Job Title: Project Engineers

Duty Stations: Hadramout Al-Sahel (4), Hadramout Al-Wadi(2), Shabwa Radom(1), Al-Hodeida Alkhawkhah (1).

Taybah Foundation for Development (TFD): Taybah Foundation for Development is a Yemeni development institution working in the areas of health and education. It was established in 1996 under the license of the Ministry of Social Affairs and Labor No. 25. Taybah seeks to provide quality health and education services in partnership and cooperation with all concerned and interested parties in accordance with the development plans of local authorities.

MAIN PURPOSE:

Project Engineer will be responsible for providing technical leadership and management for the project. S/he is also responsible for project inputs, support program strategy, external representation, and coordination with the project’s management, and Government authorities. S/he will be responsible for planning, executing, and managing the project according to strict deadlines and within the allocated budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver the project according to its plan. S/he will also define the project’s objectives and oversee quality control throughout its life cycle.

Duties and Responsibilities:

Needs Analysis and Program Design:

  1. When required, assist in needs assessments – both internal, joint, or all assessments, Situation Analysis as appropriate.
  2. Participate actively in developing a project strategy.
  3. Develop and share ideas and technical recommendations when required.

Program Implementation:

  1. Support the Project Manager in developing, implementing, and monitoring quarterly, monthly, and weekly activity and daily plans to achieve expected results; this includes planning activities, budget, and procurement in coordination with TFD departments.
  2. Develop detailed implementation plans and ensure that the plans are being implemented according to the budget, time, and quality parameters of TFD and donors.
  3. Raise and follow up on the Procurement Requests to avoid potential delays in coordination with respective operational and technical departments.
  4. Develop the expenditure plan in coordination with Finance departments, monitor financial and accounting transactions, make sure everything is in line with the budget, and report on time and according to TFD and donor-relevant templates and systems.
  5. Oversee the technical implementation of the Digging and rehab well project and ensure the timely delivery of the project’s activities with Quality.
  6. Ensure that activities are appropriately planned that delays and constraints are documented on a timely basis and that solutions are identified.
  7. Develop the weekly movement plan and submit it to the operation department.
  8. Ensure that reports of activities, Means of Verification, and materials to be delivered are sent on time, as required by specific dates and deadlines, communicating them in advance to the staff in charge;
  9. Coordinate with logistics, finance and operation, and MEAL to ensure the high quality of project deliverables.
  10. Oversee the timely and quality submission of all deliverables, including monthly, quarterly, and annual narrative progress reports, annual work plans, performance indicators, and regular results reporting as needed, in addition to overall quality control.
  11. Play a leading and substantive role in developing and implementing program activities.
  12. Ensure all pending deliverables and tasks are completed on time.
  13. Work in coordination with the stakeholders to ensure that all the reset plans actions and recommendations are implemented in time.
  14. Support on preparation of annual project documents such as annual implementation plans, MEAL plans, budgets, and budget narratives.

Coordination and representation:

  1. Coordinate with relevant local authorities, governorate offices related to assets, community leaders, and other relevant key stakeholders such as INGOs, local NGOs, and community-based organizations in the implementation of Wash projects in target governorate.
  2. Foster collaborative, transparent, and accountable relationships with partners.
  3. Use negotiation and conflict resolution skills to support positive outcomes of the project.
  4. Professionally represent TFD in programming matters with LA, MoSAL, MOPIC, Wash cluster, INGOs/NGOs, and communities and participate in relevant meetings with these partners.
  5. Work closely with the Wash Cluster coordinators to ensure all the interventions and activities are reported and represented at the Donor level.
  6. Perform any other duties as assigned by the line Manager.

Working Condition:

  1. The incumbent will need to visit and supervise the construction works in target governorate and maintain a regular activity record on a Daily Basis.
  2. TFD project manager will officially connect the Project engineer to the Contractor and authorize him to supervise the construction activities carried out by the Contractor according to the specific details needs.
  3. TFD will ensure access of the Project Engineer to the Construction site to follow up the project daily.

QUALIFICATIONS AND REQUIREMENTS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment.

  1. Bachelor's degree in civil Engineer, or a related field.
  2. Has good knowledge of digging Artawaz well and Solar power installation and well rehab
  3. Excellent time management skills and resourcefulness with strong attention to detail.
  4. Knowledge of effective financial and budgetary controls; proven ability to manage budgets.
  5. Minimum of 3 years of professional experience in the Wash sector; experience with NGO/INGO is required.
  6. Proven expertise in some of the following areas: community development (including mobilization and planning) training and mentoring and working with contractors.
  7. Experience in networking and working collaboratively with other development partners
  8. Excellent training and facilitation skills
  9. Excellent written and oral communication skills in both English and Arabic
  10. Excellent interpersonal skills and capacity to work within a team
  11. Capacity to work under pressure
  12. Computer skills in Word and Excel, preferably full Microsoft Office Suite
