Job Description

The ICRC is looking for a suitable candidate to fill the position of:

Generalist field officer 

Contract type: Fixed Term Contract for one Year, extendable based on performance and budget availability
Level of Post: B2

Duty Station: Sa’ada 

Purpose :

The Generalist field officer is in charge of two distinct, though in several ways related, files in the sub-delegation, namely Communication and Movement Cooperation.
S/he contributes to defining communication and, where relevant, prevention objectives, strategies, and plans of action for the geographic area covered, in line with the sub-delegation's priorities and the delegation’s communication/prevention strategy. S/he implements relevant activities and develops tools in relation to her/his responsibilities and supports the Head of Sub-delegation (HoSD), in networking, thus contributing to representing the ICRC externally and to build the necessary understanding, acceptance and support of the ICRC among key stakeholders and general public. S/he stays informed about the evolution of the general situation and other issues relevant to the ICRC's reputation/perception, contributing to their analysis. Also, S/he contributes to developing and implementing the delegation's objectives for cooperation with the International Red Cross and Red Crescent Movement (the Movement) in line with the ICRC’s Movement policies and in consultation with the local operating National Society (NS), the Yemeni Red Crescent Society (YRCS). S/he contributes to building positive relationships between the ICRC and other Movement components, in particular the YRCS.

Functional Responsibility 

ACCOUNTABILITIES AND RESPONSIBILITIES 

  • Helps to define communication and possibly prevention objectives, strategies and plans of action for the area or programme covered in line with the priorities of the ICRC's sub-delegation in Sa'ada (SAD) and the overall communication and/or prevention strategy of the ICRC in Yemen."
  • With minimum supervision, implements relevant activities and develop tools for operational communication; community engagement; IHL promotion; building YRCS communication capacities; public communication, digital communication; information analysis/ environment scanning and public affairs.
  • Supports the HoSD/SAD in networking with relevant stakeholders and represents ICRC with various audiences.
  • Follows political, security, military, and humanitarian developments, as well as other issues related to the ICRC's reputation/perception and capacity to operate in the geographic area covered, contributing to analysis.
  • Interprets and translates from and into local language in support of Communication programmes when required.
  • When needed, s/he interprets and translates from and into the local language to support communication programmes and supports communication-related training and coaching for staff in the SD.
  • Contributes to implementing the operational partnership between the ICRC and the YRCS by working closely with colleagues and the YRCS to develop joint procedures and partnership agreements. Where relevant, contributes to developing the partnership skills of ICRC colleagues and Movement partners.
  • Identifies the YRCS’ strengths and weaknesses to better identify strategies and objectives for capacity-building and clearly communicates them to colleagues. In addition, communicates the YRCS’ specific auxiliary status to state authorities, helping them to understand and support the specific role played by YRCS.
  • Takes trips to the field to prepare and attend joint assessments and/or contribute to YRCS capacity-building.
  • Maintains an open line of communication with YRCS technical staff on capacity-building needs and support.
  • Provides support to the YRCS on legal and statutory matters.
  • Contributes to maintaining a constant overview of the Movement’s activities, capacity, and affairs; contributes to organising various Movement meetings; supports the Movement Cooperation Coordinator on issues related to coordination within the Movement.
  • Ensures that the YRCS provides operational and financial reports on a regular basis and according to established formats and procedures; provides training and regular coaching in financial management and reporting to YRCS staff.

a.    Reporting

  • Contributes to an accurate analysis and reporting on communication activities that are carried out in SAD AoR. Provides a monthly report of all operational communication activities carried out by the SD to the ComCo..  
  • Contributes to the fortnightly operational report.
  • Drafts and prepares reports on activities implemented by YRCS branches in SAD AoR, as required.
  • Reports on activities implemented by the branch volunteers and trainings taken. 
  • Drafts minutes of meetings and field trip reports when conducting activities related to their job description or when requested to by management.
  • Prepares other reports as requested by HoSD/SAD and/or ComCo.

a.    Administration & Finance

  • Ensures that necessary administrative work is implemented on time.
  • Knows, applies, and complies with all the administrative procedures linked to her/his work (financial and HR such as performance reviews, budget follow-ups, …etc)

b.    Staff training – Management 

  • Facilitates and organises trainings for colleagues and YRCS volunteers in line with agreed plans of action and upon needs. 

c.    Interpretation – Translation

  • Interprets accurately from English to Arabic and vice versa during field visits, as required.
  • Translates documents from English to Arabic and vice versa, as required.

d.    Treatment of information

  • Registers and treats information (general and specific) accurately and with confidentially.
  • Maintains regular contacts with interlocutors.
  • Exchange information, as required.
  • Participates in internal meeting.

Relationships 

  • Internally, interacts with the Movement Cooperation team and other staff who work with the YRCS, as well as the communication team in SAN and communication officers in other sub-sites.
  • Externally, interacts with technical staff from YRCS and participating national societies, as well as journalists and other relevant members of the community.

Certifications/Education Required 

  • University degree. 
  • Excellent command (spoken and written) of English. 
  • Computer proficiency. 

Professional Experience Required 

  • Minimum 3-5 years’ work experience in a field relevant to Movement Cooperation (management of institutional partnerships) and/or journalism (inside or outside of the ICRC).
  • Working experience in the field of partnership management with a particular focus on communications is an asset.
