What we are looking for:


We are looking for a highly experienced leader to ensure that all support functions are providing high-quality and efficient support to programme implementation. The job holder will be responsible for designing, planning, and leading the implementation of key strategic initiatives to improve systems and structures. They will be playing a key leadership role in planning processes, including the annual budget process, workforce planning and talent management.


What you will do:


  • Line management of support managers such as Finance, HR & Administration, Logistics, and ICT as well as matrix support to Support Managers in the Area Offices.
  • Member of the Country Management Group (CMG)
  • Ensure compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements and national legal requirements, ensuring the development of and adherence to relevant and efficient SOPs and other guiding documents.
  • Ensure that NRC Yemen Country office operates within all relevant national laws, and complies with all regulations, including but not limited to employment legislation, VAT regulations, NGO registration requirements.
  • Lead a holistic approach between support functions and a robust cooperation between support functions and program teams, including in proposal development, solid Grant-opening meetings, procurement plans, salary spending, workforce planning tools, workload analysis, etc. 
  • Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action, oversee yearly strategy for support functions with the intention to drive efficient and effective support systems.
  • Responsible for ensuring quality support to project implementation. Facilitate the Master Support Budget and country-level budgets, including assessing and monitoring costs and resource allocation needs.
  • Ensure that the master budget and fair share projects are well managed and provide regular updates to the CMG on expenditure.
  • Responsible for technical capacity building of support staff and ensuring that the Country Office is a learning organisation where all staff benefit from development opportunities at least annually.
  • Support and lead organizational development and change management processes.
  • Ensure that data management is secure, and that project participant records, and financial data is adequately protected.
  • Emergency response: plan and build into Support plans for emergency response and quick scale-ups.
  • Deputize for the Country Director when requested.

What you will bring:


  • Minimum Bachelor’s degree in a relevant Management field of study. 
  • Minimum 5 years’ experience from a senior management position with minimum 2 years as Head of Support or equivalent in a humanitarian/ recovery context.
  • Experience with working with donors’ budgets and regulations.
  • Expertise in allocation of resources and costs and financial analysis.
  • Experience with change management.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal. Knowledge of Arabic is highly desirable.
  • Experience in Yemen or similar context preferred.
  • Experience working in access-constrained contexts and with remote management an advantage.
  • Flexibility, adaptability, and a client-oriented approach with the different stakeholders (regional office, area managers, direct manager, and managed team)

What we offer:


  • Duty station: Sana’a - Yemen
  • Contract: 24 months (Fixed-term contract renewal based on performance, funds availability and need for the position)           
  • Travel: Up to 25% (within the Yemen areas of implementation)
  • Salary/benefits: grade 11 on NRC’s salary scale, with accompanying terms and conditions
