An Overview about ADO
Abs Development Organization for Woman and Child (ADO) is a well-established national, humanitarian, developmental, non-profit, and non-governmental organization, founded in August 1996 by a group of Yemeni girls to provide a better life for women, children, and youths. ADO has been operating in Yemen for more than 27 years with outstanding coverage to the deprived rural areas located on the coast of Tehama and other various areas in Yemen aiming to get rid of poverty and infectious diseases. Since its inception, ADO has implemented over 213 developmental and humanitarian projects. According to ADO latest cumulative statistics, by the end of the year 2021, a total of 6,695,412 people were benefited from these interventions. Consequently, the organization has established itself among the most effective civil society organizations in Yemen that are working on issues related to livelihood, health, education, and WASH supporting women, children, and youth. Operating from its Headquarter office in Sana’a, and through its branch offices in Al Hodeida, Hajjah, Abs, Raymah Taiz, and Aden, ADO provides educational, health, livelihood, and WASH services to urban and rural communities. As ADO believes that women are the essence of life, it has devoted all its activities and programs to empower and educate women who will lead to a modern and just state. ADO also believes that protecting and caring for children will result in a prosperous future; free from crime and terrorism. Furthermore, ADO believes that youth are the potential and driving force of any modern civil society.

Job Objectives/Scope
The MEAL Assistant, as a vital member of the MEAL Team, contributes to the overall success of the project by enhancing monitoring, evaluation, and learning activities. Responsibilities include providing capacity building, technical advice, and knowledge sharing. Collaborating with project staff and partners, the MEAL Assistant develops plans, tools, and processes for data collection, analysis, and reporting. They assist the Head of MEAL and Quality and Development Advisors in addressing program-related issues, facilitating necessary changes to meet targets. Key roles encompass managing information and reporting processes to ensure high-quality communication of ADO's programmatic activities and results. The MEAL Assistant actively contributes to improving information management, enhancing data quality, and fostering knowledge sharing and learning within the organization and with international health and development communities. Additionally, they oversee full-cycle monitoring and evaluation of ADO's programs, developing methodologies and tools for effective evaluations.

Reports to: MEAL Officer
Supervisor on: CFM officer and field monitors.

Duties & Responsibilities

Project M&E Coordination:

  • Assist the MEAL officer in developing, implementing the Monitoring, Evaluation, Accountability, and Learning system for the program, ensuring community participation.
  • Assist the MEAL officer to establish coordination and information systems with project partners and key stakeholders, particularly those responsible for monitoring and evaluation.
  • Define and implement the key project performance indicators as well as monitor them throughout the duration of the project.
  • Assist the project staff in clarifying project information needs and support on ways to properly document, organize, and capture progress.
  • Draft tools and their revisions as well as data collection procedures under the guidance of the line supervisor (e.g., logical framework, project performance tracking, indicators).

M&E Capacity Building:

  • Actively participate in developing standardized MEAL tools for the project such as monitoring sheets; weekly/monthly progress analysis reports, etc.
  • Assist in training field team and conducting various field surveys and verifications according to the need of work, using the shared forms.

Information Management and Reporting:

  • Prepare relevant data collection and monitoring tools as well as develop the database for storing data and information.
  • Update project database on a regular basis by entering and processing relevant data on a timely basis.
  • Collate and extract relevant information from the project database on a regular basis, ensuring information/data are available upon request.
  • Ensure the availability of timely and high-quality reports (bi-weekly, monthly, quarterly, final, assessments, PDMs, baseline and end-line surveys reports) and other documentation as required.
  • Conduct the terminal evaluation of the project according to the criteria and forms including assistance in evaluating the work of the field team.
  • Work closely with consultants and other staff in relation to baseline, assessment, and evaluation studies.
  • Prepare evaluation reports during and after distribution to ensure adherence to standards.
  • Consolidate case studies/ human interest stories and qualitative information among the beneficiary communities to show program outcomes in different areas.
  • Documenting and sharing of best practices and methodologies employed by stakeholders.
  • Compile lessons across implementers and communities to share with other donors and interested parties.
  • Establishment of feedback mechanism among partners and beneficiaries, ensuring proper documentation and its relevance to current implementation strategy and future programming.
  • Assist in establishing a proper response mechanism to complaints/issues raised by beneficiaries and stakeholders, according to ADO’s specific system, and provide solutions and treatments in a timely manner.
  • Responsible for receiving beneficiaries’ feedback and complaints via phone and through field visits to the assets will be rehabilitated locations and distribution sites and any relevant locations.
  • Maintain the archiving and documentation system of the quality unit. Ensuring effective participation in organizing the paper and electronic archives of reports and important documents and sending them upon request.

Monitoring and Evaluation/Surveys:

  • Conduct regular field monitoring to ensure the distribution and other activities, identify challenges, and present to the Quality manager and program manager for corrected actions.
  • Commitment to follow-up work during distribution days, work days, and hygiene promotion days.
  • Actively participate in conducting baseline assessment, Post services monitoring, annual project reviews, and final evaluations.
  • Actively participate in action research and studies.
  • Perform other duties as assigned from direct manager.

Part (2) Person Specification for This Job

Required Qualifications and Experience

  • A university degree in Social Sciences, Computer sciences, or any other relevant subject or any related field.
  • 2 years of experience working in MEAL.
  • Prior familiarity with the implementation of different projects preferred (sufficient technical knowledge).
  • Demonstrated experience in a deadline-driven reporting environment.
  • Experience in providing training and support to project staff.
  • Analytical skills and strategic thinking including experience developing analysis and strategies for protection.
  • Strong understanding of humanitarian principles and protection guidelines.
  • Native Arabic and strong English skills are essential.
