CARE International is currently seeking an Agriculture Officer. He/ She will be report to the FSL Team Leader and is responsible for implementing Food Security and Livelihoods activities in the program area. The Agriculture Officer is mainly responsible for leading Agriculture technical activities in targeted districts in terms of preparing the BoQs of agriculture seeds & tools, selecting the training topics, preparing training manuals/booklets, and supervising the cultivation process; In addition, He/she is a multidisciplinary professional who can work in various subsectors in agriculture, beekeeping, animal husbandry and home gardening.

Essential Duties and Responsibilities:                                    

Program Development and Management

  • Participate in FSL sector-specific agricultural technical assessments in the program area in coordination with CARE Technical Units.
  • Develop, plan, and implement FSL agriculture project activities.
  • Work closely with FSL Team Leader to advise on program implementation modalities (targeting criteria, mobilization, local partnerships, participant training, staffing, etc.)
  • Identify and address FSL staff capacity-building needs.
  • Ensure gender is fully considered throughout the project cycle with female beneficiaries being enabled to influence decision-making around agriculture activities.

Program implementation.

  • Lead the implementation of all related agriculture program activities including agricultural farming, livestock, beekeeping, animal husbandry, landscaping, and home gardening…etc. according to program directions and plans.
  • Develop best farming practices for the project: Work with the Project Technical Team and other Stakeholders to propose a cropping pattern specific to each of the identified farmlands. Propose appropriate farming equipment for the project per allocated lands. Propose best farming practices for the project (land conservation, fertilizer, crop protection, etc.).
  •  In coordination with MoA, ensure selected seeds are of high quality, in accordance to MoA /FSAC guidance, and have successful germination tests.
  • Facilitate and support the preparation and implementation of the value chain and market assessments.
  • With support from the technical team and Team Leader, the applicant will work to adopt and facilitate the implementation of informed recommendations by the VC assessment by determining and building farming groups’ skills on value addition techniques (e.g., harvesting, packing, branding, storing, processing…) for improved value chain and access to markets.
  • Preparing educational materials for the project (brochures - posters - pictures - training materials)
  • Ensure agriculture activities are coordinated and collaborated with MoA and Extension offices in the targeted areas.
  • Ensure that activities are delivered according to CARE's and donors' contractual requirements and that all activities and deliverables are completed within the agreed timescale and budget.
  • In close coordination with community mobilizers and relevant authorities, support in identification, formation, and organization of meetings with different community agri-groups (CAHWs, producers’ groups) and home gardening beneficiaries.
  • Work with the project team and relevant stakeholders to link farmers, producer groups, and livestock beneficiaries to the local markets and fair shows to generate income.
  • Ensure quality and integrity of implementation, administrative systems, and established deadlines.
  • Ensure that stakeholders (Extension agents, targeted beneficiaries) have the required understanding of project agriculture activities and required roles and practices.
  • Supervising the fieldwork for the extension workers in the targeted districts.
  • Collect and analyze market information pertaining to agriculture regularly.
  • Assist project team and farmers in identifying.

Program Monitoring

  • Prepare a detailed implementation plan and monthly/weekly plans and ensure the Extension Agents adhere to the plan.
  • In collaboration with the FSL Officer, regularly gather evidence and data from projects in the field.
  • Participate in documenting lessons learned, best practices, and case studies to contribute to sector learning.
  • Conduct regular field visits to analyze and check the progress and quality of production and processing.
  • Engage with research institutions and universities in conducting operational research.
  • Participate in internal coordination and management meetings to promote effective and efficient information sharing and program integration.
  • Ensure early and rigorous implementation of accountability mechanisms.
  • Prepare regular and comprehensive project progressive monthly reports.

Capacity Training:

  • Support the development of knowledge products and capacity development: He/ She shall carry out a field school program on all agricultural practices needed. Support in agriculture extension training. Develop training manuals for beneficiaries.
  • Training the extension agents (TOT) on all agricultural topics that will be used during the project period.
  • Responsible to oversee TOTs and other training for Extension workers and farmers ensuring effective delivery of information on agriculture-related topics and techniques (IPM, Soil management, organic farming, post-harvest …etc.) as per training guidelines.
  • Any other relevant duties as assigned by the supervisor.

Facilitate inter/intra cross-learning visits. Qualification, Education and/or Work Experience Requirements 

  • Bachelor's degree in Agricultural; Allocated agricultural crops or closely related field is required.
  •  Proven experience in conducting TOT.
  • Extensive experience in designing training programs and manuals.
  • She/he should have at least five years of experience in the field of crop production of which at least three years of professional experience should be in southern areas of agriculture environments.
  • Wide experience in the study, design, and implementation of crop production development projects.
  • Sound experience in agricultural extension service delivery.
  • Strong analytical (qualitative and quantitative) and conceptual skills.
  • Excellent writing, communication, and presentation skills
  • She/he should be conversant with the principles and working methods of project cycle management.
  • At least 3-5 years of experience in food security and livelihood programs.
  • Excellent skills in monitoring t implementation of program activities.
  • Fluent in oral and written Arabic and English
  • Excellent writing skills.
  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines.
  • Ability to work both independently and collaboratively as part of a team.
