An Overview about ADO

Abs Development Organization for Women and Child (ADO) is a well-established national, humanitarian, developmental, non-profit, and non-governmental organization, founded in August 1996 by a group of Yemeni girls to provide a better life for women, children, and youths. ADO has been operating in Yemen for more than 28 years with an outstanding coverage to the deprived rural areas located on the coast of Tehama and other various areas in Yemen aiming to get rid of poverty and infectious diseases. Since its inception, ADO has implemented over 213 developmental and humanitarian projects. According to ADO's latest cumulative statistics, by the end of the year 2021, a total of 6,695,412 people were benefited from these interventions. Consequently, the organization has established itself among the most effective civil society organizations in Yemen that are working on issues related to livelihood, health, education, and WASH supporting women, children, and youth. Operating from its Headquarter office in Sana’a, and through its branch offices in Al-Hodeidah, Hajjah, Abs, Raymah Taiz, and Aden, ADO provides educational, health, livelihood, and WASH services to urban and rural communities. As ADO believes that women are the essence of life, it has devoted all its activities and programs to empower and educate women who will lead to a modern and just state. ADO also believes that protecting and caring for children will result in a prosperous future; free from crime and terrorism. Furthermore, ADO believes that youth are the potential and driving force of any modern civil society.

Background:

In partnership with DKH, ADO is planning to implement a fishery livelihood support project in two governorates (2 coastal districts Al-Mukha, & Al Khawkhah of Hodaiedah and Taiz governorates). The project will make a direct connection to existing livelihoods that are prevalent in the target area, through providing livelihood assets to the fishermen communities, and the project incorporates vocational training component through on-the-job trainings, combined with ´in-class´ theoretical explanations. To enable targeted beneficiaries to participate in these components, contributing their time and foregoing efforts to secure an income through alternative means, cash-for-Livelihood incentives will be provided. Furthermore, cash-for-training transfers provided during the project period will contribute to stabilize household incomes, thereby improving food security and reducing negative coping strategies. In addition, Small and Micro Enterprises (SMEs) will be established and receive start-up grants or kits to form and start micro and/or small enterprises. Thereby contributing to more food secure coastal communities (Outcome 2).

Job objectives/Scope

Under the supervision of Program Manager & Program Advisor, the incumbent of this position will be expected to lead the team and to support the planning, implementation, and monitoring, manage the fishery livelihoods support project consisting of providing livelihood assets, vocational training and Small and Microfinance Enterprises for the fishermen communities in the targeted two districts (Mokha & Khawkhah).

Supervisor on: Supervise all the team project

Duties and Responsibilities

Technical role: (45%)

  1. Responsible for Overall project management, planning, reporting, and budget management, Follow-up of the project activities, and The In-job training in the targeted areas (Mokah, & Al-kokah).
  2. Provide leadership and strategic thinking to ensure proper implementation of the project activities.
  3. Provide support to the international consultants and national experts who are selected to conduct the project technical studies.
  4. Manage and administer the day-to-day operations to ensure the effective implementation of the project component.
  5. Prepare annual and quarterly work plans, annual and quarterly progress reports and Terminal Report.
  6. Writing periodic reports during the implementation of projects and submitting them to top management to monitor the progress of the project plan.
  7. Provide substantial technical and logistical guidance to field-based development.
  8. Maintain open lines of communications with all field staff.
  9. Other duties as assigned by program manager.

Supervision role: (20%)

  1. Ensure that all project activities and training are both in line with global standards, M&E, and local government requirements.
  2. In cooperation with the HR Manager, contribute to the employment and supervise staff to ensure their smooth and effective operations. Follow the contacting process of the filed staff.
  3. Supervise all staff assignment and consulting agreements.

Development role (10%):

  1. Works with the M&E unit for the development of a project monitoring system, to implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators, and outcomes and ensure accurate and timely data collection at the field level, and the commitment of the project to the logical framework.
  2. Identifying national experts to participate in the vocational training.
  3. Provide guidance on the overall strategy for project management.
  4. Contribute to the creation of a positive image and overall credibility of the foundation and cooperate with government authorities, NGOs, and donors.
  5. Participate and contribute to the capacity development activities under the project.

Coordination role (25%):

  1. Coordinate with all components of the project; Coordination with relevant ministries (MOSAL and MOAIF, MOPIC)), national organizations, private sector companies, and civil society initiatives as required by the project objectives and activities.
  2. Attend relevant coordination meetings.
  3. Ensure that all relevant stakeholders have information about the background, project, objectives, areas of work, duration, and activities in these areas.

Experience and Qualifications

  • BSC or A Master degree in fishery/marine sciences, agri-business, or a related agriculture/natural resources management or a closely related field.
  • First level university degree in combination with a qualified experience may be accepted in lieu of the advanced university degree.
  • At least 3-5 years of relevant working experience in Yemen working with national administration, international organizations, or CSO’s.
  • Relevant experience in fisheries economic analysis, fishing policy and administrative management, fishery development, fishery education/training, fishery research and services, with working experience in development planning and experience from development projects.
  • Significant experience in project management gained with international organizations or in the public or private sectors.

Skills / Knowledge

  • Extremely flexible, and have the ability to cope with stressful situations.
  • Leadership and supervisory skills.
  • Experience in working in the field of fisheries management and policy analysis.
  • Ability to participate in making and making decisions.
  • Ability to lead and direct project staff; Ability to lead strategic planning, results-based management, and reporting
  • Substantive experience working in development programs and familiarity with development initiatives and stakeholders as related to the fisheries sector in Yemen.
  • Fluency in English and Arabic.
  • Efficient use of Microsoft Office programs including full working knowledge of standard word processing, spreadsheet and presentation packages; knowledge of fisheries statistical & scientific software.
