At IBTCI you will be part of an inclusive team that provides expert solutions and advice to understand and address critical problems while giving you opportunities to succeed and grow.</p><p> </p><p><strong>Job Title: Operations Manager (OM)</strong></p><p><strong>Department/Location: Aden, Yemen</strong></p><p><strong>Reports To: Chief of Party (COP)</strong></p><p><strong>Type: Regular Full-Time</strong></p><p><strong>Classification: This is an intermediate-experience, exempt-level position </strong></p><p> </p><p><strong>Overview:</strong> IBTCI is seeking an experienced Operations Manager (OM) to support the Yemen Monitoring, Evaluation, and Learning Project (YMELP), a USAID third-party monitoring (TPM) and verification contract based in Amman, Jordan. The purpose of this contract is to monitor USAID humanitarian assistance and verify and provide independent confirmation of humanitarian aid programs in Yemen.<br/></p><br/><p><strong>Essential Duties: </strong></p><ul><li>Prepare the monthly site visit plan, shared as part of each Monthly Monitoring Report (MMR) for the following month, taking into consideration current approved plans, the context in Yemen, and the inputs provided by the by the COP/Deputy Chief of Party (DCOP);</li><li>Prepare and document contextual challenges and coordination challenges with Implementing Partners (IPs), which is to be included in each MMR; </li><li>Ensure that the Project Coordinator demonstrates timely follow-up in receiving the monthly IP activity plans.</li><li>Select the activities to be monitored by YMELP each month from the IP activity plans and share the selected plans with the Coordination Officer;</li><li>Ensure that the Coordination Officer sends the Site Visit Request Forms (SVRFs) in a timely manner to IPs and provides effective follow-up to receive the completed SVRFs and supporting documents in return; </li><li>Escalate with the COP/DCOP unresolved IP communication challenges and/or unresponsiveness to field communications regarding monitoring visits; </li><li>Ensure that the Coordination Officer shares the completed SVRFs and supporting documents with the assigned subcontractors in a timely manner, and that subcontractor site visit allocations are justified and balanced; </li><li>Regularly update the project summary tracker regarding number of activity plans received/pending and by whom, number of SVRFs received/pending and by whom, and the number of assigned SVRFs to subcontractors and to whom; </li><li>Ensure that the Coordination Officer maintains regular updates within the project site visits tracker, demonstrating the progress of site visits and the submission of visits reports subcontractors;</li><li>Hold monthly debrief meetings with subcontractors to ensure both parties are adhering to contractual requirements, while clearly and precisely documentation all such meetings;</li><li>Hold monthly debrief or planning meetings with IPs to discuss and/or respond to emerging issues regarding coordination and communication about site visits between IBTCI, the subcontractor, and the IP;</li><li>Compile a monthly Challenges and Lessons Learned report, for submission to the DCOP; </li><li>Assist in reviewing the monitoring reports submitted by subcontractors;</li><li>Assist in capacity building activities for the subcontractors; and, </li><li>Provide the review of monthly site visit reports, as assigned by the COP/DCOP.</li></ul><p><strong>Administration, Safety, and Logistic Responsibilities:</strong></p><ul><li>Ensure that IBTCI YMELP is fully compliant with all registration requirements with relevant local authorities, as appropriate and in liaison with the COP based in Amman; </li><li>Attend humanitarian/IP coordination meetings, as necessary; </li><li>Ensure the integrity of all project-related intellectual property/capital and personally identifiable information of project personnel, IPs, and subcontractors;</li><li>Oversee the procurement of equipment and supplies, adhering to IBTCI and USAID procurements regulations, to ensure that YMELP Yemen personnel are adequately supported;</li><li>Mediate and resolve coordination and/or communication challenges and issues between IPs and subcontractors, maintaining clear and precise documentation of all communication (telephone calls, email, etc.) related to any coordination or communication challenge;</li><li>Ensure YMELP Yemen personnel comply with local laws and regulations, and IBTCI guidelines, policies, procedures, and regulations;</li><li>Liaise with the Finance &amp; Administration Officer to ensure the safety and security of YMELP Yemen personnel and office property; and, </li><li>Liaise with the Finance &amp; Administration Officer to maintain an updated list of YMELP office inventory.</li></ul><p><strong>Other:</strong></p><ul><li>Any other tasks as assigned by the COP.</li></ul><p><strong>Required Knowledge, Skills, and Abilities: </strong></p><ul><li>Familiarity with USAID guidelines, rules, policies, and protocols on finance management and procurement;<br/></li><li>Excellent communication and interpersonal skills, including excellent relationship-building skills, the ability to prioritize, negotiate, and work with a variety of internal and external stakeholders;<br/></li><li>Personal maturity, tact, courtesy, patience, adaptability, initiative, cooperativeness, and resourcefulness;<br/></li><li>Sound judgment and decision-making skills, with a hands-on problem-solving approach, while demonstrating the ability to perform well under pressure;<br/></li><li>The ability to network with project stakeholders, including government, IPs, subcontractors, and others, for the purpose of smooth operations of YMELP monitoring activities;<br/></li><li>Ability to work as part of a team as well as independently; and,<br/></li><li>Personal qualities of integrity, credibility, and dedication.<br/></li></ul><br/><p><strong>Minimum Requirements:</strong></p><ul><li>Fifteen years of senior professional experience in the humanitarian development or humanitarian assistance field, additional office management experience is preferred.<br/>Proficient computer skills, with a working knowledge of the MS Office suite; and, <br/>Excellent command of English and Arabic.</li><li>Ability and willingness to be mobile and agile at a moment&rsquo;s notice in case of an emergency required.</li><li>Ability and willingness to work for extended periods in insecure and diverse environments.</li><li>Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.</li><li>In case of an emergency situation, must be able and willing to &ldquo;duck and seek cover&rdquo;, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.</li></ul><p> </p><p><strong>Education: </strong>Bachelor&rsquo;s degree in a relevant field, required. A Master degree is preferred.</p><p> </p><p><strong>Working Environment:</strong> Work is typically performed in an office environment.</p><p> </p><p><strong>Physical Requirements:</strong> This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 25 lbs.<br/></p><p> </p><p><strong>Supervisory Responsibility: </strong>Supervise the Coordination Officer, Finance &amp; Administration Officer, MEL Specialist, and other staff in Aden, Yemen.</p><p> </p><p><strong>Travel: </strong>NA.</p><p> </p><p><strong>Work Authorization:</strong> Candidate must be authorized to work in Yemen. </p><p><strong> </strong></p><p><strong>About the Organization: </strong></p><p>IBTCI has been in business since 1987.
