Founded in 1978, JSI collaborates with government agencies, the private sector, and local nonprofit and civil society organizations to identify and implement solutions to the most pressing public health and education challenges.

In Yemen, JSI has been managing public health programs since 1988, focusing on improving child health and routine immunization, strengthening the supply chain, and improving reproductive, maternal, and newborn health.

Project Overview

The Strengthening Healthcare Access project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, newborn, and child health; nutrition; family planning; and reproductive health (MNCHN/FP/RH) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy encompassing demand generation, supply-side reinforcement, and enabling environment support. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, facilitate access, and enhance care quality. 

Position Description:

The Field Health Officer will be responsible for providing administrative, technical, and operational support for the project's health-related activities in the field. The officer will communicate with local authorities and coordinate with the program team in the Aden office for technical support. The officer will also support the program team in implementing activities, writing activity reports, and coordinating with the MEL team.

The ideal candidate will have a background in public health, strong communication and coordination skills, and the ability to work effectively with local authorities and communities.

 Key Responsibilities:

  • Undertake field visits and assessments to assess local conditions and resources for project related activities, and monitor health inputs. 
  • Communicate with governorate and district authorities and health officials on project feasibility and effectiveness including monitoring, technical and administrative assistance.
  • Regular follow-up of field activities to be implemented as per the project workplan.
  • Provide support for project partners.
  • Supervise the accreditation and contracting of health service providers.
  • Work with the health offices and project partners to implement quality assurance and supportive supervision activities.
  • Work hand in hand with project’s partners to ensure all activities are implemented in line with the proposed work plan and provide technical support when needed.
  • Assess referral hospitals based on mapping exercises, and prepare and complete the process of signing the memorandum of understanding (MoU) with the selected referral hospitals.
  • Follow up and monitor the implementation of project activities at field level.
  • Coordinate with the health authorities and stakeholders on project activities. 
  • Follow up on all logistic, financial and admin projects related issues.
  • Work hand in hand with the project partners to support and strengthen the heath system at targeted governorates at health facilities and community levels.
  • Undertake follow-up action on project implementation activities, contribute to teamwork building, and prepare relevant reports.
  • Prepare a draft for the narrative weekly update, and submit it to the Health Manager.
  • Attend the Hub health and nutrition clusters meeting and provide technical feedback for the line manager. Attend technical cooperation meetings, prepare notes and undertake follow-up action and coordination related to program implementation and monitoring.
  • Select and compile training and orientation materials for those involved in program implementation.
  • Support the MEL in collecting materials, conducting quality assurance, and follow-up the project indicators.
  • Maintain flexibility to take on added responsibility as and when needed
  • Follow and support all policies and requirements related to staff safety and security; 
  • Uphold JSI’s policies around accountability, fraud/ethics management, child safeguarding, and protection from sexual exploitation and abuse; 
  • Travel to field sites, as necessary; 
  • Any additional responsibilities, as assigned by the supervisor.

Qualifications:

  • University degree in health or related technical field
  • Minimum 3 years of previous experience in health projects, preferably with I/NGOs.
  • Previous experience with similar projects
  • Strong written and oral communication skills, in both English and Arabic 
  • Ability to develop high quality reports and accurately analyze M&E data
  • Self-motivated, results-driven and excellent sense of organization
  • Excellent interpersonal and negotiation skills
  • Ability to cope with stressful situations and frustrations, demonstrating extreme flexibility.
