About MOZN:

Mozn Charitable Developmental and Social Foundation is a non-profit organization established in the year 2015 under the Yemeni Institutions and Associations Law, affiliated with the Ministry of Social affairs and Labor. It operates under permit number (63/691) within the Republic of Yemen. Since its inception, the foundation has been working to assist and develop the Yemeni society by actively contributing to the provision of essential services and humanitarian and developmental assistance through the implementation of projects and activities aimed at meeting the needs of affected communities and enhancing the diverse capacities of individuals of all genders.

Summary of the project:

The project is an emergency response for the affected IDPs and host community with shelter and NFIs interventions in Jabal Ras and Al Jarrahi districts in Al Hudaydah governorate. Funded by the Yemen Humanitarian Fund (YHF). These areas experience extreme severity, which is made worse by ongoing conflict and recent climate events. The difficult living conditions faced by displaced families negatively impact their general well-being.
The project's main objective is to provide displaced families with timely, life-saving aid to enhance their shelter conditions. Providing emergency shelter kits and necessary non-food items (NFIs) with shelter maintenance to displaced families

Job Objective:

Under the direct supervision of the Programs& Project Manager, The Project Manager will be responsible for leading the implementation of project activities including high level communication, ensuring timely planning, preparation of project agreements and control of project assets and financial resources including managing people, and He/She will undertake the following tasks:

Duties and Responsibilities:

  • Oversee the assigned shelter project to ensure it achieves its objectives within the allocated budget and timeframe. Promptly report any operational challenges to the line manager, such as potential delays in meeting objectives, increased beneficiary demands, or anticipated budget overages. 
  • Create an effective internal communication strategy to facilitate clear and efficient interactions with all levels of management within the project teams, including Technical Advisors and Area Coordinators at project sites.
  • Serve as the budget holder for the shelter intervention project, ensuring that all expenditures align with the approved budget and forecast. Verify that all transactions and documentation adhere to MOZN's policies, procedures, and minimum standards. Conduct regular budget monitoring and forecasting to maintain spending within the agreed parameters.
  • Assess the progress of all project activities and identify necessary actions for both the short and long term
  • Take the lead in ensuring compliance with all organizational and donor requirements, preparing narrative reports for assigned projects. Collaborate with relevant colleagues and technical advisors to ensure the timely submission of high-quality reports that meet donor standards.
  • Represent MOZN at relevant local coordination meetings with local authorities, communities, NGOs, and clusters. Establish and maintain regular, transparent, and supportive communication channels with the shelter team and key stakeholders, including beneficiaries, community leaders, government officials, UN agencies, and other NGOs, to foster effective collaboration and partnerships.
  • Ensure activities are properly planned, address delays and constraints promptly, and implement solutions as needed. Escalate challenges beyond your control to MOZN senior management for solutions
  • Act as MOZN's representative with local authorities, community leaders, and key stakeholders, including INGOs and local NGOs, to support the effective implementation of the project.
  • Offer coaching and technical supervision to staff to foster ownership and accountability in implementing shelter activities. Conduct regular meetings to promote information sharing among project staff, ensure they understand project objectives and work plans, and provide opportunities for feedback.
  • Ensure the timely and high-quality submission of all deliverables to the line manager, including monthly narrative progress reports, work plans, performance indicators, regular results reports, and overall quality control
  • Continuously monitor and supervise SHELTER activities, assessing progress through both quantitative and qualitative data. Involve the project team in analysis and take necessary actions to ensure ongoing progress and address any issues as they arise.
  • Ensure that all project activities are carried out efficiently and with high quality to meet donor objectives and goals, satisfy beneficiaries, and maximize the desired outcomes of the projects.
  • Perform any other related tasks as required, as assigned by the Programs & Projects manager.

 Qualifications and Experience:

  • University degree in social science, civil engineering, or another discipline relevant to the project. Or At least 5 years of experience in managing humanitarian interventions with NGOs.
  • proficiency of both English and Arabic. 
  • Excellent organizational, budget, project management, communication and writing skills. 
  • Experience working with communities of diverse cultural practices and low literacy levels. 
  • Experience of proactively identifying and addressing issues. 
  • Experience of establishing strong and constructive working relationships with colleagues from different functions and organizations. 

Languages:

  • Fluent in both Arabic and English, both spoken and written
