Position: Project Engineer

Reports to: Project Manager

Job Summary: The Project Engineer is responsible for participating in preparing and drafting proposals and supervising projects to implement all the goals specified for the project technically according to the proposals submitted to the donors. This role ensures the implementation of project activities in accordance with the timed plan during the project life cycle and supports the stakeholders with project details and reports, problem-solving, and making technical decisions for the project. The Project Engineer also focuses on building a solid work relationship and cooperation between the project team and other related stakeholders.

Key Responsibilities:

  • Preparing all designs, layouts, specifications, and BoQs for tenders about the various project activities (construction, WASH facilities, etc.).
  • Preparing the project's bid documents, including the rehabilitation of the infrastructure of the targeted schools, and review and approve the engineering plans and the BoQs.
  • Preparing purchase and bidding plans and orders, including evaluating tenders, negotiation, and contract management offers.
  • Follow-up and monitoring of the compliance of contractors and implementing contractors of the various project activities.
  • Drafting and developing technical and internal notes related to project activities.
  • Preparing periodic, progress, and technical reports on project activities.
  • Analysis of progress made in the project and determining the expected deviation in all activities.
  • Review and ensure that the project's offers bills are accurate and reasonable.
  • Review the advancement of the progress in the project and ensure that the completed elements are compliant with the project plans and specifications.
  • Providing engineering technical support services to implement construction and rehabilitation activities.
  • Coordination with the beneficiaries to ensure the implementation of construction and rehabilitation activities.
  • Review and approval of the financial payments and extracts of the contractors.
  • Monitor the progress made in construction and rehabilitation activities.
  • Carrying out field visits to sites, holding meetings with partners and beneficiaries.
  • Preparing periodic reports regarding the progress of the project.
  • Documentation and archiving of all project documents.
  • Prepare the timed periodic work plans for the tasks specified above.
  • Preparing the periodic completion reports of the tasks specified above.
  • Coordination with relevant authorities related to the tasks set above.
  • Participate in all meetings related to the tasks above.
  • Participate in evaluating field needs and surveys.
  • Responsible for all project correspondence.
  • Implement the mandated tasks entrusted by the line manager.

Qualifications and Experiences:

  • A university degree of no less than a bachelor’s degree in the field of civil engineering or any related field.
  • Experience in the field of project engineering in an organization that has externally funded projects of no less than 5 years.
  • Knowledge in the field of working in local and international humanitarian organizations.
  • The ability to work in difficult conditions and work under pressure.
  • Good communication and mastery of Arabic and English, conversation and writing.
  • Professionalism in all Microsoft Office and technical engineering programs.
