FHI 360 has been responding to the humanitarian crisis in southern Yemen and along the Western Coast since 2018. Through an integrated health, nutrition, and WASH program, FHI 360 works in Aden, Taiz, and Hudaydah governorates. FHI 360 supports static and mobile health facilities, including rehabilitation, technical support and staff training, and provision of supplies.   FHI 360 also works at the community level through   Community Health Volunteer and water rehabilitation components to reach additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-lead for the Aden Sub-Health Cluster. With a country office in Aden and a field office in Al Mokha, FHI 360 has a staff of over 40 national and expatriate staff. 

POSITION OVERVIEW  

Opportunity to be a part of a dynamic team. Reporting to the Deputy Response Coordinator for Operations, the position will strengthen the Human Resources and Administration Department for FHI 360 in Yemen. This will entail ensuring hiring and employment practices are in line with local labor laws and FHI 360 policy, as well as providing employee and Human Resources staff support in several functional areas. The position also oversees administration-related tasks, including oversight of FHI 360 office and guesthouse facilities. The position directly supervises multiple staff responsible for HR and administrative duties. 

KEY RESPONSIBILITIES AND DELIVERABLES

  • Leads the Human Resources and Administration platform for FHI 360 in Yemen, serving as an experienced manager to the HR and administration team and employees in multiple areas to include: HRIS, compensation, benefits, recruiting, payroll, local travel, facilities and office management, and training & development.
  • Functions as initial point of contact for employees with HR-related questions and employee relations issues.
  • Ensures HR employee files, processes, forms and systems/databases are kept up to date, including updates related to new employees/ change-of- status/ performance evaluations/ benefits changes/ separations.
  • Prepares required benefits and headcount reports. Able to run standard reports and create ad-hoc reports for special projects. Performs analysis on assimilation/turnover data; analyses and evaluates data. 
  • Conducts new employee orientation and oversees the separation process, including review of separation payments and facilitation of employee exit interviews.
  • Coordinates staff training, career development, and self-care programs as needed.  May independently create materials for routine training classes.
  • Ensures FHI 360 labor practices are in line with FHI 360 global HR procedures and Yemeni labor law.
  • Recommends improvement or changes in systems, processes or procedures to management.
  • Partners with the Finance Department to ensure HR/admin related procedures and processes are handled and resolved in a timely manner, including full pay cycle processing,
  • In coordination with finance, provides administrative review of employee timesheets, including tracking of annual leave and sick leave. 
  • Oversees employee performance management process and provides support on execution of performance improvement plans. 
  • Actively works to promote a culture of compliance with the FHI 360 code of conduct and safeguarding policies and procedures within the Yemen team.  
  • Maintains ties with colleagues in similar positions at other NGOs; may be required to represent FHI 360 in relevant coordination or other external meetings related to HR/administration. 
  • Serves as the organization’s main focal point for local lease negotiations and follow-up with landlord for FHI 360 rented properties. 
  • Other duties as assigned.

APPLIED KNOWLEDGE & SKILLS: 

  • Comprehensive working knowledge of HR procedures and processes for: on-boarding, staffing, compensation, benefits, HRIS, and employee relations. 
  • Ensures compliance with applicable local regulations. Understands impact if regulations are not followed. 
  • Serves as an advisor to employees and line management on HR policies and procedures. 
  • Able to handle issues, thus minimizing impact
  • Ability to maintain confidentiality with sensitive HR issues/projects. 
  • Ability to handle oral and written communications independently. 
  • Able to communicate effectively and tactfully with all levels of staff, individuals from diverse cultures, and the public. 
  • Ability to multi-task and set priorities for self and manage time to achieve goals / complete projects on or ahead of due date. 

DESIRED QUALIFICATIONS 

  • 5-8 years of experience providing HR and administration support in an office setting.
  • Bachelor’s degree or international equivalent.
  • Minimum 3 years of supervisory experience 
  • Proficiency with MS Office Suite (Word, Outlook, Excel, PowerPoint, Access) and HRIS /Payroll systems.
  • Vocational or specialized training desired
  • Must be able to read, write and speak fluent English
  • Prior work experience in a non-governmental organization (NGO) strongly desired.
  • Familiarity with humanitarian concepts such as SPHERE standards and safeguarding program participants desirable. 
  • Clear understanding of the Yemeni labor law.
