Médecins Sans Frontières France is looking for Yemeni nationals to recruit in the medical department, in Alsalam hospital, Khamer, Amran governorate for the following position:

SENIOR MEDICAL DOCTOR 

  • Location: Amran Governorate – Khamer
  • Contract type: Fixed Term Contract (One year – Renewable)
  • Reporting to: Medical Activity Manager

The SMD will be responsible for providing medical care and supervision at Al Salam Hospital in Khamer, supported by MSF Amran Project. The hospital has a capacity of 138 beds and various departments, including Maternity, adult and pediatric intensive care, neonatal department, emergency etc. The SMD will oversee the quality of care, supervise the medical doctors, ensure compliance with protocols, and contribute to continuous improvement in patient care.

In the frame of these activities he/she will:

Key Responsibilities:

Supervision and Quality of Care:

  • -Provide technical support and supervision to doctors and the medical team, bridge the communication between the medical doctors and other medical and paramedical team members.
  • -Conduct patient rounds with the rest of the medical team, check patient files, and ensure proper documentation and management as per protocols.
  • -Monitor and clinically follow up on patients, especially during peak periods in specific departments (mainly in isolation, pediatric/ITFC, and neonates) departments, with participating in discharging of the patient -fit for discharge- in the most crowded departments.
  • -Organize and participate in clinical discussions and decision-making, aid in leading the multi discussion between medical doctors and specialists, facilitate collaborative decision-making process.
  • -Be sure that all advices from Pediatrician and Antibiotic Stewardship doctor are taken and followed, with collaboration and support ABS doctor in following the rational use of antibiotics and deliver the ABS messages and strategy adequately.
  • -Evaluate doctors performance and identify training needs, conduct by him/herself and or with collaboration with the specialists and MAM the training sessions needed.
  • -Follow the calls of need of support at night of the medical doctors and help in side by side with the MAM in organizing a good patient flow with joining the specialists accordingly. 
  • -In participation with MAM, and department supervisors, to ensure rational use of medications and medical equipment, and report to the MedRef and pharmacy manager any urgent need for medical items.
  • -Ensure compliance with MSF and MOH protocols and standards.
  • -Alternatively with PMR and MAM, and MOH representatives; to help in conducting difficult discussion with the patient and patient’s care givers, and delivery of breaking news.
  • - Upload complicated cases on Telemedicine

HR Management:

  • - Coordinate and monitor the duty plan of the team under his/her responsibility (rosters, daily workers organization and payment, Bilans, tracking leaves, tracking absence during working hours, disciplinary procedures, etc)
  • -Minimize the negative impact on quality of care by follow the attendance of the medical doctor teams, the distribution of the doctors between ER and IPDs, guiding them in organizing leaves, avoid long gap, assess daily worker gap coverage skills and do on-site training on the protocols and guidelines for new doctors.
  • -Organize disciplinary meetings and address disciplinary procedures when indicated, with collaboration with MOH medical management team.
  • -Manage staff health and maternity leaves in collaboration with the MAM and/or PMR.
  • - Follow up staff vaccination
  • -Cover any nonplanned/emergency gap of the absence medical doctor. 

Data Collection and Reporting, Referral of patients:

  • -Ensure accurate and timely completion of administrative procedures and patient follow-up (e.g. individual card filling, registers, paper exit, discharge, transfers...).
  • -Participate in quality related reviews and lead monthly MMR reviews in collaboration with the MAM and PMR, with reporting the minutes and/or report in timely manner.
  • -Report cases requiring notification and epidemiologically relevance to the PMR and MOH surveillance focal point, when needed.
  • -In collaboration with the MAM and PMR, and after discussion with the related specialist, to organize referrals to other hospitals and validate imaging exam referrals, on the light of referral criteria. 
  • -Help the medical doctors responsible of ER in the decision making of referral of out of criteria patients when needed.
  • -Validation and follow up of cases referrals by phone 24/7 alternatively with the MAM.
  • -Report to the MedRef/MAM any problem arising at the hospital

Other Responsibilities:

  • -Guarantees that MSF AND MOH charter, policies and image are respected within the hospital
  • -Ensure patient-centered and dignity keeping care in line with quality standards set out by MSF.
  • -Handle patient complaints and concerns following MSF's Patient Charter and Behavior and Abuse escalation policy.
  • -Maintain patient confidentiality and seek patient approval for any pictures taken.
  • -Lead medical meetings and collaborate closely with MOH hospital managers.
  • -Support the project in the absence of the expat MAM by carry in collaboration with the Medref the tasks related to him/her. 
  • -Ensure good collaboration with MOH hospital managers by ensuring close collaboration, information sharing including regular meetings to share monthly data, achievements and challenges.
  • -Participate in all medical, paramedical and hospital organization related meetings (morning meeting, quality workshops, committees (IPC, blood, ABS).etc with involving in the action plans taking accordingly.

Specific Objectives related to external activity tasks:

  • -Participate actively in advocacy strategies in collaboration with the MEDREF and PC.
  • -Contribute to the update of the External Actors Mapping.
  • -Act as the focal point for external medical activities likeTBA (T Birth Assistant) system (communicate with the TBAs, report any problems, follow the quality of referrals, follow and validate paper works, visit and reevaluate the system,..etc) ; and Mobile Training Team (MTT) (planning, organizing movement, coordinate with the national team for training materials, define objectives...etc).
  • -Participate with the mission epidemiology manager on the analysis and studies conducted at Al-salam hospital, and external activities when exist.
  • -In case confirmed Outbreak, to participate when requested to draw plan for control and intervention with MOH, when it is feasible and agreed

QUALIFICATIONS AND SKILL REQUIREMENTS

Education    

Essential

  • Bachelor’s degree in medicine and surgery (MBBS).
  • Registered Doctor qualified from recognized centre with up-to-date license to practice

Experience    

  • Essential minimum 2 years’ experience as a Medical Doctor in medical activities related jobs. 
  • Desirable working experience in MSF or other NGO’s in developing countries.
  • Desirable: Experience in tropical medicine, Pediatrics, Obs and gynae, infectious diseases, TB, general practice.
  • Experience of supervising clinical staff in Hospital/in-patient facilities in humanitarian settings

Languages: Strong communication skills, 

  • Mission language essential (English) with good written and spoken skills
  • Local language essential (Arabic) 

Knowledge: Proficiency in Microsoft Office (Word, Excel, Outlook, PPT, Internet)
