FSL Project Officer - Sa’ada.

ROLE PURPOSE:

Save the children Saada office will implement conditional cash (CFW) assistance response (cash for work) to most vulnerable HHs in Saada , Sagian ,Razih ,Majz, Haydan , Ketaff , AsSafra   districts and may be applied to other district

The FSL officer will be responsible of the leading of the project activities, coordination with local authority and supervise the FSL assistance during conducting the registration of beneficiaries and supervise and support in implementation of the cash distribution to most vulnerable HHs in the target sub districts of Haydan, in which the project will seek to provide assistance to more vulnerable families and individuals affected by the conflict.

KEY AREAS OF ACCOUNTABILITY:

Mobilization :-

  • Sensitize local authorities and communities to the project’s objectives, activities, and selection criteria.
  • Adhere to standard operating procedures for registration of Cash/voucher.
  • Review and develop beneficiary selection criteria with government, local authorities, and community members to identify project beneficiaries according to SCI’s economic, vulnerability , target criteria and FSAC recommendation   .
  • Organize and run community meetings and workshops in a participatory and inclusive manner, to ensure that project activities are developed in consultation with communities. Conduct trainings as necessary.
  • Be in regular contact with communities, to link them to SCI and ensure transparency and information sharing.
  • Lead in conflict resolution of disputes between communities and members related to SCI project activities.

Activity Implementation :-

  • To ensure that the planned cash for work activities and cash distribution is conducted timely and beneficiaries receive their cash  assistance without hindrances. Support beneficiaries to receive their vouchers according to agreed timelines and processes. 
  • Develop project implementation plan and update it with other sectors and share with communities, supervise, guide and advise community committees in the selection of beneficiaries and community projects based on set criteria that are agreed by all stakeholders.
  • Support in carryout initial assessments and feasibility feedback and related MEAL activities.
  • Make sure beneficiaries are registered as per agreed benficiaieris criteria selection.
  • Support and verification of benfciairieis list
  • Supervise the cash distribution in target areas and follow up the FSP to insure the delivery of cash assistance on time

Coordination :-

  • Coordinate with other FSL officers and assistance to ensure that activities are carried out in line with community needs.
  • Coordinate with the relevant government ministries to ensure compliance and good relations. 
  • Support the integration and communication with other sectors: WASH, protection, Health & Nutrition activities.
  • Participate in Field Office meetings with management and FSAC if required.

Monitoring and Evaluation :-

  • Work with the FSL Database Assistant to ensure a project progress database is complete and regularly updated.
  • Assist the M&E team in creating appropriate monitoring tools for project impact, quality, Post Distribution Monitoring, and measurement of IPTT indicator tracking. Focus on quality control checks for each project type.
  • Conduct regular feedback sessions with the M&E Officer and Accountability Assistants to ensure that all findings are addressed and adjustments made to the project throughout implementation.
  • Carry out regular implementation monitoring and submit relevant reports to the Programme Coordinator.

Reporting :-

  • Compile and write weekly and monthly progress reports, IPTT report   (narrative and data) in English.

QUALIFICATIONS, EXPERIENCE AND SKILLS: -

Essential:

  • Excellent communication skills
  • Previous experience of managing a team
  • Previous experience of working with a mulit-sector team
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support
  • A high level of written and spoken English

Desirable

  • Experience working on cash, voucher or other food security and livelihoods programming and/or child protection related projects
  • National level representation with key stakeholders and co-ordination with other NGOs/UN
  • Able to work with minimum level of supervision
