Position: BHA Program Officer 

Location: CO 

Grade: 4a

Contract Length: 11 months

The Opportunity:

Under the new  Bureau for Humanitarian Assistance (BHA) funded award, SCI Yemen is looking for a Program Officer. The BHA award is a 15-months multi-sectoral grant implemented in field offices in the north and south. The award delivers life-saving assistance in WASH, Food Assistance, Child Protection, Health, and Nutrition. 

The post holder is a critical resource in helping to support and coordinate the different moving parts of the complex BHA award, by working closely with sectoral managers, the MEAL manager, and the Finance, Reporting, and Compliance Manager. The core responsibility for this role involves providing support services to program implementation and management; undertaking administrative and logistical tasks related to the BHA award; ensuring office management and support to the delivery of MEAL and cross cutting themes’ expectations.

SCOPE OF ROLE

Budget responsibility: N/A            

Key Areas of Responsibilities

Program Support 

  • Responsible for  consolidating periodic reports and anytime request for information eg from third party monitoring, MO, donor
  • Accountable for tracking and analyzing socio-political trends, and also use the S&S weekly reports.
  • Co-ordinate and engage all relevant internal departments for their input into the monthly report eg CO MEAL, Administration, etc.
  • Responsible for  sourcing and development of sectoral success stories ensuring compliance with SCI external communication protocols and working closely with AMC.
  • Co-ordinate and support innovations to make the integrated work of BHA easier.
  • Responsible for BHA documents translation as and when needed to support  day-to-day operations; and in the case of large document translation tasks, co-ordinate with the CO Translation Officer to complete all translation on time.
  • Responsible for maintaining an accurate and effective filing system for all award-related documentation by developing and maintaining award library, filing, recording, and reporting systems. 
  • Co-ordinate with CO support functions (logistics, finance, liaison, etc) to conclude any outstanding BHA processes.
  • Accountable for cross cutting themes (Gender & Sustainability) for the project and ensuring they are strengthened working with relevant technical specialists.
  • Leading, and providing orientation sessions for field staff on OneDrive means of verification and success stories guidelines for quality results on the project outcomes. Ensuring compliance with SCI external communication protocols.
  • Leads trainings on assigned parts based on sectorial requirements (H&N, WASH & CP) according to the managers delegation and needs.
  • Leading the Quarterly QBM reporting and ensuring data is collected with a close collaboration with the MEAL field teams. Responsible for setting deadlines for the field and following up for quality outcomes and outputs.

Program Administration and Logistics 

  • Responsible for maintaining an updated BHA related SA and MoUs tracker and follow up with action items from liaison, sectoral managers, etc.
  • Accountable for leading in planning, organizing, and resourcing for internal and external engagements including – local project stakeholders meetings, orientation, and training; arranging venues, mobilizing required materials and equipment, and arranging for refreshments etc;
  • Responsible for initiating general meeting calendar invites, capture, document, and follow up all action items from meetings
  • Accountable for processing and facilitating field travels and/or project site visits in co-ordination with admin, logistics, and liaison and oversee all associated payments.
  • Responsible for keeping an updated issues log for BHA programming.
  • Accountable for maintaining an annual leave planner for the BHA team.
  • Responsible for developing, maintaining and updating a field visit schedule for the BHA PMU in co-ordination with the PMs.
  • Assign tasks among the staff and set deadlines (CO and Field Level) according to the Directors approval and follow up on them to communicate progress.

MEAL Support Functions

  • Co-ordinate with the MEAL Manager and contribute to the development of data collection tools eg baseline, endline, PDMs.
  • Responsible for leading the process of  data cleaning, analysis, and reporting/presentation with support from the MEAL Manager
  • Accountable to ensure that MEAL systems  and tools for tracking award performance (IPTT/ITT, MEAL plans/results framework, outputs level tracking, etc) are updated periodically.
  • Responsible for maintaining a tracker for  QBM results and  action points and ensure that all action points are followed up and closed in a satisfactory manner.
  • Responsible for collecting MoVs from the FOs and maintaining a file with all the key MoVs.

BHA Office Management 

  • Responsible for booking meeting venues in a timely manner in co-ordination  with admin departments to ensure adequate resourcing for the BHA office 
  • Accountable for  the BHA  office, ensuring that is well resources with relevant stationaries, equipment, consumables, and ensure effective stock management of these resources 
  • Co-ordinate with maintenance unit to ensure all office maintenance requirements are completed in a timely manner.

Undertake any task delegated by BHA managers, as well as any other task requested by the BHA Project Director/BHA Deputy Director.

Qualifications and Experience:

  • Must hold Bachelor Degree in business or administration related studies;
  • Competent in Windows, MS office programs, emails.
  • Minimum 3-5 Years experience especially with USAID i.e OFDA and FFP funding.
  • Experienced and/or familiar with Project cycle management tools and procedures
  • Experience with office and project administration especially for a BHA funded project.
  • Demonstrated ability with analytical and problem-solving skills
  • Communication and interpersonal skills – has a record in working and collaborating with cross-functional and diverse teams;
  • Proven ability to consolidate and review project reports for a smooth flow of ideas 
  • Very Good level of both spoken and written English 
  • Proficient with MS Suite (Word, Excel, PowerPoint)
  • Ability to work under pressure
