Evaluation and Improvement of Information Management System


Save the Children International - Yemen Country Office


Background and Context

For over six decades, since 1963, Save the Children has been a proactive humanitarian presence in Yemen, with an escalated response to the crisis since 2015. Our commitment to protecting and enhancing children's lives is demonstrated through high-impact programmes in vital areas such as health, education, child protection, and more. From 2015 through 2022, our efforts have reached millions, emphasizing our dedication to children's rights to survival, education, and protection. 


Central to our effective and efficient delivery of humanitarian response is a strong focus on information management and data quality. The ability to accurately collect, manage, and utilize data is crucial in making informed decisions, ensuring accountability, and enhancing the impact of our programs. 


The current Information Management System (IMS) in the Yemen Country Office has been pivotal in supporting these objectives. However, to keep up with the evolving contextual challenges and operational demands, there is an urgent need to conduct a thorough evaluation of this system. This evaluation aims to identify areas for improvement and to develop an enhancement plan that aligns with the current context and operational needs of our organization. Ensuring that the IMS is robust, agile, and adaptable is key to our continued success in delivering vital humanitarian aid.


Objectives of the Consultancy

   - Conduct a detailed evaluation of the existing IMS.


   - Identify areas for improvement in efficiency, security, and user experience.


   - Provide actionable recommendations for system improvements.


Scope of Work

   - Assessment of the IMS architecture and workflow.


   - Stakeholder interviews for operational feedback.


   - Analysis of data security, backup protocols, and disaster recovery plans.


   - Evaluation of the system’s compatibility with operational needs.


- Creation/Demonstration of a ‘mock’ IMS model (proposed IMS) for consultation/review and refinement.


Consultant Responsibilities

   - In-depth examination of the IMS.


   - Collection and analysis of stakeholder feedback.


   - Preparation of a comprehensive report with findings and recommendations.


   - Presentation of findings to the senior management team.


Deliverables
  • An inception report for review (Conceptual framework) aligned to how the consultancy will be-Should be undertaken.
  • A detailed report outlining the evaluation findings, analyses, and recommendations.
  • A prioritized action plan for implementing the recommendations.
  • A presentation to the management team summarizing key findings and proposed actions.
Timeline

   - Commencement on March 1, 2024, and conclusion by May 31, 2024.


Reporting

   - Reporting to [Designated Officer/Department].


Qualifications and Experience

   - Proven experience in Information Systems Management.


   - Analytical and problem-solving skills.


   - Experience in the humanitarian sector.


   - Strong communication and presentation skills.


Budget and Payment

   - Total budget: $6,000 USD.


   - Payment terms: 40% upon contract signing and 60% upon submission and approval of deliverables.
