Position: Pharmacist Coordinator- BHA


Location: Country Office   


Contract Length: 1 year.


The Opportunity:


ROLE PURPOSE: 


Funded by Bureau for Humanitarian Assistance (BHA), Save the Children is implementing multi-sector and integrated support that include cash assistance, health, nutrition, child protection and WASH interventions in three governorates (Taiz, Hodeida, and Sa’ada). 


The Pharmacist Coordinator is responsible for providing technical assistance to the project that include the needs assessment at target health facilities, procurement, medical supply chain management and provision of training supervision, scheduling, monitoring and reporting of the pharmaceuticals within BHA project targeted health facilities in the three governorates.


KEY AREAS OF ACCOUNTABILITY:


  • Standard procedures and practices are followed at the medical warehouse and medicines and related supplies are properly received, stored, distributed to the beneficiaries, recorded, tracked, and reported.
  • Work in collaboration with pharmacists at the field office level in ensuring that medicines storage plans are developed prior to the arrival of medicines to the governorates or districts warehouses, shared with the field monitor and coordinator, and the medical warehouse is prepared to receive the supply.
  • At the level of governorates, medical warehouse tracking software’s (Microsoft Excel based system) is fully updated regularly on a frequency defined in this document, and hard documents are fully filled out and well organized and stored.
  • Oversee the procurement with the Supply chain team, storage, and inventory control of medications and pharmaceutical supplies. This involves monitoring stock levels with the field offices and implementing proper storage and handling practices to maintain product integrity.
  • Responsible for overseeing the maintenance of pharmacy technology systems, such as electronic health records (IMPACT), dispensing software, and automated medication dispensing systems, including training SCI staff (Pharmacists in field offices) on system usage and troubleshooting any technical issues.
  • Provide technical support through regular training and guidance to pharmacists in field offices. This includes ensuring that staff members are aware of and have the required knowledge about pharmacy protocols, medication safety, and patient care standards.
  • Overseeing procedures at health facilities level of giving the medicine to the beneficiaries based on the kind and quantity of written medicine in the prescription paper by the health staff through regular field visits to BHA-supported health facilities
  • Proper management and follow-up with all procurement plan under BHA Health and Nutrition Program.
  • Raised monthly, Quarterly, and yearly consumption reports based on need by using analytic program that serves the project report, and ensure of the accuracy of reports with pharmacist and health and nutrition PMs, Coordinators at the field level.
  • Ensure that stock levels at the medical warehouse are monitored monthly and actions are taken to ensure appropriate stocking and replenishment of medicines and related supplies at the governorates’ medical warehouses.
  • Ensure Stock Cards and Bin Cards of all the medicines and related supplies at the medical warehouse and targeted BHA Health Facilities (HF)s are maintained at all times.
  • Expiry calendar of all the medical supplies is maintained, updated and shelf life is monitored regularly on a monthly basis, and shared with Senior Health and Nutrition Manager, pharmacists at field offices
  • Appropriate and safe method is used for the disposal of medicine, medical supplies and other hazardous materials.
  • Tracking of monthly consumption reports are generated and shared with the H&N program Managers and operations department.
  • Monitor the project team in maintaining established procedures concerning quality assurance including temperature of the Medical Warehouse and refrigerator are recorded, maintained and displayed in the appropriate places in the medical warehouse on standard templates.
  • Following up the BHA related medical warehouse documents, and records are properly maintained and easily accessible.
  • Follow up with any tasks and duties that are raised from the line manager.
  • Prepares reports as needed by BHA program and logistics staff.

  • Ensure the applications of the minimum Standard Operating Procedures (SOPs) as per the donor’s and SC’s policies and regulations in the international and local procurement, management, equitable access and use and disposal of medical supplies; 
  • Coordinate the timely procurement, distribution and utilization of standard medical supplies based on the specific needs or gaps identified at the health facilities level; 
  • Promotes harmonization and use of evidence based best practices for advocacy and influencing in the equitable access and utilization by the most in need of medical aid with good quality supplies.

QUALIFICATIONS:


Educational Qualifications


  • At least Bachelor’s Degree in Pharmacy from a recognized University with at least four years’ post qualification working experience as a registered/licenced as a Clinical Pharmacist, with the Yemeni Pharmacy Association "Naqabat al Sayadila" and other relevant training certificates related to health commodities and supply chain management.

Experience and skills required.


  • Working in a pharmacist in general or specifically clinical pharmacy role as at the time of application with at least two years at coordinator level or four years at Officer levels;
  • At least four years of demonstrated experience in supply chain management including warehouse management, and dispositions of pharmaceuticals to the field targeted HFs.
  • Knowledge of donor and other international medical quality assurance standards, and skills with relevant institutions, and international organizations including WHO or Health Cluster in Yemen.
  • Comprehensive understanding of medical product quality assurance certification.
  • Demonstrated experience in coordinating similar activities on medical procurement and supply chain including in international pharmaceutical procurements.
  • Excellent organizational skills with flexibility, reactivity, anticipation, and adaptability to prioritize and manage multiple responsibilities, meeting deadlines.
  • Ability to communicate effectively with informants and contacts from widely-varied organizations and agencies.
  • Good writing and communication skills.
  • Leadership / team player, respectful and integrity.
  • Excellent knowledge of Microsoft Office 365 environment.
  • Strong oral and written communication skills and fluencies in English and Arabic are required.
