GENERAL JOB DESCRIPTION

MAIN PURPOSE: RH S. Officer will provide professional technical assistance and support for the project design, planning, implementation, monitoring, evaluation, and administration of the project activities, including data analysis, collection of Reproductive health data, progress reporting, knowledge networking, and capacity building, in support of the achievement of planned objectives of the work plan, aligned with RH. program goals and strategy, as well as supervision of community health workers, contributing to overall health and nutrition program.

DUTIES & RESPONSIBILITIES

Implementation and Monitoring Field Work:

  • Management and oversee emergency reproductive health interventions in the fields.
  • Provide technical support, guidance, and supervision to the field support and implementation team in all aspects related to reproductive health interventions, including designing strategies to promote an integrated approach to reproductive and maternal health services.
  • Provide hands-on training, capacity building, support, and feedback to project staff. Ensure that they have the necessary skills and knowledge to implement reproductive health interventions effectively.
  • Actively participate in the task forces pertaining to reproductive, maternal, and newborn health programs, and in working groups delegated to implement and evaluate relevant activities.
  • Prepare and give technical presentations on key project activities and achievements as needed.
  • Assist in the development, implementation, and monitoring of annual work plans, recruitment strategies, monitoring systems, and training programs.
  • Monitor and evaluate project activities with the M&E team to implement and maintain reporting systems for monitoring and evaluating project objectives, indicators, and outcomes.
  • Ensure that all reproductive health interventions and training activities meet the requirements and adhere to the principles and objectives of the project, as well as the policies of the organization and donors.
  • Ensure accurate and timely data collection at the field level and review field reports for completeness and adherence to reporting formats.
  • Follow up on reports, provide support in case of issues, and mentor staff to improve reporting quality over time.
  • Provide accurate and timely reporting and updates on RH project’s progress, challenges, and lessons learned. Ensure that the documentation of project achievements for communications materials such as the annual reports, brochures, and website are up-to-date.
  • Identify when technical support is required (sectoral, logistics, finance, reporting, M&E, etc.)
  • Maintain close contact and coordination with the Governorate Health Office (GHO) to align project activities with local reproductive health priorities and guidelines.
  • Conduct regular follow-up field visits to ensure the proper implementation of project activities. 
  • Facilitate and monitor fieldwork in targeted areas, assessing progress, and addressing any challenges or issues that arise.
  • Contribute to the development of weekly and monthly plans for reproductive health activities.
  • Assist the project manager in planning and following up on the procurement of the project.
  • Plan and follow up on the procurement of supplies and develop a distribution plan for their delivery to healthcare facilities (HFs).
  • Prepare technical and financial plans for training sessions and manage any associated payments.
  • Follow up with pharmacists to closely monitor the drug disposal process, drug prescriptions and drug inventory.
  • Collaborate closely with project teams to determine the operational needs of reproductive health interventions.
  • Maintain detailed records and up-to-date paperwork, following agreed-upon formats. 
  • Prepare monthly progress reports analyzing reproductive health activities in healthcare facilities (HFs).
  • Prepare and implement Reproductive health activity plans, under the guidance of the RH manager by ensuring that plans are up to date, understood by staff, and monitored daily.
  • Contribute to monitoring, evaluating, and documenting the progress of program implementation against indicators that are being followed as overall program management progress monitoring against project proposal and logical framework.
  • Inform the manager about activity progress, highlighting any recommendations for course correction if necessary.
  • Ensure that the organization's policies and procedures are adhered to adequately throughout the project implementation.
  • Carry out any other responsibilities as requested by the project manager.

Capacity Building:

  • Provide capacity-building support to HF staff, (and others as requested) and to encourage HFs staff.
  • Develop training material as needed.
  • Prepare, coordinate, and participate in all in-house professional development activities, meetings, and planning sessions.
  • Participate in activities relevant to the project as per approval by the Health Program Manager.

Other Office duties:

  • Develop and organize all data, files, and documents.
  • Demonstrate gender sensitivity and show support and respect to all Team members.
  • Responsible for the confidentiality and security of data, documents, and resources

Required Qualifications and skills:

  • Bachelor’s degree of medical doctor or university degree in related field or its equivalent (Public Health /Medical / paramedical /Other health-related profession)
  • 3 years of experience in developing and implementing health and nutrition projects
  • Strong English language speaking and writing abilities. 
  • Proven experience in designing, implementing, and monitoring health and nutrition activities.
  • Strong knowledge of reproductive health policies, guidelines, and best practices.
  • Familiarity with humanitarian operations, coordination structures, and the mandates of donors and other NGOs 
  • Experience in conducting training sessions and capacity-building activities.
  • Excellent analytical and problem-solving skills and making decisions quickly and independently. 
  • Strong communication and interpersonal skills.
  • Ability to work effectively in a team and collaborate with diverse stakeholders.
  • Good organizational and time management skills and resourcefulness with strong attention to detail. 
  • Extremely flexible and have the ability to cope with stressful situations. 
  • Excellent computer literacy, including Microsoft Office, Microsoft Teams and ERP system. 

Core Humanitarian Standards (CHS): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values and principles outlined in BFD's policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation and other internal policies and guidelines.
