As per Ministry of Fisheries and Wealth (2019), the total loss to fisheries sector was estimated at 3.1 billion dollars. Many fishermen all along the coastal line lost their incomes and jobs due to asset damage and conflict. Small scale fishers are the most vulnerable in the value chain who are the main actor at the supply side to catch fish using traditional boats and ill-equipped trawlers. Lack of capital, expensive fishing equipment, untrained labor force, bad handling of products on boats due to lack of cooling and storage equipment, lack of appropriate hygienic conditions of boat and market, inadequacy of existing auction halls, frequency of accidents due to loss of power as small boats do not have a spare engine or sailing rig, are some of the common problems and weakness that the proposed project is intended to address.

The Government of Japen (GoJ) funded “RebuildGovernment of Japaning Livelihoods and Capacities of Conflict-Affected Small-Scale Fisheries Households in Aden and Hadhramout” to contribute to rebuilding livelihoods opportunities for conflict affected households in fisheries sector in Yemen by strengthening their capacities and resilience. The project proposes doing that through targeted interventions that to support households improve socioeconomic opportunities through livelihoods in absorbing external shocks and stresses such conflict and pandemic (COVID-19) and this provide alternative means to disengage conflict for those who are at-risk (youths). The project is intended to tackle the above problem by adopting three key strategies; providing self-learning opportunities to small scale fishermen on asset repair and maintenance, provision of assets to improve the access to catch and lastly building the entrepreneurship skills and capacities against the weaknesses and available opportunities.

Project Outcome: Enhancing opportunities for livelihoods to vulnerable groups which will result in strengthening the resilience of communities. Within the project timeframe, the following results will be achieved:

Outputs and activities
Activity Result 1: Targeted fisheries households have improved access to self-learning for productive assets in fishing for self-reliance.
Activity Result 2: Targeted women and youths have improved income opportunities options through micro and small-scale enterprises.

The project will focus on the most vulnerable such as women, the unemployed, youth, the marginalized, internally displaced persons (IDPs) and stressed host communities, using inclusive, participatory and conflict-sensitive tools to mobilize and involve them in the proposed activities. Active partnerships with local authorities, the private sector, communities, and national organizations will be sought for the successful implementation of the programme.

UNDP as the Convening Agency is responsible for coordinating programmatic aspects, and the Administrative Agent (UNDP’s Multi-Partner Trust Fund Office) is responsible for financial management, with each participating UN organization having programmatic and financial responsibility for the funds entrusted to it. The project team composes of National Coordinator and Admin and Finance Analyst in Aden and will be led by the Project Manager in Sanaa.

A set of gender and conflict sensitive indicators will be defined to measure the performance of the programme at the outputs and outcomes levels. If not available, the baseline data for those indicators will be collected at the beginning of the programme, especially those to monitor change for the most vulnerable groups and individuals targeted. Moreover UNDP has already conducted several assessments in the livelihoods area that provides quantitative and qualitative information about the current situation at the governorates level, which could be used as baseline reference for the programme. Indicators will be monitored on a regular basis, the frequency will be set according to the level of results intended to be measure (outputs vs outcome) and the utilization to be done of the indicator (monitoring vs evaluation). A peacebuilding strategy, check list and set of monitoring indicators will be developed in the programme initiation phase (during the first three months of implementation) to be used under the different programme components.

Annual monitoring visit will be conducted, to assess the implementation of activities and progress towards the results and to formulate concrete recommendations to ensure the achievement of the expected results. A monitoring, evaluation and reporting action plan will be created to ensure that all relevant activities are being conducted in a timely manner. Project evaluations will be shared with the GoJ, serving as an important part of the overall GoJ accountability framework.

A mid-term evaluation of the programme will be conducted to assess the progress towards the results, identify the main difficulties/constraints and formulate practical recommendations to improve the programme implementation as to achieve the expected results. A final evaluation will be realized to assess the achievement of the results and the impact of the programme for the targeted populations.

In addition to ongoing re-alignments in response to real-time monitoring the risks and assumptions will be managed to achieve the agreed results. They will also be reviewed on an annual basis and more regularly if appropriate.

A quarterly progress report will be produced for internal purposes, at the end of the first, second and third quarter, as to monitor the implementation of the annual work plan, the risks and main issues, and to evaluate the progress towards the expected outputs. At the end of the calendar year, an annual report will be produced to: monitor the completion of the annual work plan (AWP), assess the results achieved towards the expected outputs and outcomes; analyze the major constraints (risks, issues…) that might impact the delivery of results and propose concrete solutions/mitigation measures; analyze key challenges and lessons learnt; present the financial reporting; established the AWP for the following year.

In Yemen, UNDP ensure support to government through provision of technical and functional expertise in the areas of: resilience building; coordination; knowledge management; capacity development; mobilization of additional financial resources; and development of strategic partnerships and alliances to enhance the recovery process and the transition towards sustainable development.

To lead the coordination and implementation of activities and ensure real specialized inputs and coordination in the field of fisheries a Fisheries Specialist is recruited for the project.

Duties and Responsibilities

Under the direct supervision of the Project Manager, and in close coordination with the national coordinator at the Aden SO UNDP , Fisheries Specialist will be based in Hadhramaut and will lead the coordination and the implementation of the fishery activities according to the UNDP according to project documents and best practices, performing the flowing specific functions at national level:

  • Prepare a detailed work plan to implement the activities
  • Coordinate and liaise closely with national offices, relevant government agencies, development partners, NGOs, and other stakeholders on the project activities identified
  • Coordinate with other projects being implemented by UNDP to ensure synergies and broader impact.
  • Identify other projects and initiatives on small-scale fisheries that may be relevant to this project and collaborate with them, as appropriate.
  • Work closely with the implementing partner during implementation of activities
  • Plan field visits to the field in Hadhramaut and Aden when required.
  • Design and carry out a process for mapping existing small-scale fisheries organizations
  • Design the Inception Workshop, trainings, and other capacity development activities (as foreseen in the project document), stakeholder consultations relevant to target groups such as the local officials and fisherfolks
  • Document all the activities undertaken and provide recommendations and implementation framework including proposed activities and a monitoring and evaluation plan in coordination with M&E officer
  • Participate, on behalf of UNDP, in relevant meetings and activities organized by other partners in relation to thematic areas related such as fisheries and food security, among others.
  • Perform any other tasks needed for effective implementation of this project as appropriate.
  • Prepare and support in weekly, quarterly, annual, and final reporting.

Required Skills and Experience


  • Master's degree in social policy, public policy, politics, economics, development studies or a related area.
  • Bachelor’s degree in social science, public administration, economics, in specialized or any related area with 2 additional years of extensive relevant work experience may be accepted in lieu of the advance university degree.
  • Three years of relevant experience for master’s degree holders.
  • Minimum five years of relevant experience for bachelor’s degree holders.
  • In depth knowledge of the fishery sector.
  • Experience in the use of computers and office software packages
  • Experience with up-to-date monitoring information on the sector
  • Knowledge of UNDP and UN system programming is an asset.
  • Experience with UNDP and/or other UN agencies is an asset.
Language Requirements:
  • Proficiency in both Arabic and English languages is required.
  • Working knowledge of other UN language is desirable
