About SDF:

The Sustainable Development Foundation (SDF) is a non-governmental, voluntary, independent organization established in March 2015, officially registered at the Ministry of Social Affairs as per license (99). As SDF has been present in Yemen since 2015, it has experience implementing emergency child protection and education responses, including women and youth empowerment. SDF has experience in handling large grants from international donors, such as UNDP, UNHCR, WFP, OCHA, WHO, SCI and ZOA. The Foundation has excellent national-level relations and has experience in coordinating with both national and international NGOs. It has offices, staff and community-based committees in Hajjah, Sana'a, Marib, Ibb, Hudidah, Dhamar, Almahweet, Al-Bayda’a, a6nd Hadramout as well as solid experiences engaging with local communities from whom it gained acceptance and with whom it has collaborated in the past. Job Context:

The purpose of the Field officer position is to lead, supervise and guide site engineers in emergency response activities to both IDPs & HCs such as shelter/CCCM, QIPs and livelihood projects/activities through field visits, intensive surveys/FGDs, proposal preparations and proper coordination with the project stakeholders.

Job Description:

The Field Officer will play a pivotal role in the IDPs project including designing, planning and execution of various activities and sub-projects such as NFIs distributions, Shelter maintenance & TSUs installations, CCCM interventions & QIPs projects, livelihood projects, buildings rehabilitation in the targeted areas as per technical standards and project objectives. Under direct supervision of Project Manager, Field Officer primary responsibilities will be to work directly in field, engaging with local authorities & communities, coordinating activities, ensuring the successful execution of projects aimed at addressing social, economic, and environmental issues of project targeted beneficiaries.

Duties and Responsibilities:

  • Develop project plans, timelines, and budgets, as well as coordinating with relevant stakeholders to ensure effective project execution.
  • Participate in field missions as a member of the Integrated Mobile Team (IMT) for monitoring the implementation and impact of relevant activities/projects.
  • Day-to-day follow-up of progress implementation, Identification of the most vulnerable beneficiaries in compliance with donor PFA and relevant SOPs of various Shelter/CCCM activities in the targeted areas in an effective manner.
  • Supervise, plan, and manage all S/NFIs movements, assessments, distributions, and monitoring activities.
  • Oversee the construction, rehabilitation, and maintenance of shelters, ensuring they meet minimum standards and are suitable for the local context ensuring quality construction and timely activity completion.
  • Plan regular focus group discussions throughout the project period, to identify the most relevant training topics. 
  • Develop and implement livelihood programs that empower communities to improve their economic self-reliance such as skills training, income-generating activities, vocational training, and access to productive resources. 
  • Produce implementation progress reports on weekly and monthly basis, as well as other required documents.
  • Insure timely and accurate input of data, by CCCM/ Shelter Engineers, into CCCM/Shelter databases and other different platform tools.
  • Participate and support the preparation of weekly and monthly work plans for CCCM/Shelter/QIPs activities as well as the integrated mobile team activities, in cooperation with the protection officer and project manager.
  • Contribute to the preparation of tender documents and evaluation of technical criteria in tender bids once needed.
  • Support and oversee the works of the technical team and ensure they have equally segregated duties regarding site maintenance and infrastructural improvement, shelter upgrade, transitional shelter construction, QIPs, livelihood, and site maintenance-related projects in coordination with project manager.
  • Facilitate communication flows between community leaders, SMC mobilizers, CPBN, integrated mobile team, and concerned staff by providing timely information as required.
  • Support the integrated mobile team in organizing capacity-building training for SMC mobilizers, IDP site committees, local authorities, and humanitarian actors.
  • Work with an integrated mobile team and relevant staff to select SMC mobilizers and establish community committees in the sites, ensuring representation and participation of women, youth, people with specific needs and marginalized groups in all integrated mobile team activities.
  • Supervise training and scale up the capacity of a technical and integrated mobile team to conduct the project activities effectively.
  • Collaborate with the MEAL department in designing and reviewing tools for the evaluation of livelihood programming, PDM; and support the MEAL team as required in conducting PDM cycles in relation to livelihood kits.
  • Advocate and identify durable solutions for displaced families and affected communities.
  • Act as a focal point for all shelter/CCCM activities and represent SDF in thematic meetings and foster collaborative relationships with relevant donor, local authorities, stakeholders, clusters, and Beneficiaries as necessary or requested.
  • Ensure accurate and complete filing/archiving of activities documentation.
  • Take an active role in promoting the visibility and reputation of SDF such as success stories, case studies, photos, videos, and social media posts, that highlight SDF’s work & achievements.
  • Any other tasks as delegated by the line manager.

Selection Criteria 

  • Bachelor's Degree in Civil Engineering or any equivalent field relevant work experience in shelter, CCCM, livelihood projects.
  • Previous experience working with INGOs/NGOs, preferably in a field-based role, is highly desirable.
  • Proven experience in project planning, implementation, and coordination, ability to manage timelines and resources effectively & ensuring adherence to project objectives and quality standards.
  • Proven experience in monitoring and evaluating frameworks, tools, collecting and analyzing data, and preparing accurate and comprehensive reports is advantageous.
  • Excellent representation, negotiation, interpersonal, and communication skills.
  • Experience in conducting assessment for project of similar nature. 
  • Excellent communication & writing skills in English.
  • Genuine commitment to social and human causes, as well as alignment with the SDF’s vision, mission, and values. 

Qualifications and Requirements:

  • Previous experience of minimum 3 years from a shelter/CCCM/livelihood project.
  • Previous experience in community services, camp management, distribution & WASH activities.
  • Familiarity with relevant standards and guidelines, such as Sphere Standards and Shelter/CCCM Cluster guidelines.
  • Understanding of humanitarian principles and an ability to work in emergency and post-disaster contexts.
  • Knowledge of market-based approaches and strategies for livelihood development.
  • Familiarity with data collection and analysis tools specific to shelter, CCCM, and livelihood projects.
  • Good documentation, communication, reporting, and writing skills (English language is mandatory)
  • Ability to work under pressure, in challenging environments, and with limited resources.
  • Strong problem-solving and decision-making skills.
