Field Monitoring and Evaluation Assistant

Terms of Reference

Division         : MEAL.
Location        : Marib.
Reports to     : MEAL Officer.

The organization provides direct assistance for conflict-affected populations, IDPs, host communities, and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, takes action during crises and goes the extra mile to engage in other contexts where its competencies will add value. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economic, wellbeing, and health.

Job Summary:

Under the direct supervision of the MEAL Officer, the Field Monitoring and Evaluation Assistant is responsible for provision of effective support on the day-to-day implementation of the project's MEAL plan, activities and deliverables, and contribute to achieve and improve the quality of the project. He/she will support the development of M&E systems, ensuring quality and accountability standards are integrated into the regular MEAL activities. He/she will maintain all data, conduct relevant need assessments, ensure full compliance of rules and regulations for project implementation and developing frequent reports on all project activities.

Key Responsibilities:

Monitoring and Evaluation:

  • Carry out regular field monitoring visits to the project interventions for the purpose of evaluating the work progress and reporting any variation comparing to the plan ones before mounting up.
  • Conduct PDMs, PSMs, Pre-KAP and Post-KAP surveys.
  • Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the organization management team and stakeholders.
  • Raise all findings that are spotted while conducting field visits to supervisor without any delay.

Data Collection & Validation:

  • Review data bases and data tracking tools of diverse projects to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of donors.
  • Work closely with the MEAL Officer to establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirements are met, including field monitoring.

Learning and Accountability:

  • Establish, manage, and strengthen Accountability to Beneficiaries which includes capacity building.
  • Establish and manage Complaint and Feedback Mechanism which facilitate beneficiaries/communities to register complaints and share feedback.
  • Assist the project in carrying out preliminary first inquiry report in case of serious nature of complaints filed by beneficiaries/communities.
  • All complaints that are received in the complaint boxes should be raised to the accountability assistant in a timely manner.

Reporting & Analysis:

  • Produce monitoring reports on the given format and reflect all the received figures or conducted activities on the prepared formats.  
  • Monthly analytical reports (Beneficiary verification and feedback for Accountability to Affected Populations, Direct observation, and on-site verification on the implementation of programs, Service delivery verification, During Distribution Monitoring).

Capacity Building:

  • Conduct and debrief sessions with the complaints assistants and develop an agreed action plan.

Safeguarding:

  • Read, understand, and adhere to the organization’s Safeguarding Policy, sign the organization’s Code of Conduct, and strive to promote a zero-tolerance approach to discrimination, harassment, and abuse in all working environments.
  • Report any concerns about the well-being of a child or vulnerable person and report any concerns about the behaviour of the organization’s representative in relation to safeguarding.

Qualifications, Experience, & Competencies:

  • Bachelor’s degree in medicine, public health, pharmacy, laboratory or any other medical related degree.
  • Minimum 2 years of relevant experience within the humanitarian field.
  • Experience in working in complex and volatile contexts, including traveling within governate of responsibility.
  • Very good in English written and verbal.
  • Understand the basic monitoring and evaluation concepts and the purpose of MEAL.
  • Demonstrated knowledge of conducting qualitative and quantitative data collection, including mobile data collection.
  • Strong computer proficiency, particularly with Microsoft Word and Excel.
  • Excellent inter-personal, communication and listening skills.
  • Ability to work with people from various cultural groups and background.
  • Strong empathy, understanding of and sensitivity to specific needs of most vulnerable populations.
  • Lives in the community and can easily access field sites.
  • Attention to details and rigor in field and reporting work.
  • Demonstrated commitment to meet deadlines and high degree of autonomy in his work.
