السياق التنظيمي: هذه الوظائف جزء من المقر العالمي (GHQ) و/أو مكاتب الدولة (COs). في GHQ ي رپور إلى رئيس/أعلى من مدير الميزانية والبرمجة أو من يعينه؛ وفي COs ي.report إلى مدير الدولة، أو أعلى من مدير الميزانية والبرمجة، أو من يعينه. المهمة في الميزانية والبرمجة هي دعم وتمكين العمليات من خلال حماية الموارد والإدارة الفعالة لموارد WFP، والتخطيط الشامل المستند إلى المخاطر، وإعداد الميزانية والتقارير التي تمكّن WFP من تنفيذ أولوياته الرئيسية وأهدافه الاستراتيجية وتحقيق أهدافه في القضاء على الجوع. يتم إلزام حاملي الوظائف بالعمل بأقل إشراف ممكن لتقديم التحليل والنصيحة حول قضايا تخطيط الموارد وإدارتها.
الغرض من الوظيفة: تقديم تحليل الميزانية والموارد ونشاطات البرمجة، عادة بمستوى تعقيد أقل، و/أو تقديم الدعم لـ HQ العالمي، بالشراكة مع ودعم المديرين في تطبيق أساليب أفضل الممارسات لاستخدام الأموال بفعالية وكفاءة وبما يتوافق مع القوانين.
تخطيط وإدارة الميزانية
1. المساهمة في تنفيذ الخطط والسياسات من خلال وضع أهداف واضحة؛ وتنظيم العمليات الخاصة بأنشطة الميزانية والبرمجة بما يتوافق مع استراتيجيات WFP والوظيفية.
2. مراجعة الميزانيات من حيث الدقة والملاءمة والحد من التكاليف/الكفاءة والاكتمال وفق الإرشادات المتاحة، مع الإشارة إلى أي قصور وتقديم تغذية راجعة شاملة لأصحاب المصلحة الرئيسيين حسب الحاجة.
3. مراجعة وإطلاق الميزانيات في أنظمة WFP المؤسسية مع ضمان توفر جميع الوثائق الداعمة للميزانية، ومع معالجة التعليقات والتوصيات المستلمة قبل تسجيل البيانات المتعلقة بالموارد في الأنظمة الداخلية للمرجعية.
4. دعم إعداد مقترحات التمويل من خلال تحليل اتجاهات المانحين مقابل النقص التشغيلي، واقتراح خيارات أولوية التمويل حسب النشاط والنمط حسب الضرورة.
5. تحليل أنشطة إغلاق CSPs/RBPs، والتأكد من اتخاذ إجراءات لاستلام تحويلات الموارد والبدء والإغلاق في الوقت المناسب للأنشطة.
إدارة خط الأنابيب
6. مراجعة وتحليل متطلبات خط أنابيب السلع بما في ذلك طلبات التمويل المقدم بالتعاون مع أصحاب المصلحة على المستوى التشغيلي لضمان تغطية النقص في الوقت المناسب والاستخدام الفعّال للالتزامات.
7. مراجعة خطوط الأنابيب الشهرية، والمشاركة في الاجتماعات وتقديم تغذية راجعة لفرق CO/RO بشأن تخصيص الموارد وإعادة تعبئة مخزون الشركة لتعظيم الفعالية التشغيلية، وتصعيد حسب شدة النقص في خط الأنابيب واستخدام أدوات إدارة خط الأنابيب ذات الصلة.
8. تنسيق وتوحيد المعلومات لمجموعة العمل الشهرية المعنية بخط الأنابيب عبر إدارات المناطق والمكاتب الفرعية والمكاتب الميدانية حسب الحاجة، التي تناقش بشكل استباقي توافر الموارد والنقص المتوقع، مع التوصية بإجراءات تخفيف مناسبة في الوقت المناسب.
9. المشاركة في الاجتماعات مع أصحاب المصلحة الداخليين لمناقشة استخدام المساهمات المتوقعة ودعم عملية تطوير مقترحات التمويل.
التمويل، إدارة الأداء، والتقارير
10. تقديم النصيحة لوحدات الإنفاق حول التخطيط واستخدام الأموال في الوقت المناسب وبالطريقة المناسبة، لتتماشى مع مقترحات التمويل وشروط المانحين، مع اقتراح توصيات في الوقت المناسب وإجراءات تصحيحية ممكنة تتيح تقارير بالتعاون الوثيق مع فرق الشراكات.
11. مراقبة التقسيمات الفرعية للتمويل وفق الإجراءات والإرشادات المتاحة، لتوفير الأموال لوحدات الإنفاق للالتزام في الوقت المناسب.
12. تنسيق وتوحيد المساهمات لفريق مجلس إدارة إدارة الموارد CO/RO (RMC) الذي يستعرض أولويات الموارد وفق خطط تنفيذ ميزانية المحفظة القطرية (CPB)، وفق الجداول الزمنية المتفق عليها.
13. المساهمة في إعداد تقارير مرحلية وتقدمية ونهائية كما هو مبيّن في اتفاقيات المساهمة المختلفة بين WFP وبعض المانحين المحددين، ولا سيما للمساهمات التي يتم التفاوض عليها محليًا، بالتعاون الوثيق مع نظراء CO وGlobal HQ حسب الحاجة.

14. عند الحاجة، المساهمة في تفعيل/إيقاف وتسيير خطوط إمداد اتفاقية الإدارة العالمية للسلع (GCMF)، والمشاركة في أنشطة نقل المعرفة دعمًا للمرفق وتسهيل اتخاذ القرار لتخصيص مخزونات الشركة.
15. الإشراف وتوجيه فريق صغير، وتوفير التدريب وبناء القدرات وزيادة مستوى الدعم التشغيلي المتوقع، والعمل كنقطة تصعيد أولى في التحليلات والاستفسارات الأكثر تعقيدًا.
16. جمع وتحليل البيانات والمساهمة في إعداد تقارير دقيقة وفي الوقت المناسب، لتمكين اتخاذ قرارات مستنيرة وضمان اتساق المعلومات المقدمة إلى الإدارة العليا وأصحاب المصلحة الخارجيين.
17. تنفيذ التطويرات والتحسينات المقترحة للأنظمة والتقنيات والأدوات والعمليات والإجراءات لرصد budgets وموارد WFP وإدارتها وتقديم التقارير عنها بشكل أفضل.
18. تمثيل الوحدة في الاجتماعات/لجان/مجموعات العمل الداخلية حسب الحاجة، للحصول على وتقديم معلومات من منظور الميزانية والبرمجة الموارد.
19. اتباع ممارسات جاهزية الطوارئ القياسية والمساهمة في مراقبة إدارة المخاطر المالية.

ORGANIZATIONAL CONTEXT: These jobs are part of Global Headquarters (GHQ) and/or Country Offices (COs). In GHQ they report to the Chief/more senior Budget and Programming Officer or designate; in COs they report to the Country Director, or more senior Budget and Programming Officer, or designate. The Budget and Programming mission is to support and enable operations by safeguarding resources and efficient management of WFP resources, risk-informed end-to-end planning, budgeting and reporting that enables WFP to deliver its key priorities, strategic objectives and achieve its zero hunger goals. Job holders are required to operate with minimal supervision to provide analysis and advice on resource planning and management issues.
JOB PURPOSE: To deliver budget and resource analysis and programming activities, typically with a lower level of complexity, and/or provide support to Global HQ, partnering with and supporting managers in the application of best practice approaches for the efficient, effective and compliant utilisation of funds.
Budget Planning and Management
1. Contribute to the implementation of plans and policies by setting clear goals; coordinate processes for budget and programming activities in compliance with WFP and functional strategies.
2. Review budgets for accuracy, appropriateness, cost containment/effectiveness and completeness in line with available guidelines, flagging any shortcomings and providing comprehensive feedback to the main stakeholders as needed.
3. Review and release budgets in WFP s corporate systems ensuring that all budget-supporting documents are available, and address received comments and recommendations before relevant resource data is recorded in internal systems for reference.
4. Support the preparation of funding proposals through donor trend analysis against operational shortfalls, proposing fund prioritization options by activity and modality as necessary.
5. Analyze CSPs/RBPs closure activities, ensuring actions are taken for the receiving of resources transfers and the timely start and closures of activities.
Pipeline Management
6. Review and analyze commodity pipeline requirements including Advance Financing requests in collaboration with stakeholders at the operational level to ensure timely shortfall coverage and efficient utilization of contributions.
7. Review monthly pipelines, participate in meetings and provide feedback to the CO/RO teams on resource allocations and corporate stock replenishments to maximize operational effectiveness, escalating based on severity of pipeline shortfalls and using relevant pipeline management tools.
8. Coordinate and consolidate information for the monthly, cross-functional, pipeline working group, (across Area Offices, Sub Offices and Field Offices as needed), that proactively discusses resource availability and upcoming shortfalls, while recommending timely mitigation measures.
9. Participate in meetings with internal stakeholders to discuss the utilization of foreseen contributions and support the process of developing funding proposals.
Funds, Performance Management, and Reporting
10. Advise spending units on the timely and appropriate programming and utilization of funds, to align with funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that enable reporting in close collaboration with the Partnerships teams.
11. Monitor fund sub allotments as per available procedures and guidelines, to avail funds to spending units for timely commitment.
12. Coordinate and consolidate inputs for the CO/RO Resource Management Committee (RMC) which reviews and prioritizes resources against the Country Portfolio Budget (CPB) implementation plans, as per agreed timelines.
13. Contribute to the preparation of interim, progress and final reports as stipulated in various contribution agreements between WFP and specific donors, particularly for those locally negotiated contributions, in close collaboration with CO and Global HQ counterparts as required.
Other
14. Where needed, contribute to the activation/deactivation and management of Global Commodity Management Facility (GCMF) supply lines, participate in knowledge transfer activities in support of the facility and facilitate decision-making for the allocation of corporate stocks.
15. Supervise, guide a small-sized team, coaching and providing/delivering training to build capacity and increase expected level of operational support, acting as a first escalation point on more complex analysis and queries.
16. Collate and analyze data and contribute to preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
17. Implement proposed developments and improvements of systems, techniques, tools, processes and procedures to better monitor, manage and report on WFP budgets and resources.
18. Represent the unit at internal meetings/committees/working groups as required, in order to obtain and provide information from a budget and resource programming perspective.
19. Follow standard emergency preparedness practices and contribute to monitoring the management of financial risks.
20. Perform other relevant duties as required.
Desired Candidate Profile
Experience performing analytics of medium complexity and presenting the information to meet various audience needs. Experience preparing, managing and reporting on operational budgets. Experience in working with large datasets, extracting information from them in an easy to interpret manner. A demonstrated and adequate understanding of information and financial systems and how those support the implementation of operations. Thorough understanding of operational planning and business processes, rules and procedures and applying them consistently in the implementation and support of programme interventions. Adequate knowledge of programme operational requirements and how these translate into resource management requirements, enabling the proposition of recommendations for improvement in a proactive rather than reactive manner. Experience coordinating operational planning and fostering discussions around resource projections and implications on a programme-wide level, integrating trend analyses and ongoing discussions to drive the way forward. Ability to consolidate and share resource management information in a way that supports decision making and emphasizes accuracy and consistency in numbers across teams. Ability to coach, train and mentor a team of staff to deliver at expected levels.
Education: Advanced university degree in Business Administration, Statistics, Finance, Economics or any other relevant field. Additional professional trainings in project management, statistical analysis and/or operational planning and management are desirable.
Experience: At least 7 years of post-graduate experience including 3 years of professional experience related to Budget and Programming, humanitarian/development programme management and capacity building.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language). National Professional: Fluency (level C) in English language and the duty station s language, if different.
