Job Description:

The role of the Project Officer is to plan, execute, and manage projects according to strict deadlines and within the allocated budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver the project according to its plan. The Field Project Officer will also define the project’s objectives and oversee quality control throughout its life cycle.

Key Responsibilities:

  • Represent the Project, as required, vis-a-vis donor organizations, other international organizations, as well as national government and non-governmental institutions.
  • Ensure proper professional relationships with relevant national and international partner organizations or foundations, relevant Development, or Relief programmers / projects.
  • Follow up on operational management of the achievement of project outputs according to the project document and the procedures in Convention document.
  • Ensure implementation arrangements are carried out smoothly; in collaboration with all parties involved in the project.
  • Prepare and update project work plans in collaboration with donors and close liaison with project site.
  • Supervise project overall management.
  • Get herself/himself profoundly acquainted with the project scope, goals, and deliverables in collaboration with the project team and donor.
  • Develop full-scale plans and associated communications documents to achieve the project objectives.
  • Develop, supervise, and deliver progress technical reports, proposals, requirements documentation, and presentations as requested.
  • Effectively communicate project expectations to team members, partners, and stakeholders in a timely and clear fashion.
  • Set and continually manage project expectations, indicators, and milestones with team members, partners, and other stakeholders.
  • Ensure the implementation of the project in accordance with the financial management and procurement systems at SOUL and in compliance with DONORS’ requirements.
  • Master and approve project disbursements.
  • Supervise & approve a clear Monitoring and Evaluation plan for the project implementation.
  • Ensure beneficiaries' satisfaction for both internal and external project stakeholders.
  • Follow up and evaluate the project team’s performance with project assistance.
  • Understand the Project and Project Management.
  • Structure the Project Organization and Analyze the Project Context.
  • Build the team and prepare the Work Breakdown Structure (WBS).
  • Execute and control the work and terminate the project.

Qualifications & Experience:

  • Bachelor’s degree in Business Administration Management or equivalent.
  • Two years of professional experience in project management.
  • Prior experience in managing, planning, and budgeting Education in Emergency projects.
  • Experience in VSLA and Livelihood projects

Job Knowledge and Skills:

  • Proficiency with MS Office applications.
  • Willing to undertake regular field visits to other governorates.
  • Good analytical, excellent oral communication, teamwork, and people skills.
  • Strong leadership and problem-solving skills.
  • Attention to details and a high level of accuracy.
  • Effective listening; verbal and writing communication skills.
  • Strong command of both Arabic and English languages.
