The Danish Red Cross (DRC) has maintained a long term partnership with the Yemen Red Crescent Society (YRCS) since 2004. The DRC support in Yemen, through the YRCS, has been on community emergency and developmental projects covering programmatic areas on health, Water, Sanitation and Hygiene Promotion (WASH), Psychosocial Support (PSS), and Disaster Preparedness and Response.

In consortium with the International Federation of the Red Cross and Red Crescent Societies (IFRC), DRC, will implement the European Union EU ECHO funded project in Amran. The project entitled “Integrated WASH, Protection, and Psychosocial Support to Vulnerable Communities in Yemen through the Enhanced Capacities of YRCS (InWAPPS)” will be implemented for a period of 18 months and will focus on thematic areas of Health, WASH, Psychosocial Support and Protection.

PURPOSE

Reporting to the YRCS PMER Coordinator & project coordinator, the PMER officer will work closely with the project team to ensure the efficient and effective delivery and reporting on the ECHO funded InWAPPS project. The PMER officer is also responsible to monitor and report to the YRCS HQ WatHab department coordinator and the YRCS PMER department, on the project monitoring and evaluation activities. The PMER officer will ensure up to date and concise M&E tools for the project, assist in capacity building of the project staff, support data collection process, provide routine reports on the project M&E indicators and support the drafting of donor related progress reports.

Job duties and responsibilities

The “PMER Officer ” will be responsible but not limited to:

  1. Implementation of project PMER plan
  • Work closely with YRCS HQ and Amran branch, InWAPPS project team on the implementation of the PMER plan monthly, quarterly and annual.
  • Assist in developing formats for data collection for various project activities; at community level, branch level and HQ level. These will need to be harmonized with monthly, quarterly and annual reporting needs for the project.
  • Identify needs and formats for internal and external planning, monitoring and reporting including evaluations.
  • Assist and follow up on dissemination on project information, in collaboration with the YRCS communication officer on activities and other project events.
  • Promote capacity building/ short trainings for project team on PMER formats, data collection and data synthesis/analysis for report presentations.

Project data collection and Reporting

  • Assist in data collection, data synthesis, data analysis and presentation for various needs; dissemination, project reports, donor reports
  • Harmonize data collection at branch level and HQ,  for consolidated qualitative/ quantitative reports of the InWAPPS project, for internal and external audience, including  donors and partners.
  • Ensure the quality reporting, through providing valuable feedback on reports generated by project teams to meet donors and RCRC partners requirements.

Knowledge management on the project

  • Assist in facilitating and documenting lessons learnt, best practices, success stories, case studies on information at branch level/ HQ on project activities.
  • Support the process for conducting project baseline, mid-term review, end of project evaluation, in accordance with policy, guidelines of YRCS, ECHO and Danish Red Cross.
  • Participate in operational research activities as per need.
  • Participate in dissemination for a for project implementations aimed at exploring the progress, achievements and challenges in addition to sharing best practices.

Coordination

  • Collaborate with YRCS communication department on any project documentation needs.
  • Liaise with other YRCS PMER department, other DRC supported projects within YRCS.

Other tasks

  • Carry out other tasks signed by line manager.
  • Remote management is required for action aiming to preserve beneficiary's crucial needs
  • Perform other tasks as may be assigned by the line manager.

  • Ensure management competencies to manage performance in a way that enables the YRCS to achieve its objectives with enhanced planning and coordination capacities.  

Certification and Education Required

  • A Yemeni national
  • Relevant University Degree in Social Sciences, Project Management or relevant fields. Candidate with Diploma level qualification but with relevant experience may be considered.
  • At least 3 years of experience in work which include planning, monitoring, evaluation and reporting.
  • Experience in humanitarian/development field working with international partners, NGOs
  • Experience in working on EU funded projects, ECHO, DEVCO will be an added advantage
  • High qualified in report writing skills
  • Computer literacy in MS Office-Required
  • Experience in setting up and managing database for project data.
  • Strong ability to communicate with people and colleagues at different levels
  • Ability to work to tight deadlines and handle multiple tasks (good time management skills)
  • Fluently spoken and written English-Required
