Job Description

The purpose of the Education CC Coordinator position is to implement delegated Core Competency (CC) Education projects portfolio in the North of Yemen. 

RESPONSIBILITIES

Generic responsibilities 

  • Line management of CC project field staff in North Area 
  • Adherence to NRC policies, guidance and procedures.
  • Contribute to CC strategy development, project proposals and provide input on needs and gaps.
  • Manage and implement delegated portfolio of Education CC projects (activities, budget and project documentation) as delegated from CC in line with proposals, strategies and donor requirements, and ensure high technical quality.
  • Provide regular progress reports to APM 
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities 

  • Provide inputs to the Area strategy, lead on design and needs assessment of the CC component. Together with CC, contribute to the development of new proposals and concept notes for the area programme. Continuously assess the context and make recommendations to the APM to adapt the programme and team composition as required by the context.
  • Ensure adherence to NRC policies and donor requirements; which includes optimal use of resources within allocated projects budget; working with Area SMT to ensure financial, security and reputational risks are kept to a minimum.
  • Manage the monitoring, evaluation, accountability and learning systems and processes, ensuring staff are clear on what is required, that quality is maintained as per agreed standards, lessons learnt are documented and applied for current and future projects
  • Conduct regular monitoring visits to project sites to meet the beneficiaries for necessary verification the reported progress.
  • Provide regular, consistently high quality reports on programme and projects by ensuring that proper monitoring is included in all work.
  • Ensure a high quality, multi-sectoral integrated approach, working closely with Education CC Specialist to ensure that NRC reaches minimum technical standards, with a focus on quality and accountability, maximising opportunities to achieve impact.
  • Lead and ensure the mainstreaming of cross cutting issue (.e.g. gender issues, protection, right-based approach, advocacy etc.) across the different area projects (including SIP)
  • As and when requested, represent NRC in external forums, ensuring the NRC profile is positively maintained as per NRC values, objectives, strategy and advocacy plan. This includes proactively representing in cluster coordination meetings and maintaining contact with relevant local authorities, UN and other agencies; ensuring that NRCs mandate, vision, approach an activity is understood and accepted.
  • Ensure effective communication and networking developed and maintained through partnership and collaboration with all stakeholders.
  • These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
  • Responsible for the overall Education projects management in designated area with the technical dotted line support of the Education CC Manager. Ensuring activities are in line with Programme Strategy, objectives, proposals & budgets; formulate detailed implementation plans, risk management plans, spend plans and project cash forecast. When necessary, flag up anomalies to Area Program Manager/CC Manager and develop, implement and monitor corrective action plans.
  • Direct line management and support to Education Officers and Education Assistants, ensuring capacity building is provided to all Area projects staff (.e.g. identification of training needs, development of individual WDP, etc.).
  • Any other task requested by line manager.

QUALIFICATIONS

Formal Education

  • B.SC/BE in Education or related social sciences.

Context/specific skills, knowledge and experience:

Experience

  • At least 3 years’ experience in planning, coordination and projects management, of Education programme or relevant programme with international NGOs in humanitarian setting; particularly in primary education & youth enterprise projects. Experience of cash and voucher as well as protection is added bonus.
  • A proven record of knowledge of design and implementation of EiE projects.
  • A proven record of effective and complex management including managing project cycle management and staff. This includes excellent people management skills, with a good understanding of programme cycle, team development and proven financial management skills.
  • Experience in emergency response, scale up programming and proposal writing.
  • Familiar with Yemen context and geography mainly in the North.
  • Able to work in highly insecure environment.
  • Team player, flexible, hardworking and able to cope with short deadlines.
  • Good documentation and report writing skills.
  • Experience in organizing and/or conducting trainings, awareness sessions, workshops, etc. 
  • Excellent documentation and report writing skills.
  • Competence in using computer packages including Word, Excel and Power Point.
  • Fluent oral and written communication skills in Arabic with confident level of both written and spoken English
