ASF is a registered national NGO with the Ministry of Social Affairs and Labor No 271. Our mission is to Contribute to youth and community development by implementing quality programs and building effective partnerships in accordance with best institutional practices. ASF started its work in Yemen since 2013 and has been implementing projects in 4 sectors namely skills-building, peace-building with good governance, FSL, and Education with Child Protection.

Purpose of the Job

Under the supervision of the Programs manager, the main purpose of the Grants Officer position is to Mobilize funds, write and develop proposals for donors, and develop a concrete resource mobilization plan. The position is also responsible for ensuring the timely submission of quality internal and donor reports.

Duties and Responsibilities

ASF is looking for an efficient and qualified person to fill the position to carry out the following Tasks and Responsibilities:

  • Follow up on grant announcements, donor requirements, regulations and rules, and application deadlines.
  • Follow up on funding opportunities regularly and conduct a periodic review of various donor sites to identify proposal invitations.
  • Contribute to fundraising, write and develop proposals for donors in cooperation, and ensure compliance with donor standards.
  • Follow up on receiving the required information and filling the supporting documents for the grants, such as capacity assessment forms, list of employees’ information and experiences, etc.
  • Communicate with donors during the application process, follow up on obtaining feedback from them, and respond to any questions received from them, including making adjustments according to their observations.
  • Determine the available donors; identify opportunities and partnership requirements compared with ASF capacity. 
  • Gathers proposal information by identifying sources of information and studying the templates and all grant-supported documents.
  • Maintain and update the donor database to identify new donors and funding opportunities in line with the strategic priorities. 
  • Organize a "go or no" meeting with all related staff to decide and evaluate the value and capacity for each new grant opportunity.
  • Ensure effective channels of internal and external communications relating to grants are established and respected.
  • Meets proposal deadline by establishing a proposal and preparing the plan, which includes priorities, coordinating requirements, and target dates for information gathering, writing, review, approval, and submission.
  • Maintains good quality proposals by using templates; follows proposal-writing standards including readability, consistency, and tone; maintains proposal support databases.
  • Obtains approvals by reviewing proposals with key providers and project managers before summiting.
  • Monitor the donors after submitting the proposal to get their feedback.
  • Organize startup/ inception internal meetings to launch the newly approved projects after signing the agreement.
  • Attending and presenting ASF in internal and external related meetings.
  • Improves proposal-writing results by evaluating and re-designing processes, approaches, coordination, and implementing changes.
  • Review donor narrative reports to ensure they are of high quality and compliant with donor regulations/requirements.
  • Monitor the project tracker and project reporting grid regularly and communicate project reports/proposals deadlines.
  • Participate in accomplishing organizational strategy goals by mobilizing the funds and resources to meet the targeted numbers that ASF aims to benefit.
  • Assist in preparing and facilitating grants-related meetings.
  • Updates job knowledge by participating in educational opportunities; and maintaining personal networks.
  • Organize training sessions to provide the program's key actors and staff with the required skills in writing proposals.
  • Any other related tasks as requested by the line manager.

Required Profile and Experience

Education:

  • Relevant university degree or higher education, preferably in international relations and/or development, social sciences, or management.

Professional Experience:

  • Essential working experience in a related position before. 
  • Professional Skills & Competencies:
  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
  • Possess well-developed communication skills in both written and spoken English as well as Arabic, with the ability to accurately translate and back-translate technically written text from English to Arabic
  • Strong skills and experience in all aspects of program development, including program/project design, proposal development, implementation, monitoring, review & evaluation. 
  • Knowledge and working experience of rules and regulations for the key donors currently active in Yemen is a distinct advantage. 
  • Able to handle a large workload, work under pressure, independently and with limited supervision
  • Ability to achieve results in a demanding and fast-paced environment.
  • Excellent personal and communication skills.
  • Proactive, resourceful, solutions-oriented, and result-oriented.
  • Thorough and able to pay attention to detail while also able to meet deadlines.
  • Have skills to maintain productive work relationships in a multi-cultural work environment.
