Overview: 

IBTCI is seeking an experienced Security & Admin Manager to support the Yemen Monitoring, Evaluation, and Learning Project (YMELP II), a USAID third-party monitoring (TPM), and verification contract. The purpose of this contract is to monitor USAID humanitarian assistance and verify and provide independent confirmation of humanitarian aid programs in Yemen.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • To manage the safety and security of YMELP II office, staff, consultants, and subcontractors via regular updates on security and safety best practices.
  • Review, and update the Yemen Security Plan and protocols tailored to the Yemen Context.
  • Ensure that YMELP II direct-hire staff and consultants in Yemen are following IBTCI security policies and procedures. For subcontractors ensure their awareness and utilization of security policies and procedures.
  • Review all site visit plans before conducted to assess the safety of monitors and field staff conducting the visits. No risk should be taken.
  • Close coordination with IPs security focal points to assess the overall safety and the security situation and in particular to assess the safety in the locations where field visits are intended.
  • Regular updates to CM, COP, and HO Security Director on the security context and implications.
  • Liaise with Safer Yemen, or other security companies whom IBTCI may contract within Yemen, communicate any security SMS with the YMELP II team, attend their monthly security meetings, and share minutes with CM, COP, and HO Security Director.
  • Develop awareness materials and train staff in the best safety practices.
  • Act as crisis management team should any escalation of the security and safety situation arise and assist in planning and evaluating any expat staff, if any.
  • When YMELP II staff or consultants are able to travel to Yemen, serve as the focal point for ensuring their safety and security while in-country and liaising with any security provider that IBTCI contracts within Yemen.
  • Work as a UN Humanitarian Air Service (UNHAS) focal point in Yemen.
  • Assisting the CM to ensure YMELP II Yemen personnel comply with local law and USAID regulations;
  • Assisting the CM in conducting operations reviews to ensure that subcontracting firms comply with local law and USAID regulations concerning their work for TPM.
  • Assisting the CM to ensure the procurement practices of equipment and supplies, adhering to IBTCI and USAID procurement regulations.
  • Assisting the CM to ensure there is no misuse of IBTCI’s assets and the conformity to USAID and local law regulations.
  • Ensure that IBTCI YMELP II is fully compliant with all registration requirements with relevant local authorities.
  • Assisting the CM in preparing, reviewing, and sharing all financial documents required to comply with USAID and law regulations.
  • Liaise with the CM and audit firm to ensure that all required documents by the local authorities are submitted on time such as the documents for tax, social security payroll etc.
  • Assist the CM in preparing the monthly project fund requests for IBTCI HO.
  • Assist the CM in monitoring all project expenses according to the IBTCI YMELP II Yemen office budget;
  • Prepare and share all required admin and finance documents with the CM.
  • Assist the CM in maintaining and updating the YMELP II inventory tracker and equipment issuance.
  • Perform other duties and tasks as directed by the CM and the COP.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • Seven years of working experience in insecure environments; preferably in Yemen.
  • Proven experience of working in security and safety management with INGOs or UN agencies.
  • Accounting, operational, and logistic backgrounds are a plus.
  • Demonstrated communication and organizational skills;
  • Ability to work well in unstable and frequently changing security environments;
  • Proven ability to work creatively and independently both in the field and in the office;
  • Proficiency in written and spoken English;
  • Fluency in Arabic.
  • Oral and written fluency in English required, fluency in another language preferred.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Education: Bachelor of Arts in a relevant field.

Working Environment: Work is typically performed in an office environment.

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position does not have supervisory responsibilities.

Travel: This position has no international travel.

Work Authorization:  Candidate must be authorized to work in Aden, Yemen
