WASH Officer/Engineer

1-  Identification 

Job Title:  WASH Officer/Engineer

Reports to: Project Manager/WASH Program Manager

Location: AlQafr District, Ibb governorate

2- Overall Purpose:

The Water, Sanitation and Hygiene Officer/Engineer will be responsible for leading the technical aspects of WASH and infrastructure activities, while also actively promoting hygiene awareness and community mobilization efforts. This role involves collaborating closely with stakeholders, implementing high-quality WASH projects, and ensuring effective hygiene promotion initiatives in target areas.

2- Key Duties and Responsibilities:

Hard Activities:

• Lead the planning, implementation, and supervision of all WASH and infrastructure activities.
• Conduct technical assessments to identify suitable solutions based on technical, cost, and community criteria.
• Develop detailed designs, specifications, Bills of Quantities (BoQs), and drawings for WASH interventions, including water supply systems, solar pump systems, harvesting tanks, cesspits, and latrines.
• Provide technical guidance and support to the WASH field team and Community Health Volunteers (CHVs) on WASH matters.
• Oversee the construction, rehabilitation, and installation of WASH infrastructure.
• Directly supervise site technicians during implementation and monitor their performance.
• Track work progress and quantities completed, reporting to the project coordinator.
• Manage, forecast, and track the budget for WASH activities.
• Prepare quarterly, monthly, and expenditure reports in compliance with internal and external requirements.
• Approve samples of materials required for WASH activities.
• Coordinate with relevant stakeholders, including WASH Cluster, Districts, and Governorates, to represent TYF.
• Ensure the correct Memorandums of Understanding (MoUs) and Memorandums of Meetings (MoMs) are in place.
• Document project experiences, achievements, best practices, lessons learned, case studies, and progress reports related to WASH.
• Ensure gender equity and social inclusion are integrated into all WASH interventions.
• Conduct joint monitoring of WASH projects with stakeholders to ensure objectives are met.

Soft Activities:

• Advise the WASH team on effective hygiene promotion approaches.
• Develop hygiene awareness messages in collaboration with the WASH Cluster.
• Lead awareness promotion efforts and facilitate community mobilization activities.
• Train and supervise CHVs and community groups on effective hygiene promotion programs.
• Train and work with community groups, including women and youth, to enhance their participation in hygiene promotion.
• Participate in hygiene-related assessments, including needs assessments, PDMs, and KAP surveys.
• Explore opportunities and share insights on expanding the WASH project.
• Prepare and submit field reports related to hygiene promotion and community mobilization activities.

Job Requirements :

• Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field. 
• 3 years of experience in planning, designing, and implementing WASH projects.
• Proficiency in engineering software and project management.
• Strong communication and interpersonal skills.
• Knowledge of WASH standards and best practices.
• Ability to work effectively in diverse and challenging environments.
• Fluency in English.
