INTERSOS is an independent non-profit humanitarian organization committed to assisting the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.

INTERSOS is operating in Yemen since 2008 and is currently operational in 9 governorates (Aden, Lahj, Abyan, Hadramout, Taiz, Ibb, Hajja, Sana’a, Shabwa) with outreach to other governorates through local partners.  The population groups targeted by INTERSOS’ include all conflict affected populations (IDPs, returnees and host communities), in both rural and urban areas, and refugees and asylum seekers and migrants, with specific focus on women/girls and children (including unaccompanied and separated minors) and PwSN. The main sectors of programs and operations are protection and integrated health & nutrition. 

Projects objectives: 

The Yemen Joint Response (YJR) 2024-2026 has been developed in line with the priority locations, sectors, activities and approaches defined in the YJR Protracted Crisis Mechanism (PCM) guidelines, a collaborative effort with partner organizations. It was shaped by the discerned needs and gaps, ascertained through individual needs assessments, secondary data sources, and cluster consultations. This comprehensive three-year YJR initiative is primarily focused on the governorates of Sa’ada, Hajjah, Marib, Taiz, Lahj, Aden, and Al Dhale’e. These areas represent the highest concentration of individuals in need of humanitarian assistance, where the most severe needs and gaps persist. 

The response proposes an integrated Health, Food Security and Livelihood (FSL), Water Sanitation and Hygiene (WASH), Protection, Multi-Purpose Cash (MPC), and protection mainstreaming programme. 

The objective is to provide multifaceted, life-saving humanitarian support to those in need, prioritising the most vulnerable population. Simultaneously, it aims to facilitate early recovery and enhance the resilience of communities affected by the conflict in Yemen. It is essential that all activities are designed to ensure equitable access to assistance for women, girls, boys, men, and people with disabilities (PWD). 

These activities are built upon existing initiatives, allowing partners to fine-tune their programs based on lessons learned and align with the specific needs outlined in the assessments for each sector. The YJR has set a goal to extend its reach to a total of 412,684 individuals.

The Project Manager - National position - will be based in Aden and roving to Lahj. S/he will oversee the project implemented under the DRA, S/H will be the budget holder for the project (INTERSOS component) and 100% of his/her time will be devoted to this project. S/he will be responsible for planning, executing, and overseeing all aspects of the project, ensuring it meets its goals.

Purpose: 

  • The Project Manager oversees the implementation and the supervision of the activities of the project in both location ensuring timely and qualitative planning, implementation, and s/he ensures quality and timely reports to the donor (monthly, ad hoc, interim and final reports to donor). 
  • The Project Manager also ensures close communication with the local partners and donor, in collaboration with the Grants Unit, Head of Programme and Technical Coordinators.
  • The Project Manager ensures constant engagement by/with different support departments (HR, Finance, Logistics, Technical, MEAL), to ensure timely support to the local partners project team. 
  • The Project Manager is budget holder for the whole project grant/budget and supervises/monitors closely the financial planning, liquidity planning and budget utilization/burn rate monitoring.
  • The financial/budget management is the final responsibility of the Project Manager for the specific projects, and s/he must ensure that this goes together with close log frame and work plan monitoring.
  • The Project Manager works closely together with operations support staff including logistics department to develop, monitor and update timely and accurately the project specific procurement plan.

Responsibilities/duties:

Main responsibilities:

  • Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description. Flag significant deviation from the program implementation plan and estimated expenditures; alert relevant local partners’ staff.
  • Guarantee an efficient financial management as main budget holder for the project in compliance with INTERSOS’ model and donor regulations.
  • Team/HR management (staff and volunteers)
  • Delivers quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project, compliant and consistent reporting per INTERSOS and donor requirements, in close collaboration with Grants department. 

More detailed responsibilities and tasks:

Ensure activities implementation:

  • Ensure the full and timely implementation of the project proposal as approved, pro-actively respecting deadlines for reporting:
  • Team recruitment, liaise with admin-finance department to secure up to date HR files.
  • Plan, organize and supervise trainings for project teams and local partners related staff.
  • Project kick-off and presentation/sharing of project with teams and local partners senior management staff.
  • Review and prepare a detailed activity plan with local partners.
  • Agree and establish clear reporting and communication lines.
  • Verification on the targeting of beneficiaries
  • Ensure sector SOPs and guidelines are properly applied and adhered to by both INTERSOS and local partner staff.
  • Provide continuous on-job coaching of teams to work on quality in delivery.
  • Ensure security assessment for teams’ daily movement is done with the security officer and report incidents/concerns on timely bases.

Financial management and procurement:

  • Prepare, monitor and implement financial and procurement plan.
  • Prepare liquidity plan.
  • Approval of all purchases/contracting and budget line allocations
  • Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period.
  • Ensure for all purchases/contracting of goods/services/supplies the correct INTERSOS procurement guidelines are applied and properly documented (also for the procedures applied by the partner local actors)
  • Verify the list of expenditures prior to finalizing the interim and final financial reports.
  • Holds final responsibility for verification of all support documents. 

Manage team and to provide relevant capacity building and on-job coaching to the project team:

  • Manages and evaluates the performance of the project staff
  • Conduct weekly and monthly meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period
  • Ensure use of correct/regularly updated/relevant forms for assessments and reporting by the team 
  • Ensure fluent chain of information/data transfer from field to the Grants unit and MEAL department the Grants unit and MEAL department.
  • Ensure timely processing of information/data by the Grants unit and MEAL department and conduct coaching for teams on the analysis of the processed data
  • Continuous/fast verification of data quality collected and received from field staff 
  • In collaboration with the team establish a participatory process to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion.
  • Undertake (if security situation allows) field visits to the local partners and implementation sites to provide managerial guidance and supervision to the team and to monitor the progress and quality of the different project activities. 
  • Oversee team attendances and authorize holidays, liaise with admin and finance department to secure up to date HR files.
  • Ensure the team’s compliance to INTERSOS rules and guidelines to the mission and adhere to INTERSOS code of conduct and charter of values.

Monitoring & evaluation:

  • Ensure monitoring and verification for the targeting of beneficiaries by M&E team.
  • Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project. 

Reporting:

  • Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.

  • monthly bases to be reflected in INTERSOS Project Appraisal Tool.
  • Prepare in ad hoc progress reporting and participate in developing the Protection Trend analysis along with the technical team and ensure report for the donor and official required interim and final.

  • Prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming. 
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by
  • the INTERSOS communication department in different outlet.

Coordination and representation:

  • Seek with technical focal points to ensure link/attendance to cluster meetings when needed  
  • Ensure timely reporting of highlights and relevant information for intervention area.
  • Conduct regular meetings with the donor representatives and facilitates field visits by donor
  • missions.
  • Coordinate with authorities to ensure the timely signature of sub-agreement.
  • Contribute to the coordination between the different project-teams for the projects in

Yemen.

  • Ensure systematic information and update sharing with the Head of Programmes and Grants team.
  • Coordinate with other INTERSOS projects/sectors for effective and efficient referral of cases 
  • Establish and maintain positive and productive relationships with the local community leaders, local authorities, and stakeholders.

Additional job responsibilities:

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience

Qualification and requirements: 

  • Bachelor’s degree in social sciences, Business Management, law or related field 
  • Minimum 2 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget and supervision of the implementation of protection programming for vulnerable groups. 
  • Prior experience working with EU-funded projects is an asset.
  • Experience in working with partnership supervision role is asset.
  • Demonstrated experience in staff supervision and remote management.
  • Strong experience with monitoring and accountability tools and systems, including set-up and management of reporting/complaints mechanisms.
  • Prior experience in working in complex emergency setting, involving displacement, local authority negotiations, and armed conflict.
  • Strong experience in working with communities.
