POSITION TITLE: Country Coordinator in Aden, Yemen    
LOCATION: Aden
DEPARTMENT: SUPERVISOR    
Start date:  June/July 2024 
Location: Aden, Yemen, with regular travels to PIN operating areas
Reporting to:  Regional Representative for Middle East
Contract Duration: Six months with possibility of extension

Position Summary

The Country Coordinator will be ensuring smooth relations with local authorities, clusters, partners and CSOs. They will also be the primary local focal point when it comes to engaging local actors in Yemen, building sustainable partnerships and promoting localisation. Through partner engagement, monitoring, follow up and advocacy they will be promoting a culture, attitudes, values and skills conducive to collaborative partnership, accountable and efficient program outcomes.

MAIN TASKS

Office Representation and Coordination

  • Represents PIN in Yemen towards local authorities,  donors, humanitarian coordination mechanisms, UN agencies, Alliance 2015 members and other INGOs;
  • Monitors and analyses the political, security, humanitarian and socio-economic context toidentify, appropriately allocate, and effectively mitigate programmatic, operational, financial and reputational risk;
  • Engages in humanitarian advocacy initiatives and policy dialogues and oversees internal and external communications;
  • Ensures efficient coordination at mission level with HQ desk, reporting to the Regional Director and working closely with PIN regional office in Amman, Jordan
  • Complies with all PIN security protocols and policies, and immediately reports any security challenges;

Partnership Management - Implementation

  • Be the focal point for sub-grant agreements, disbursements, narrative and financial reporting; 
  • Regular data entry of activities, statistics, and data received from the project activities. Ensure Feedback forms received regularly from the field are entered promptly into the database and ensure proper follow up until case closed; 
  • Conduct regular partner and field monitoring to identify challenges and gaps. Systematically and frequently capturing progress, successes and challenges with photo camera and video;
  • Ensure that administrative processes and procedures related to partnerships and sub-grants are standardized and consistently implemented throughout the program;
  • Ensure that requirements with local partners are in-line with relevant donor requirements in terms of structure and content, including with regards to mainstreaming issues, including protection, CFRM, gender, do no harm and conflict sensitivity.
  • Localisation Agenda 
  • Leading relationship management by ensuring regular and proactive communication and coordination between PIN and partners. Initiate, pursue, and maintain existing and potential partnerships that are aligned with the Country Programme Strategy. Develop and maintain all partners database and regularly review partnership portfolio;
  • Support the design of all required tools (assessments or workshops) for capacity development and localization mainstreaming. Conduct of capacity development sessions, when necessary internally and externally for PIN;
  • Office Support
  • Ensures that all obligations towards local authorities (annual audit, annual reports, fiscal financial reports etc.) are respected and met in a timely manner;
  • Ensures that all taxes are paid in line with national regulatory framework;
  • Ensures that all agenda related to permits, licences, and registrations are dealt with as and when required.
  • Ensures quality and completeness of all documentation of country programme;
  • Suports any planned visits from Amman or Prague

GENERAL OBLIGATIONS AND RESPONSIBILITIES

  • PIN stipulates the right to assign any other kind of work derived from work specialization. In case of urgent work and such like the staff may be asked to work overtime as well as during public and other holidays.
  • Adhering to all PIN policies and procedures at all times including those stipulated in the key policies such as the Code of Conduct, Child Protection Policy, Security Standard Operating procedures, etc.
  • Punctual attendance to work including both working hours in the assigned office and schedule field trips if applicable
  • Ensuring timely and effective delivery of tasks
  • Correctness and completeness of given tasks
  • The staff takes over the responsibility for all entrusted material or cash and is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.
  • Prompt providing of all relevant information to their supervisor
  • Maintain confidentiality of all information gained from employment within not publicly available
  • Archiving of all entrusted and acquired documents in proper manner
  • Representing and upholding the values of People in Need at all times
  • Behave in appropriate manners at all times and in all places

Qualifications and preferred skills

Education and Experience

  • Minimum Bachelor degree or equivalent
  • At least 3 years of direct experience in project/program management.
  • At least 2 years of direct experience in working with local partners or doing partnership advocacy.
  • Good skills and experience with Ms Office and internet usage.
  • Strong communication and interpersonal skills.
  • Able to make strong relations with community and key persons.
  • Ethical, trustworthy, creative, dynamic, and enthusiastic.
  • Ability to work on multiple tasks, under pressure and meet tight deadlines.
  • INGO experience preferred.

Preferred Qualifications

  • Experience in participatory action planning and community engagement.
  • Experience monitoring programs and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience in program management tools and software (if any).

Required Languages: Advanced level of English, Arabic written and spoken
