Quality Assurance/Control (QA/QC) Team Leader

1. Identification

  • Job Title: Quality Assurance/Control Team Leader - Engineer
  • Location: Ibb and Taiz
  • Reports to: Project Manager

2. Overall Purpose:
The Quality Assurance/Control (QA/QC) Team Leader, an experienced engineer, plays a pivotal role in ensuring the quality and compliance of engineering projects. The holder of this position will be responsible for implementing projects with the highest quality in the governorates of Ibb and Taiz. He/she must have comprehensive experience in building, construction, road paving, and water projects. He/she will directly supervise the governorates officers and site engineers. This position requires strong leadership skills, technical expertise, and attention to detail to oversee quality control processes, implement best practices, and drive continuous improvement initiatives within TYF.

3. Key Duties and Responsibilities:

1. Quality Assurance/Control Oversight:

  • Lead and supervise the construction and infrastructure staff in executing quality control processes and procedures.
  • Coordinate with external quality assurance consultants.
  • Develop and implement quality assurance plans, ensuring adherence to industry standards and project requirements.
  • Develop MS, MIR, PQP, NCR, RFI, RFP, SWIR, SWI, and etc. forms.
  • Review BoQs, drawings, and specifications.
  • Conduct regular inspections to verify compliance with quality standards and specifications.
  • Identify areas for improvement and implement corrective and preventive actions as necessary.
  • Initiate regular meetings or calls to discuss project progress, objectives, and any specific quality assurance requirements.
  • Provide timely updates on project milestones, changes, and challenges that may impact quality assurance processes.
  • Actively listen to consultants' feedback, concerns, and recommendations, and address them promptly.
  • Ensure clarity and transparency in all communication, including sharing project specifications, documentation, and relevant information.
  • Facilitate open dialogue and collaboration between internal project teams and external consultants, fostering a collaborative working environment.

2. Inspection and Testing:

  • Conduct inspections, tests, and evaluations of materials, products, and processes to ensure compliance with quality standards.
  • Review testing procedures and results to identify deviations and recommend corrective measures.
  • Maintain accurate records of inspection and test data for documentation and analysis purposes.

3. Quality Management System (QMS) Implementation:

  • Implement and maintain a robust Quality Management System (QMS) to support quality assurance/control activities.
  • Develop and update quality documentation, including procedures, work instructions, and quality records.
  • Ensure effective communication and training on QMS requirements and procedures to team members and relevant stakeholders.

4. Supplier and Contractor Quality Management:

  • Collaborate with procurement and project management teams to evaluate and qualify suppliers and contractors based on quality criteria.
  • Monitor supplier and subcontractor performance, conduct audits, and implement corrective actions to address quality issues.
  • Facilitate communication and feedback mechanisms with suppliers and contractors to improve quality performance.

5. Continuous Improvement Initiatives:

  • Identify opportunities for process improvement and efficiency gains within the quality assurance/control function.
  • Lead or participate in quality improvement projects, utilizing data-driven methodologies such as Six Sigma or Lean.
  • Foster a culture of continuous improvement and quality excellence within TYF.

6. Team Leadership and Development:

  • Provide leadership, guidance, and mentorship to the Quality Assurance/Control team members.
  • Set clear performance expectations and goals and conduct regular performance evaluations.
  • Identify training and development needs and provide opportunities for skill enhancement and career growth.

Job Requirements:

  • Bachelor’s degree in engineering or related field; Master’s degree preferred.
  • Proven experience in quality assurance/control roles within the engineering or construction industry.
  • Strong knowledge of quality management principles, standards, and methodologies.
  • Experience with quality assurance/control tools and techniques, such as statistical process control, root cause analysis, and failure mode and effects analysis (FMEA).
  • Excellent analytical and problem-solving skills, with the ability to interpret complex technical requirements and specifications.
  • Strong leadership and team management skills, with the ability to inspire and motivate team members.
  • Excellent communication and interpersonal skills, with the ability to effectively interact with internal teams, suppliers, subcontractors, and clients.
  • Certification in quality management (e.g., ASQ Certified Quality Engineer) is a plus.
