RI is active in 16 countries around the world, including some of the most fragile: Afghanistan, Bangladesh, Iran, Iraq, Jordan, Lebanon, Myanmar, Pakistan, Philippines, Somalia, South Sudan, Sudan, Syria, Turkey, and Yemen.  Often, RI is the only organization providing assistance to highly vulnerable communities.

RI invests in four broad program sectors:  Economic Opportunity, Education, Health, and Water, Sanitation and Hygiene (WASH).  We design our programs to incorporate The RI Way:  local participation, integrated programming, the development of civic skills, and partnerships including with local NGOs, governments, and the private sector.

RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change. 

Position Summary

Relief International (RI) currently seeks a dynamic Program Manager for a new integrated emergency project funded by ECHO which includes Nutrition, Health, WASH and Protection activities in both North and South of Yemen. The Program Manager will be responsible for the overall management and operations of the project as well as ensuring timely reporting and compliance with donor rules and regulations. She/he will supervise project implementation and ensure the project meets stated goals and reporting requirements, as well as will take a leading role in representing RI at key cluster meetings, working groups and in meetings with the main stakeholders of the program, including government authorities.

Position Responsibilities and Duties

General Management

  • Lead and provide management support to the implementation of all project components and ensuring effective and successful delivery of project milestones and results, ensuring an appropriate project management framework in line with RI guidelines.
  • Exercise financial, administrative, and operational management responsibility for program in line with RI policies, rules, standards, and procedures, as well as donor requirements. This includes HR processes related to the staff managed directly and technically.
  • With support from the Grants and Finance Managers ensure project compliance with all organizational and donor requirements
  • Develop an efficient internal communication strategy to ensure clear, effective communication with all levels of management within the project teams, including DCD Programs, Technical Advisors and Area and Deputy Area Managers in project locations.
  • Act as the budget holder for the program. Ensuring that all expenditure is in line with project budget/forecast, and that transactions and documentation comply with RI policies, procedures, and minimum standards. Carry out regular budget monitoring and forecasting to ensure spend within the agreed budget parameters.
  • Evaluate activity progress and determine necessary actions in short and long term

Project Management

  • They will support coordination between Area offices, ensuring effective budget and programme monitoring and that any modifications are in line with the project objectives and ECHO regulations
  • Ensure all project implementation tools are in place and updated regularly in a timely manner i.e., staffing and workforce plan, procurement plan, detailed implementation plan, spending plan, MEAL plan etc
  • In coordination with the Awards and Grants Coordinator ensure project kick off/start up and launch meeting is conducted with participation and presentation of all key internal stakeholders
  • Ensure project workplan is up to date and regularly reviewed and all project staff are aware of project activities, outputs, and deliverables
  • Lead and conduct monthly project meetings
  • Support the MEAL TA and DcD- P in conducting quarterly review and lessons review meetings
  • Ensure training, compliance, and adherence to program sector SoPs i.e., targeting, selection and verification criteria
  • Identify on job and off-site training and capacity building opportunities for project staff to ensure program quality

Donor Relations / Funding

  • The PM will also ensure consistent, regular, and high-quality communication with donor representatives
  • Take the lead during project modifications, changes and redesign including none and costed extensions when needed
  • Take lead in assessments to inform new programming of impact of RI current programs.

Monitoring, Evaluation, Accountability

  • Contribute to a summary of recommended areas of improvement, areas of success, and lead the commencement of an action plan with RI staff, local partners and/or health facility staff to evolve and make positive systems improvements where needed.
  • Develop and support effective monitoring and evaluation system by collection, analysis of data about protection issues in order to improve the program interventions.
  • Take part in field trips to assess project sites and provide support to team as needed


  • Ensure timely and high-quality reporting on project achievements and challenges on monthly, quarterly, interim, and final schedules
  • Prepare ad hoc progress reporting for the donor and other key stakeholders when required
  • Holds final responsibility for all support documents (means of verification) and general project documents
  • Delivers regular communication products (including pictures) on the project to be used by the RI Grants and Awards team
  • Producing narrative reports for projects under remit, and collaborates with relevant colleagues, technical advisors, finance, and grant management functions to ensure timely submission of high-quality reporting that complies with donor requirements.

Representation/coordination with external actors

  • Represent RI at sector working groups, coordination meetings as well during other stakeholder meetings (if relevant), and maintain a positive, continuous, and visible presence for RI.
  • Ensure RI’s mandate is shared and explained to relevant stakeholders.
  • Pro-actively liaise and build rapport with local officials, community representatives, UN agencies, and any other relevant stakeholders. 

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. 

  • First degree in Nutrition plus Master’s degree in public health
  • At least 3 years’ experience working in integrated project management in community-based health and Nutrition programming
  • Capacity to implement a both facility (PHC) and community-based health and nutrition programs and ensuring effective linkage between them
  • Experience working with communities of diverse cultural practices and low literacy levels.
  • Computer literacy with advanced word processing, spreadsheet, and presentation skills.
  • Excellent organizational, budget, project management, communication and writing skills.
  • Leadership skills, including the ability to supervise and motivate staff
  • Experience of proactively identifying and addressing issues.
  • Experience of establishing strong and constructive working relationships with colleagues from different functions and organizations.
  • Experience in monitoring and evaluation of community-based health programs.
  • Ability to frequently travel to the field sites and work in hardship, insecure remote and non-accompanied locations
  • Solid background and working knowledge of DG ECHO funding systems an added advantage
  • Strong skills in remote setting management
  • Excellent English writing skills, and Arabic preferred.
  • Excellent time management skills and resourcefulness with strong attention to detail
  • Knowledge of integrated programming (WASH, Protection, FSL) is an asset
