An Overview about ADO

Abs Development Organization for woman and Child (ADO) is a well-established national, humanitarian, developmental, non-profit and non-governmental organization, founded in August 1996 by a group of Yemeni girls to provide a better life for women, children, and youths. ADO has been operating in Yemen for more than 27 years with an outstanding coverage to the deprived rural areas located on the coast of Tehama and other various areas in Yemen aiming to get rid of poverty and infectious diseases. Since its inception, ADO has implemented over 213 developmental and humanitarian projects. According to ADO latest cumulative statistics, by end of the year 2021, a total of  6,695,412 people were benefited from these interventions. Consequently, the organization has established itself among the most effective civil society organizations in Yemen that are working on issues related to livelihood, health, education, and WASH supporting women, children, and youth. Operating from its Headquarter office in Sana’a, and through its branch offices in Al Hodeida, Hajjah, Abs, Raymah Taiz and Aden, ADO provides educational, health, livelihood and WASH services to urban and rural communities. As ADO believes that women are the essence of life, it has devoted all its activities and programs to empower and educate women who will lead to a modern and just state. ADO also believes that protecting and caring for children will result in a prosperous future; free from crime and terrorism. Furthermore, ADO believes that youth are the potential and driving force of any modern civil society.

Job objectives/ Scop    

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer manages information and reporting processes and products to ensure professional, high-quality communication about ADO’s programmatic activities and results. The MEAL Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization and with the international health and development communities. The MEAL Officer will assume responsibility for full-cycle monitoring and evaluation of ADO’s programs, developing appropriate methodologies and tools to design evaluations

Duties and Responsibilities

Development of Projects MEAL plans and tools:

  •  Participate and support in identification, development of new and/or revision of existing data collection tools/templates (questionnaire, checklist, other tools where necessary).
  • Facilitate orientation (technical support and training) of project team on agreed tools, methodologies, tasks and data or project quality requirements.
  • Participate and support in the projects log-frame update, follow up of projects plans, monitor projects outputs/ outcomes indicators and assess progress made against targets while considering projects quality, and provide timely feedback.

Monitoring:

  • Support in continual review of narrative reports and project appraisal tool, and ensure indicators are collected, calculated and reported properly and timely using right methodologies. 
  • Support project manager and technical sector leads as needed to analyze project progress data and developing quality indicators/checklist and conducting program quality monitoring.
  • Plan for and conduct regular field monitoring visits to different field locations to validate information and provide monitoring support (Backstopping) to different projects and field teams whenever necessary in coordination with other MEAL staff, PM or Activity Coordinators.
  • Support in drafting, writing and data analysis of monitoring and evaluation reports (both internal and external).

Data Management:

  • Provide technical support to data entry officers and work closely with them to ensure MEAL reporting and data sets are consistent with mission-wide reporting requirements, of high quality and on time

Support program team regarding the preparation of database frames based on questionnaires and other data collection tools.

  • Conduct data quality assessment-DQA (review databases, reports and data collection tools and processes of collection)
  • Lead in creating interactive, user-friendly visualizations by collecting, analyzing, and producing graphics using Power Bi and/or Excel pivot tables.

Assessments and Evaluations:

  • Carry out quantitative and qualitative data collection activities at field level through surveys, interviews, questionnaires, focus group discussions with beneficiaries, etc., as defined in the weekly/monthly MEAL work plan and required by programs.
  • Participate in planning and undertaking surveys, rapid assessments, post distribution monitoring (PDMs), BNFs satisfaction & feedback surveys. This will include ToR, development, and revision of data collection tools, creating surveys and uploading them into KOBO, training of data collectors, data collection supervision, data analysis and reporting.
  • Support the MEAL Officer during internal and external evaluation planning and implementation (development/review of evaluation ToR, plans/scope of work, data collection tools, supervising data collection, analysis, drafting reports).
  • Support dissemination of evaluation findings and other M&E data or research products in coordination with Grants Manager and MEAL coordinator.

Accountability:

  • Actively promote meaningful community participation and consultation during planning, implementation, monitoring and evaluation.
  • Ensure all assessments (PDM, Satisfaction survey, Evaluation, FGD/KII) include questions to assess ADO's community accountability mechanism.
  • Support the project team with strategies development that improve and promote high level of community participation.

Learning and knowledge management:

  • Support orientation of field staff on selected MEAL methodology, tools, processes and plan, priorities and quality standards and or requirements.
  • Review reports, identify or extract and compile lessons, validate and timely share the lessons with relevant team members using most appropriate means in order to promote learning and improvement.
  • Where necessary, perform any other duty as and when called upon or in the absence of technical supervisor.

Required Personal Characteristics    

  • Proven success in designing, implementing, and operating M&E systems from project initiation to close out.
  • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
  • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
  • Ability to synthesize complex information and communicate it effectively to diverse audiences; ability to design and implement efficient work flows and procedures
  • Ability to manage critical relationships with diplomacy and tact and engage a wide range of stakeholders including the BMZ, institutional partners, potential donors, and peer organizations
  • Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication.
  • Strong attention to detail, organizational. and time management skills
  • Willingness and ability to travel independently domestically up to 30%
  • Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint) and proficiency in online research.

Experience and Qualifications    

  • Bachelor’s degree required, Master’s degree in Project management, statistics, demographics, or international development preferred.
  • At least 3-5 years of progressive experience in monitoring, evaluation, and learning roles.
  • Experience in conducting surveys or evaluations e.g., post-distribution monitoring, DDM, Baseline and endline surveys, and KAP surveys will be a distinct advantage. 
  • Experience in designing and implementing MEAL frameworks and systems in complex development programs.
  • Experience in data collection using mobile data collection systems such as KOBO Collect. 
  • Experience in data analysis using Excel, Power BI, and SPSS. 
  • Good technical skills in writing surveys and assessment reports.
  • Strong skills in written and spoken English; Knowledge of the local language is preferred.
  • Required Travel: Willingness to travel within the targeted districts.
