PURPOSE OF DIVISION:

The Food Security and Livelihood (FSL) Programs Division closely works with the country program team in identifying, planning, implementing, monitoring, and evaluating development and emergency projects and programs in collaboration with local, national, and international partners. 
Currently, FSL focuses on the Recovery and Development of strategic areas and support communities to develop a sustainable livelihood, coherent microfinance system, food security, based on social cohesion and community participation to support communities affected by conflict, civil war, natural and man-made disasters. The overall objectives of the FSL division are to alleviate poverty and suffering of human kinds by providing them with long term sustainable program, improve the health conditions of the targeted beneficiaries,  increase access to food for vulnerable families through involvement in conditional cash interventions such as Cash for Work (CFW), Cash for Apprenticeship (CFA), and Food for Assets (FFA) programs, increase households income, and rehabilitees food security assets in areas with a high level of food insecurity, where vulnerable households’ livelihood assets are at near collapse and coping strategies are almost exhausted leading to spiraling extreme coping behaviors like sale of houses, land, and productive assets which is greatly compromising their household food security status and reduce malnutrition rate of women and children in collaboration with international donors, INGOs, and UN agencies.

JOB PURPOSE: 

Islamic Relief Yemen (IRY) is implementing a project aimed at strengthening the livelihoods of vulnerable individuals to aid economic recovery in Yemen. Consequently, IRY is seeking a Field Coordinator. The primary role of this position is to support the Project Coordinator in ensuring the project runs smoothly, adheres to timelines, and stays within the allocated budget. The Field Coordinator will be responsible for implementing detailed project plans at the field level, coordinating with field teams and local stakeholders, facilitating field meetings, identifying and reporting potential risks to the Project Coordinator, providing regular updates on field activities, ensuring field deliverables meet quality standards, and assisting in monitoring field project costs
    
KEY ACCOUNTABILITIES

Job Responsibilities:

Essential Duties and Responsibilities:

Strategic direction and project implementation and management. 

  • prepare and oversee project implementation to ensure appropriate and timely delivery of project activities (for example, monitoring against log frames) 
  • ensure that services are delivered on time and on budget. 
  • Ensure that staff have work plans in place and follow up with team members regularly to ensure that activities are on track. 
  • Develop project response plans, prepare timely project and donor reports on project activities
  • Work closely with the HR team to identify staffing needs, identify project supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan. 
  • Work closely with the Monitoring & Evaluation team to put in place a sector M&E plan ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. 
  • Working closely with the accountability lead to put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in the project implementation, and ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, CHS, and the respective clusters.
  • Participate in planning and adjusting the program design to ensure achievement of all the strategic objectives.
  • Lead, supervise and manage the program team, providing a clear vision and strategic direction for the program implementation and management.
  • Supervise and support the technical and key personnel of the program.
  • Introduce innovative ideas and approaches to project issues where relevant and identify opportunities for synergy and inter-sectoral cooperation.
  • Ensure effective program management, including budget oversight and monitoring of the program progress towards achieving results.
  • Ensure compliance with all relevant administrative and financial policies and procedures of donors. Ensure that the annual work plan, and quarterly and annual reports are produced and delivered on time and in high-quality reports which meet IRY and donor requirements. 
  • Ensure systematic and effective implementation of the program through extensive and regular field visits to accessible field offices, projects locations, and implementing corrective measures to keep the projects on the right track. 

Networking and Partnerships:

  • Participate and/or contribute to training, relevant conferences, workshops, and meetings that will enhance program representation and knowledge sharing. 
  • Establish and maintain professional relationships with Government authorities/ministries and departments, clusters, UN agencies, and NGOs involved in the Supervised Portfolio, and actively participate in coordination meetings in the hub/AOR.
  • Ensure strong communication and coordination with FSAC, other respective authorities, INGOs, NNGOs, UN agencies operating in the hub/AOR.

Human Resource Management and Development:

  • Manage and provide guidance to all project staff to ensure that program targets are met. 
  • Provide leadership management and supervision.
  • Create opportunities for staff development in coordination with Human Resources. 
  • Ensure appropriate training and capacity building activities for supervised project staff members, to support high quality program implementation at field sites.

Monitoring, Evaluation, Accountability and Learning:

  • Supervise and guide the Monitoring, Evaluation, Accountability and Learning (MEAL) to lead all project monitoring, evaluation, learning and dissemination efforts. 
  • Ensure good practice by supporting the development of strong MEAL mechanisms and identify gaps in the standards of delivery through a robust monitoring process.
  • Ensure that the program monitoring tools, and system are in place to ensure high quality implementation by partners.
  • Identify and carry out operational research related to the portfolio and proper dissemination of results.
  • Ensure project and other relevant data are used for decision-making to guide adjustment of projects activities or strategies for effective implementation
  • Any other tasks as requested by the supervisor.

Capacity Building

  • Identify learning and training opportunities for project staff and partners.
  • work as a mentor and role model for less experienced staff. 
  • build capacities of government and ministries staff where necessary. 
  • build capacity of local partners’ staff and ensure that technical and managerial skills are smoothly transferred to local staff through formal training and on-the-job training. 

PERSON SPECIFICATION

A) EDUCATION/TRAINING 

Required:

  • Minimum of a bachelor’s degree in business administration, Social Sciences, Development studies, or related field. 

B) EXPERIENCE  

Required:

  • Minimum Three years of project management experience of strong project management experience with INGOs/NNGOs.
  • At least Two years’ experience working with NGOs in Humanitarian Aid in managing large multi-sectorial projects in at least two or more of the following thematic sectors; WASH, Health or FSL. 

C) Competencies
