Job Summary:

The Project Manager holds full managerial and technical responsibility for ensuring the success of project activities in line with the Organization’s SOPs, donor requirements, and organizational policies. This position requires strong leadership in planning, implementing, monitoring, and supervising field activities while ensuring optimal resource management, procurement oversight, and staff performance.
The Project Manager works across sectors—Protection, Shelter/NFIs, and CCCM—to ensure an integrated and cross-sectoral response to humanitarian needs, emphasizing the importance of protection principles. They are accountable for the delivery of high-quality outcomes, including donor reporting, technical coordination, and alignment with broader humanitarian efforts. The Project Manager represents the organization in technical coordination meetings and manages critical relationships with stakeholders, including government entities, community leaders, and partner organizations.

Key Responsibilities:

1. Project Management and Delivery

  • Provide leadership in the planning, implementation, and delivery of all project activities, ensuring alignment with Organization’s SOPs, donor requirements, and organizational guidelines.
  • Develop and manage detailed project work plans, timelines, and budgets to ensure activities are implemented efficiently and effectively.
  • Ensure the quality, accountability, and transparency of all project activities and outputs in the target areas.
  • Oversee the procurement process, ensuring it aligns with project needs, donor requirements, and internal policies.
  • Monitor expenditures to guarantee budget alignment and effective financial management, preventing deviations or overspending.
  • Conduct regular field visits to supervise activities, assess progress, address challenges, and ensure quality assurance at all levels.
  • Ensure comprehensive documentation and reporting of project activities, including narrative reports, financial reports, and impact assessments.
  • Identify and mitigate project risks and challenges in a timely and efficient manner.

2. Team Management and Capacity Building

  • Lead, supervise, and provide technical guidance to the project team, including field staff, coordinators, and local partners.
  • Provide on-the-job training, mentorship, and capacity-building opportunities to ensure effective staff performance and professional growth.
  • In collaboration with HR, participate in staff recruitment and ensure clear role definitions and performance expectations.
  • Conduct regular performance evaluations, provide feedback, and address staff concerns to maintain high morale and productivity.
  • Foster a supportive and inclusive work environment that promotes teamwork, accountability, and ethical conduct.

3. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Develop and oversee robust monitoring and evaluation systems to track project performance, measure progress, and assess impact.
  • Conduct regular analysis of project data to identify trends, challenges, and opportunities for program improvement.
  • Ensure the collection, documentation, and dissemination of lessons learned, success stories, and best practices.
  • Finalize project reports (both narrative and quantitative), ensuring accuracy, quality, and adherence to donor and organizational standards.
  • Ensure effective accountability mechanisms are in place, including community feedback and response systems.

4. Stakeholder Coordination and Representation

  • Represent the organization in cluster coordination meetings, workshops, forums, and donor meetings to align project goals with humanitarian efforts.
  • Build and maintain strong relationships with key stakeholders, including community leaders, government entities, donors, and NGOs (local and international).
  • Act as a focal point for project communication between the central office, field teams, and stakeholders, ensuring smooth and transparent coordination.
  • Advocate for the needs of the targeted populations, particularly regarding protection concerns.
  • Work closely with local authorities and partners to promote community ownership and sustainability of project interventions.

5. Compliance, Security, and Reporting

  • Ensure all project activities comply with organizational policies, donor regulations, and humanitarian principles.
  • Enforce the application of security protocols to safeguard project staff and assets in coordination with the security focal point.
  • Monitor field conditions, security situations, and operational risks, and report them to the relevant management for action.
  • Develop high-quality donor reports, proposals, and project updates, ensuring timely submission and alignment with requirements.
  • Participate in audits and evaluations by providing data, documentation, and other necessary inputs.

  • Native Arabic with good written and spoken English.
  • Strong stress management skills with the ability to meet deadlines under pressure.
  • Capacity to travel frequently to field locations and manage operations remotely when needed.

Qualifications and Experience:

  • Bachelor’s degree in Management, International Development, Social Sciences, or a related field. A Master’s degree is a plus.
  • A minimum of 3 to 5 years of progressive experience in project management, particularly in humanitarian settings.
  • Previous experience working in supervisory roles within NGOs or INGOs.
  • Proven experience managing projects with a focus on Protection, Shelter/NFIs, and CCCM.
  • Familiarity with international humanitarian operations, coordination structures, and donor regulations.
  • Demonstrated experience working with local authorities, community leaders, and partner organizations.
  • Experience in monitoring and evaluation systems and reporting on project outcomes.
  • Demonstrated commitment to humanitarian principles and values.
