In Yemen, JSI has been managing public health programs since 1988, focusing on improving child health and routine immunization, strengthening the supply chain, and improving reproductive, maternal, and newborn health.

Project Overview

The Strengthening Healthcare Access project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, newborn, and child health; nutrition; family planning; and reproductive health (MNCHN/FP/RH) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy encompassing demand generation, supply-side reinforcement, and enabling environment support. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, facilitate access, and enhance care quality. 

Key Responsibilities:

The Field Office Manager will oversee and supervise all office activities, programs, and operations, including finance, HR, security, and logistics, as well as all program-related tasks. This role will encompass a wide range of responsibilities, which may include managing staff, ensuring smooth operations, and providing strategic direction for the field office. The Field Office Manager will be expected to handle various aspects of the office, from administrative tasks to program implementation, to ensure that the field office runs efficiently and effectively.

  • Manage and supervise the performance of the field staff, including monitoring their work plans, providing regular feedback, and conducting performance evaluations.
  • Project Implementation: Ensure the project activities are reflected in the plans of the respective District and Governorate Health Offices.  Ensure that the project objectives and activity plan are implemented in a timely manner based on the activity plan approved by the donor and in coordination with the health offices in the directorates and the governorate. Provide regular updates on progress to the Deputy Chief of Party/MNCH Technical Lead. Problem-Solving: Follow-up with governorate office staff to ensure that they are carry out project activities, investigate project implementation/operation challenges, and take immediate action to remedy these situations in coordination with relevant departments of the main office and your supervisor
  • Oversee the preparation and execution of field office team quarterly plans, ensuring alignment with overall project plans. 
  • Establish and maintain effective communication and working relationships with government officials and stakeholders, including the governorate and/or district health office personnel/managers.
  • Carry out administrative requirements such as settling travel advances, submitting required status reports, and timesheets in a timely manner.
  • Submit timely reports to the Deputy Chief of Party/MNCH Technical Lead on activity status and any issues. Regularly update the Deputy Chief of Party on progress of programs as per protocol.
  • Coordinate with the Director of Finance and Operations (DFO) to ensure seamless financial and operations transactions and compliances.
  • Maintain open lines of communication with all field staff and uphold JSI’s policies around accountability, fraud/ethics management, child safeguarding, and protection from sexual exploitation and abuse.
  • Maintain flexibility to take on added responsibilities as and when needed.
  • Coordinate with the Security Manager on all matters related to field office safety and security.

The Field Office Manager will be responsible for overseeing program activities, liaising with government officials and stakeholders, and ensuring the smooth running of all project operations while adhering to JSI's policies and procedures.

Qualifications:

  • At least Bachelor’s degree in Health and Nutrition, Business Administration or other related fields.
  • A minimum of five years in field office management and 10 years of experience in program design, implementation and evaluation, of which at least five years with Local or International NGOs. 
  • Proven experience working with senior government officials is desirable along with ability to exercise sound judgment and make decisions independently.
  • Strong project management and time management skills; highly organized and detail-oriented.
  • Previous work experience with USAID-funded projects is desirable.
  • Proven ability to lead and effectively supervise team.
  • Ability to cope with stressful situations and frustrations, demonstrating extreme flexibility.
  • Team player, with the ability to relate to and motivate local staff effectively. 
  • Creative and able to work with limited resources. 
  • Strong written and oral communication skills, in both English and Arabic 
  • Proficient in computer applications, especially with MS Word, MS Excel, MS PowerPoint etc
