Organizational background:

The Yemeni Women's Union is a civil society organization dedicated to women's issues and empowering them to participate in development. With 23 branches across governorates, YWU prioritizes supporting vulnerable families and displaced persons by providing protection, shelter, and relief services. Currently, the YWU is implementing a project for livelihood and multi-Sectoral services at some governorates. The YWU values ethical standards, human rights, and expertise in employee selection and does not tolerate exploitation or violation. Any candidate found to have violated international protection standards or human rights or provided false information will have their contract terminated immediately without prior notice.

Key Responsibilities:

Specific responsibilities include but are not limited to:

Monitoring and Data Management: 

  • Working closely with the project Manager, to establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirements are met, including field monitoring. 
  • Organize, design, plan, and carry out the collection, verification, evaluation, analysis, compilation, and dissemination of project data. 
  • Conduct data quality assessments on key activities and develop analytical reports.
  • Conduct regular field visits to track progress against indicators and put in place systems for routing data quality checks and revisions.
  • Collaborate with project staff on qualitative monitoring to provide relevant information for ongoing evaluation of project activities. 
  • Collate, analyze, manage, and report project-related data, including project indicators, IPTT, dashboards, and beneficiaries’ databases.
  • Write monthly MEAL reports and share the report timely.

Assessment, Surveys, and Learning: 

  • Regularly conduct/analyze/report Post Distribution Monitoring and KAP surveys. 
  • Guide the regular sharing of the outputs of MEAL findings with project staff, and project components coordinators.
  • Support the dissemination of quality data for decision-making and feedback via regular information sharing with stakeholders and beneficiaries, and through the publication of key project successes.
  • Compile and analyze collected data in order to identify lessons learned and any gaps or problems; share results in project reflection meetings and report any concerns.
  • Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensures ongoing personal development and learning.

Reporting and Accountability:

  • Assist the project manager and/or the reporting coordinators to conceptualize, write, and consolidate progress reports, as well as briefing documents and other publications ensuring the correctness of data.  
  • Support the project team in the quarterly, interim, and final reporting, ensuring that the reporting meets donor expectations and requirements.
  • Identify and formulize lessons learned from evaluations and studies to be integrated into the final report.
  • Participate in annual project reviews and planning workshops and prepare relevant reports.
  • In coordination with the Information Management Officer, implement the Accountability Mechanism, including preparations of tools for feedback and complaint collecting and recording.

Capacity building:

  • Conduct capacity assessment of YWU staff and partners’ staff in monitoring and evaluation.
  • Organize and conduct results-oriented monitoring and evaluation training (including quantitative and qualitative data collection methods) for project staff and YWU staff if needed.
  • Build the capacity of MEAL and program staff on different aspects of MEAL including database management and impact assessment.
  • This job description is not intended to be all-inclusive and the employee will also perform other related tasks as required.

Qualifications and Experience:

  • BA degree in Social Sciences, Development Studies, Information Management, Business administration, or other relevant discipline.
  • At least 3-5 years of experience in MEAL or project planning.
  • Working experience with NGOs and data management.
  • Demonstrated experience in field monitoring and conducting evaluations and surveys.
  • Experience in writing quality project reports.
  • Experience in implementing accountability systems such as complaints, feedback, and response mechanism.
  • Working knowledge of information collection tools and methodologies, with a particular focus on data analysis and the ability to develop and apply methods and tools for knowledge capturing, preservation, and sharing.
  • Good analytical and problem-solving skills.
  • Excellent computer literacy with full knowledge of Microsoft Office applications, including database management systems, KOBO collect, Power BI, and SPSS.
  • Ability to prioritize work assignments, organize schedules, perform routine work independently, meet deadlines, adapt to continuously changing demands, and multitask. Ability to manage a heavy workload under time pressure.
  • Strong data analysis skill
  • Fluency in Arabic and English both written and spoken is highly required.
  • Self-motivated, results-driven and excellent sense of organization.
  • Takes a proactive approach to problem solving and work prioritization.
  • Takes responsibility and initiative for finding out things and expanding own knowledge.

  • The candidate should agree to sign the (Code of Conduct, Conflict of Interest, Anti-Corruption, Security and Safety, Preservation, Protection and Child Protection...etc.) of the Yemeni Women's Union.
  • That the candidate has not violated the code of conduct, business ethics, and human rights, or practiced exploitation or harassment in all their forms, or assaulted others in all forms of aggression during his previous work period.
  • Obligation to immediately report any incident of exploitation, harassment or abuse by any party, whether it is an employee, beneficiary, or stakeholder.
  • Ensure the confidentiality of information related to the project and the beneficiaries.
