Job Description:

Background: Yemen Red Crescent Society was established in 1970 after the presidential decree no. (51) that aimed to establish the Yemeni Red Crescent Society with a headquarters in Sana'a with its branches in the governorates. With its capacity, YRCS is well-experienced National NGO for protecting civil society affected by natural disasters and post-conflict in the timeline of emergency response. YRCS has a strong relationship with branches of its community and a reputation for being a reliable displacement and emergency response agency. As partners of the different members of the International Red Cross and Red Crescent Movement, they support communities in becoming stronger and safer through a variety of development projects and humanitarian activities. The Movement also works in cooperation with governments, donors, and other aid organizations to assist vulnerable people around the world.

Job Summary: The main responsibility for this position is to work closely with the program team in conducting field monitoring, supporting capacity-building initiatives, and facilitating the collection of quality data. S/he will also provide ongoing support in reviewing and preparing progress reports. The person will also be responsible for promoting reflective practices at the field level through organizing learning sessions. The incumbent is also responsible for implementing YRCS's Complaint, Feedback, and Response mechanism; tracking/collecting of beneficiaries' information, conducting regular post-distribution monitoring surveys, and collection of human-interest stories.

Main Duties and Responsibilities:

  • Manage data collation of accurate and timely data of projects' activities and consolidate against outputs/outcomes indicators from project sites.
  • Monthly reporting of data in order to follow up on the standard project and strategic indicators (Number of beneficiaries, Number and Type of activities completed).
  • Data consolidation and clarification in the Excel/Access-based area level every month to a strict deadline. Completing project data reports monthly.
  • Monitor the implementation of activities and collect relevant data on outputs, outcomes, and impacts.
  • Conduct regular field visits to project sites to ensure data quality and provide technical support to staff.
  • Collect and review data and systems and enter it monthly. Ensuring that they are archived and ensured that they are reflected on the interactive dashboards of the clusters.
  • Data collection and clarification of Total Reach from teams by monthly & quarterly preparing reports to the line manager.
  • Contribute to the development of the database for project and contextual data by being part of the system design while working with the line manager.
  • Collaborate with program managers and technical teams to ensure that monitoring and evaluation activities align with program goals and objectives.
  • Ensure that the program activities are carried out according to quality standards established by YRCS and donors through quality monitoring checklists.
  • Conduct quarterly satisfaction surveys including hiring enumerators, training them on data collection, KOBO, and afterward conduct data cleaning, data analysis, and preparing satisfaction reports.
  • Ensure Feedback forms received regularly from the field offices are entered promptly into the database and ensure proper follow-up until the case is closed.
  • Follow up and Compile projects/monitoring weekly and monthly reports.
  • Assist in drafting monthly monitoring reports with the Reporting and Media Officer.
  • Ensure compliance with YRCS administrative standards, policies, organizational procedures, and relevant SOPs, as well as with local laws and regulations.
  • Participate in the project log-frame update, follow up on the project plan, monitor project output/outcome indicators assess progress made against targets while considering project quality, and provide timely feedback.
  • Collect and archive photos received from the field, various reports, and any other relevant documents with high confidentiality electronically and physically.
  • Submit monthly and quarterly reports and reports upon completion of activity implementation to the direct manager and project manager.
  • Carry out quantitative and qualitative data collection activities at the field level through surveys, interviews, questionnaires, and focus group discussions with IDPs in the targeted sites.
  • Ability to work within a team with the ability to handle work stress.
  • Any other tasks and costs assigned by the Project Officer or the project manager to ensure the appropriate and appropriate implementation of the project's activities.

Working Modality:

  • M&E Officer is stationed at the Community Centre with regular field visits to monitor how CFM is functioning.

Job Specifications:

Job Requirement (Qualification and Experience):

  • A bachelor's or master's degree in a relevant field, such as international development, social sciences, or statistics.
  • Minimum of 5 years of previous experience with monitoring and evaluation of humanitarian programs.
  • Strong knowledge and experience in monitoring and evaluation methodologies, tools, and approaches.
  • Familiarity with project management principles and practices.
  • Excellent data analysis and interpretation skills.
  • Proficiency in using computer software for data analysis and visualization.
  • Strong communication and interpersonal skills.
  • Ability to work independently and as part of a multidisciplinary team.
  • Solid Computer skills and competency in Word, and Excel as a minimum.
  • Fluency in English, writing, reading, and speaking.
