READ foundation is an International Non-profit organisation, registered in the UK in 1994, with the aim of contributing to educational development for affected populations. READ Foundation- Yemen (RFY) established its operations in Yemen in July 2020. Since its establishment, RFY has assisted the affected population with lifesaving interventions in different governorates.

Summary of role

The programmes coordinator, will support the Head of programmes in the implementation of RFY Programmes activities. S/he will collaborate closely with stakeholders, government institutions, ensuring proper implementation of activities in the field.

Key Responsibilities

Program Management

  • Responsible of the implementation of RFY projects in accordance with proposals, donor agreements, RFY’s policies, and guidelines. Working with the Head of programmes to develop appropriate project plans and timelines.
  • Develop harmonized tools for proper follow up of the programs.
  • Provide regular programme updates and alerts to the Head of programmes.
  • Coordinate and implement project activities, working closely with field teams, partner organizations, and stakeholders to ensure smooth project implementation.
  • Monitor project budgets, and ensure proper financial management. Collaborate with the finance team to review and approve budget requests.
  • Lead the project officers and supervise the performance of project officers involved in the program, including their day-to-day activities.
  • Working with head of programmes to identify and manage project risks, develop contingency plans to address potential issues that may affect project progress, and maintain high levels of commitment, motivation, and productivity among project field staff.
  • Prepare and submit accurate, informative, and a good quality monthly, quarterly, annual, and final reports and work plans according to donor regulations and requirements.
  • Create and Maintaining strong partnerships with other INGOs, NGOs, relevant clusters, and local authorities in the areas of responsibility. 
  • Collaborate with the finance and logistics teams to effectively monitor project progress against approved outputs and budgets. Ensure the preparation and regular updating of activity plans, project budget, and procurement plans.
  • Ensure that programmes are safe and that the child safeguarding policy and SOPs are implemented across programmes.
  • Perform any additional tasks assigned by line management.

Team Management

  • Line manager the programmes officers which are responsible for the development and implementation of the projects and ensuring the quality of programme delivery.
  • Conduct regular meetings with the teams at all levels for monitoring progress and providing technical leadership and guidance to programmes staff.
  • Conduct appraisals and feedback for direct reports; team development and discuss career perspectives.
  • Prepare terms of reference for programme implementation staff and casual workers in coordination with HR.

Budget management

  • Provide approval authority, as per RFY national authority delegation levels.
  • Provide close oversight of program budgets, forecasts and expenditures, ensuring grants are closely monitored and budget holders are held accountable, in collaboration with the Finance Department.
  • Work with the Finance Department to ensure effective financial and budgetary control of programs, according to organisational requirements and donor contracts.
  • Participate in the recruitment of competent and professional candidates fulfilling the specific requirements of each program.

Person Specification

Knowledge:

  • A University degree in social science, social development, psychology or related field 
  • Thorough knowledge and experience of the practical application of child safeguarding and prevention of sexual exploitation and abuse in programming in complex environments.
  • Good programme management skills are required for this role, especially in the areas of planning and team management, budget management and compliance.
  • Good  knowledge on Project Cycle Management 
  • Understanding of M&E tools and evaluation
  • Specific knowledge on Education in Emergency (EiE) programming and Child Safeguarding.

Experience

  • Minimum 3 years with INGO work, preferably with Education or Child protection.
  • Strong English and Arabic language skills (written and spoken)

  • Very good reports and proposals writing skills 
  • Management and coordination ability.
  • Positive, respectful attitude and collaborative approach to diversity. Culturally sensitive.
  • Very good in English (both written and oral) and Arabic.
  • Work well in small team, flexible to take on new tasks, comfortable in a flexible working environment and able to work independently.
