TITLE: Proposal & Budgeting Officer

GRADE:    CONTRACT LENGTH: 12 months
CHILD SAFEGUARDING:
Level 3.  The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context, all posts are considered to be level 3.


ROLE PURPOSE: 
The primary function of this role is to coordinate the process for producing high-quality proposals and concept notes by Save the Children strategy. Through the development of high-quality proposals, the role will also focus on building the capacity of programs and partner staff in proposal development. The post holder will be responsible for the extensive partner, member, and donor liaison during the proposal development process. This role reports to the Proposals & Budgeting Coordinator and works in close collaboration with partners, awards coordinators program staff, technical advisors, and finance teams, as well as members and donors.


SCOPE OF ROLE:
Reports to: Proposals & Budgeting Coordinator.

KEY AREAS OF RESPONSIBILITY:
•   Respond to new proposal requests with cooperation with the award team.
•   Working on the GAP Analysis report and updating it on monthly basis.
•   Work on development plans and processes of fund management and ensures compliance with donor regulations, policies, and standards.
•   Contribute to budget preparation, monitoring, and revision for all delivery modalities, ensuring adherence to relevant procedures and compliance with corporate standards.
•   Build relationships with Awards and PDQ teams to support the resolution of issues and coordination of deliverables.
•   Respond to regular members' and donors' budget comments in coordination with both the awards and program team and Finance Director.
•   Overseas and analyze the preparation of operations budgets for each location and consolidate CO Master Budget.
•   Assist in updating the CO Master budget and non-thematic non-staff. 
•   Finance focal point for budgeting and financial analysis.
•   Develop and Review proposals budget and ensure eligible and necessary costs have been allocated to each award.
•   Review the non-thematic cost of each budget according to the guidelines of SCI Yemen CO.
•   Work on cost non-cost exaction and revisions of budgets with program and award team.
•   Ensure the accuracy and updates of the Cost Allocation Calculator according to SCI practices.   
•   Prepare the salary allocation of the country office staff monthly and share it with the finance manager.
•   Check the salaries budget balances from BvA and update the salary allocation on monthly basis.
•   Support the financial planning process and provide the financial data for senior management and the program team.
•   Run the CAM mapping for all new grants.
•   Run the salary and fringe mapping matrix for the new grants.
•   Assists in the coordination of the submission of high-quality concept notes and proposals and ensure they are developed on time.
•   Assists in the proposal development workshop for prospective proposals and communicate proposal requirements and timelines for inputs into and review of proposals with partners and SC staff.

QUALIFICATIONS AND EXPERIENCE
Essential
•   Significant experience of working internationally in humanitarian programs
•   Experience in Assisting in the preparation of successful funding (narrative and budget) proposals including ECHO, DFID, JPF, and OFDA.  
•   Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
•   Previous experience in project management and project cycle management, including project design, implementation, and evaluation
•   Good understanding of donor compliance requirements
•   Good understanding of monitoring and evaluation mechanisms
•   Ability to work well under pressure and work to deadlines
•   Experience of representation and ability to represent SC effectively in external forums.
•   Experience of and commitment to working through systems of community participation and accountability
•   Experience in budget management and monitoring
•   Excellent communication skills
•   Politically and culturally sensitive with qualities of patience, tact, and diplomacy
•   Excellent written and spoken English 
•   The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable
•   Language: strong skills in both Arabic & English.
•   Experience or understanding of working in the Middle East
