Senior MEAL Officer  (70%)

OVERALL PURPOSE 

Enhance the quality of Medair’s assistance to vulnerable populations through evidence-based collaboration with programme teams throughout the project cycle. Lead a MEAL team that supports and strengthens Medair’s MEAL system so that health, nutrition, and WASH programming is accountable and focused on learning. 

Oversee the design of utilisation-focused quantitative and qualitative MEAL tools for the collection, analysis, and use of data.  Be responsible for promoting high quality MEAL practice while owning a vision for MEAL, in line with Medair’s global aspirations.

Be responsible for championing Accountability to Affected Populations (AAP) throughout project cycles, including overseeing the effective functioning of Medair’s Feedback and Complaints Mechanism (FCM), within Medair’s global AAP Policy and Guidelines.

 

PROJECT OVERVIEW 

Medair’s programming in Yemen provides health, nutrition, and WASH services to vulnerable communities. 

Responsibilities:

GENERAL TASKS  

MEAL system components – selected programming responsibilities

  • Vision: Support the development and realisation of the Yemen programme’s MEAL vision.
  • Project and programme design: Under the guidance of the MEAL Advisor and DCD and in coordination with project teams, contribute to the development of evidence-based programme Theories of Change, logical frameworks, and the development and selection of new and existing grants indicators. 
  • Accountability to Affected Populations (AAP): Under the guidance of the MEAL Advisor and DCD, support the mainstreaming of AAP within the programme inclusive, as appropriate, of updating guidelines and SOPs, while also managing the Feedback and Complaints Mechanism.
  • Assessments, monitoring & evaluation: Design, develop, and/or modify high quality assessments, monitoring, and evaluation activities, including using tools for qualitative and quantitative data collection, analysis, visualisation, and use such as for post-implementation and post-distribution monitoring. Support the management and implementation of field-level assessments, monitoring, and evaluation data collection activities. 

 

MEAL system components – cross-cutting responsibilities

  • Programme quality expectations: Support the integration of programme quality expectations (including Humanitarian Principles, the Core Humanitarian Standard, Sphere, donor and Medair standards as appropriate) into MEAL activities. 
  • Data quality: Support the development of data collection tools that adhere to Medair’s Data Quality (Implementation) Checklists. This relates to both quantitative and qualitative data collection. Support project teams to carry out Data Quality Assessments.
  • Learning and adaptation: Participate in management response meetings with senior management relating to monitoring and evaluation activities to support the application and uptake of key learnings.

MEAL Reporting: Carry out selected donor MEAL reporting duties.

MEAL system components – management responsibilities 

  • MEAL planning: Contribute to the development of donor M&E and AAP plans.
  • HR: Manage the MEAL Assistants’ professional development, including objectives setting, regular feedback and appraisals. Oversee and manage tasks for external enumerators to carry out good quality data collection.
  • Training: Develop and deliver internal trainings to staff and casual labour on MEAL related exercises.
  • Budgeting and financial management: Support good financial management of MEAL financial resources, including completing Payment Disbursal Forms (PDFs) for MEAL related activities.

MEAL system – strategy, approach, and other selected components

  • Internal and external communication: Contribute to appropriate, regular, transparent, and supportive communication between the MEAL team and all other departments, Field and GSO advisors, and relevant external stakeholders to ensure good cooperation and partnership.
  • Internal and external collaboration and networking: Participate in relevant internal and external working groups and networks, including Medair’s Regional MEAL Community of Practice and the Amman MEAL network.
  • Collaboration with the Information Management team: Work closely with the Information Management (IM) team to develop and revise data collection, analysis, and use tools.

Support with other related tasks, as requested.

VOCATIONAL QUALIFICATION

  • Bachelor’s degree in Statistics, Economics, MIS, International Development, Political Science, Public Health, or other related fields 
  • Graduate Degree in related field

WORK EXPERIENCE

  • At least three years of experience working in MEAL roles in a humanitarian setting
  •  
  • Experience managing a MEAL department

LANGUAGES

  • Strong working knowledge of English and Arabic (spoken and written)
  •  

IT

  • Excellent skills in Microsoft Office programs (Excel, Word Outlook and PowerPoint).
  • Experience with ODK, R, SPSS, STATA, Qlik, Access and other software applications.

WORK CONDITIONS 

For the time being, this position will be based in the Medair Aden Office, with frequent field trips and travel. However, given the emergency nature of this response and the unpredictability of geographic locations of services, the base location for this project can change.

Working hours will be 08:00 to 16:30 with 30 minutes for lunch.
