difficulties in the team.

Additional Responsibilities

  • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task;
  • Conduct all duties in a professional manner in accordance with ACF Safeguarding Policy, Code of Conduct, Internal Rules and Regulations, mandate and charter of principles including promotion of gender equality.
  • The employee is also required to remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills to promote strong safeguarding practices, and conduct duties in a manner consistent with the mission Safeguarding Policy.

Required Qualification, Skills and Experience

Qualifications

Advanced degree in accounting, business, economics, finance, or a related field

Skills and Competencies

  • At least three years of experience in a finance role
  • Solid communication skills in English and Arabic, both written and verbal
  • Demonstrated team management and leadership skills
  • Organizational, planning, mathematical, analytical and critical skills
  • Results-oriented and process-driven
  • Superior attention to detail
  • Computer skills: advanced command of Excel
  • Integrity, honesty, and overall good attitude and team spirit
  • Experience in an INGO and familiarity with the humanitarian principles would be an asset.
